COLORADO SUBJECT: USR-1319, Fourway Baptist Church
The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
Both Weld County roads 41 and 22 are designated on the Weld County Transportation Plan Map as collector
status roads, which require 80 feet of right-of-way at full build out. There is presently 60 feet of right-of-way.
These roads are maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning
Ordinance (Ordinance 89, as amended), the required setback is measured from the future right-of-way line.
The most recent traffic counts at this location show 276 vehicles per day on WCR 22 , and 1617 vehicles per day
on WCR 41. Both counts reflect a 24-hour-period.
REQUIREMENTS:
Future Right-of-Way: The applicant should reserve an additional 10 feet of future right-of-way adjacent to both
Weld County Roads 41 and 22 for widening of these roads in the future.
Site Plan: On my field investigation, I discovered additional driveways and a drainage culvert not shown on the
plat. These items shall be placed on the plat.
Storm Water Drainage: Design Standards for Use by Special Review require a storm water drainage retention
facility. Please refer to item 24.5.1.5.1 of the Zoning Ordinance 89 KK. Your request to waive the storm water
drainage requirements is rejected. Historical drainage comes from the west through a cross culvert under WCR
41 to the property, then disperses in a southeasterly direction. The proposed Phase 1 structure and new parking
facility will block the historical run-off. The applicant should look into channelizing and retaining the historical flow
onsite, and releasing that flow downstream.
Access and Circulation: The applicant's main access to the proposed new facility is on WCR 41. There are
two phases being proposed. Direct access shall be at the designated areas, including a stop sign at
both entrances. The northwest parking lot shall include a blockout section at the end of the parking lot to
accommodate the last two adjacent parking spaces turnaround capability. Circulation appears to be adequate
for the proposed facility.
^The Phase 1 and Phase 2 parking areas shall be surfaced with asphalt, concrete, or equivalent and shall be
graded to prevent drainage problems. The applicant is providing 202 parking spaces including ADA spaces.
Appropriate striping and ADA placards shall accompany these locations.

Environmental Health Services has reviewed this proposal for a Public and Quasi Public Building including a
Church. We have concerns in regards to the septic system proposal. We have found inconsistencies with the Septic
permit and the USR application, specifically the submitted Septic system design is for only 300 persons while the
USR application indicates a maximum congregation of 450 people. We have had several discussions with the
applicants representative,AgPro Environmental, Inc. in an effort to address this issue. To date, we have not arrived
at agreement with AgPro, as such we have attempted to address this issue through the conditions. We have no
objections to the proposal, however, we do recommend that the following conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be recorded:
1. The facility shall install an engineer designed septic system to handle the hydraulic load for a congregation of
450 people. The system design shall comply with all County and State Laws, Regulations and Policies
(specifically Colorado Department of Public Health and Environment, Water Quality Control Division
Policies WQSA-6 and WQSA-8 ).
2. The applicant shall provide evidence to the Weld County Department of Public Health and Environment, and
the Department of Planning Services,that the well has been appropriately permitted/registered with the
Colorado Department of Public Health and Environment, Water Quality Control Division.
3. The facility shall comply with the Colorado Primary Drinking Water Regulations (5 CCR 1003-1). Evidence
shall be provided to the Weld County Department of Public Health and Environment and the Department of
Planning Services that indicates the system complies with the Regulations.
We recommend that the following requirements be incorporated into the permit as"development standards":
1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
4. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone District
.- as delineated in 25-12-103 C.R.S., as amended.

Dear Mr. Dunker:
In a phone conversation today, we discussed your design of the proposed septic system for the
Fourway Baptist Church. You explained your rationale for designing the system for 300 people rather
than 450 people as described in proposed Use by Special Review#1319. The main points of your
rationale, as I understand it, are as follows:
1. The 'high average' use of 300 people is anticipated to be from high church attendance, and
most Sundays the attendance will actually be lower than 300 people.
2. There will be 'peak' Sundays (i.e. Christmas, Easter, etc.,)where the attendance could
approach 450 people.
3. By designing the system for 300 people. with a peak flow of 150%, this peak use will correlate
with a peak attendance of 450 people.
As we discussed, your rationale does not appear to comply with the policies of the Colorado
Department of Public Health and Environment. Specifically, Water Quality Control Division policy
WQSA-8.
Additionally, the system, as designed with a maximum design flow of 3375 gpd (labeled design No. 2)
must go through the Site Application process with the Colorado Department of Public Health and
Environment, Water Quality Control Division. You have stated that you will redesign the system, and
therefore will not be subject to that requirement.
As I understand it, you propose to redesign to split the flows into 2 systems:
1. The existing system for the 4 bedroom house will remain;
2. Abandon the existing system that serves the church and install a new system that will
accommodate the flows with the church expansion.
In our conversation today, you feel that by splitting the flows your client will not have to go through the
Site Application process. Unfortunately, this appears to conflict with Colorado Department of Public m

