This letter requires no formal reply.
Opening of the 24th Street access to Covington Knolls was approved by the
Greeley Planning Commission. Included in the opening was a requirement for
traffic calming devices on 24th Street.
Department personnel has met with City Planning staff, representatives of
Western Hills, and Covington Knolls. When weather conditions permit, the
Covington Knolls developer will install traffic calming devices.

Dear Commissioner Vaad:
I am writing on behalf of 40 property owners/members of the Covington Knolls Homeowners'
Association. The association has requested that the City of Greeley amend the Covington Knolls P.U.D.
to remove or delete the "emergency use only" notation on the recorded P.U.D. for the South Gate on
241h Street.
The association would like to know the County Commissioner's position regarding two issues:
1. The letter written by County Traffic Engineer Diane M. Houghtaling to the City of Greeley
Planning Department dated September 6, 2000. A copy of the letter is enclosed.
2. A possible forthcoming letter from the County Public Works Department.
The letter from Ms. Houghtaling indicates Covington Knolls residents have been using 241h Street and
directs that the City should instruct the Association to reprogram the gate. Residents of the association
as well as residents from Westridge Subdivision, have used this gate since its inception in 1994. Recent
traffic studies indicate an extremely low usage of approximately 75 vehicles every 24 hours. It is also my
understanding that the only traffic citation issued in recent times was given to a Westridge resident.
What level of traffic is this street designed for?
It is our understanding that a letter from the County is forthcoming indicating that the County portion of
24th Street is unsafe for use and should be reconstructed if access is to be allowed to the Covington
Knolls subdivision. I am not aware of any accidents or incidents that have resulted from an "unsafe"
road condition. However, if this is the case, should 24th Street be closed to all traffic until the roadway is
made safe? This street is presently open for full public use.
There are several reasons supporting the request for the P.U.D. amendment. Closing the gate would
allow only one point of access for all of the residents of Covington Knolls. At 8:00 a.m., this would result
in a heavy flow of traffic entering an already very busy 20th Street. Having only one clear exit also would

result in a more dangerous situation if that access were inaccessible in an emergency situation. Lastly,
the homeowners feel that we should have a right to use the City and County road, which currently
connects to our subdivision. We pay our taxes and feel that we are within our rights to request access
to the City and County amenities, especially given the fact that this road is connected to our property.
Additionally, it is my understanding that this P.U.D. request is supported by, and will be recommended to
the planning commission by the City of Greeley Planning staff. The association was unaware of the
County personnel's concerns. On behalf of the Association, I would like to discuss these matters