I am writing to remind you that our Department is charged with assuring that all septic systems be
designed, approved and installed in accordance with all Weld County Department of Public Health and
Environment and Colorado Department of Public Health and Environment, Water Quality Control
Division laws, regulations and policies. Therefore, in the interest of efficiency, we encourage you to
assure that all applicable requirements are addressed in any design submitted on behalf of the
Fourway Baptist Church.

2, 000 gallons per day serving as a community system
or serving a single property or wastewater generator
with respect to the site application process .
Policy/
Procedures : Multiple Individual Sewage Disposal Systems shall be
be treated as a single domestic wastewater treatment
works and be subject to site application and plans
and specifications reviews and approvals if :
l . a. the systems serve a single habitable structure
(i. e . , school , church, apartment building) ; or
�., b. the systems serve a number of habitable structures
on a single property ( i . e . , mobile home park,
lodge or resort , shopping center) and the minimum
horizontal separations to be maintained from one
system' s components to springs or ' wells (based on
design capacities of the individual systems )
overlap the minimum horizontal separations of
another system' s components ; or
c. commonly owned systems serve a number of habitable
structures on separate properties (i . e. , condomin-
iums , townhouses , single family houses , etc . ) and
' minimum horizontal separations of two or more of
the systems overlap as. in 1 . b. above ; or
d. the systems are interconnected such that wastewater
may flow from one system to another; and
2 . the combined design capacities of the systems

DEFINITION OF DESIGN CAPACITY
Purpose: To define the term "design capacity" as it is used: 1) in the approval of site
applications; 2) in the review of designs for wastewater treatment facilities; and 3) in
Part I, Section A.3. of CDPS permits for domestic wastewater treatment facilities.
Policy/
Procedures: The term "design capacity", used in relation to; the site application regulations, design
reviews, and the "Regulations for the State Discharge Permit System", shall be based on the
largest 30-day average load (hydraulic and organic) expected to be received by the domestic
wastewater treatment facility during the identified planning period. In determining the
expected flow and the required hydraulic capacity for an ISDS system, full occupancy of all
structures to be served shall be assumed and days of little or no system use (i.e., vacations,
school and business closures, etc.) shall be excluded.
( ground: A standard, usable definition of the term "design capacity" is not included in the Water
Quality Control Act, the ISDS Act or the subsequent regulations and guidelines that have
been promulgated pursuant to these statutes. For most site applications and for all domestic
CDPS discharge permits, a 30-day average flow and BOD5 loading has typically been used as
the standard for defining the capacity of a facility. The ISDS guidelines do state that a
maximum flow equal to 150% of the average flow is to be used for design purposes but this is
due to the hydraulic limitations of the typical small septic tank/leach field to accept peak
flows on a day-to-.day basis. To provide consistency in all site applications and domestic
discharge permits the 30-day average flow and loading shall be the common standard.

In consultation with the Natural Resources Conservation Service (NRCS), we have reviewed the
above referenced case and have the following comments:
SOILS/LIMITATIONS: Both the Valent sand and Vona loamy sand have severe limitations for
septic system development because of poor filter materials. Olney loamy sand has moderate
limitations for septic systems because of slow percolation.
PRIME FARMLANDS: There is no prime farmland on this parcel.
SOIL EROSION POTENTIAL: All of the soils covered by this application are considered highly
erodible soils and should be protected. Construction on highly erodible soil should be planned so as
to disturb as little soil as possible and measures should be taken to prevent soil movement offsite.
Any areas that are disturbed should be stabilized with perennial vegetation, gravel, or pavement
once construction is complete.
OTHER: We encourage the applicant to consider xeriscaping as an alternative to conventional
landscaping. Xeriscaping will help in reducing maintenance and irrigation costs while still
presenting an attractive landscape. Contact CSU Cooperative Extension Service for more
information on xeriscaping.
