The property must be zoned within 90 days of annexation. The specific zoning request will be evaluated during that process. COMPREHENSIVE PLAN The site lies within the City's Long-Range Expected Growth Area (LREGA) and Strategic Employment Development Corridor (SEDC), and outside of the current Mid-Range Expected Service Area (MRESA) and Municipal Services Suitability Area (MSSA). Generally speaking, the existing land uses are compatible with existing surrounding land uses both within City limits and in unincorporated Weld County. Access is currently only possible from US Highway 34 or State Highway 257. There are no Weld County farm-to-market roads adjacent to either of these annexations. The 2015 Comprehensive Transportation Plan identifies US 34 as an Expressway and SH 257 as a Minor Arterial. Future access must be planned according to these classifications. The Comprehensive Plan encourages development to effectively mitigate any adverse environmental impact when development occurs in environmentally sensitive areas. Portions of this annexation may be within an ecological impact area. The area has not been mapped for those impacts. Prior to any development on the site, a review of the site by the developers qualified biologist will need to be undertaken. Centennial Ridge II &III 2 Annexation Impact Report ANALYSIS Centennial Ridge II Annexation is adjacent to existing city limits on the south and west. At the time of petition the site had approximately 17.28% contiguity. Since that time additional property has been annexed to the City. Currently this annexation has approximately 29.94% contiguity. Centennial Ridge III is adjacent to existing city limits on the west, south and on the east once Centennial Ridge II is annexed. At the time of petition the site had approximately 28.22 % contiguity. Since that time additional property has been annexed to the City. Currently Centennial Ridge III has approximately 73% contiguity. The annexation is within the City's Long- Range Expected Growth Area and Strategic Employment Development Corridor and outside of the current Mid-Range Expected Service Area and Municipal Services Suitability Area. Developers of the property will be responsible for extending utility services to the property. The City of Greeley has two parallel potable water transmission lines crossing the property. One line is 27-inches in diameter and the other is 30-inches in diameter. Sewer service has not been extended to the property. Since there are no development proposals for this property at this time, the ultimate impact on the affected school district cannot be determined. It is anticipated that Holding/Agricultural zone would be placed on the property until a definite development proposal is submitted. Until that time the impact on the school district should be minimal. Centennial Ridge II & III 3 Annexation Impact Report The annexation of this site into the city would be consistent with present growth patterns and Comprehensive Plan policies, which encourage future development in areas identified for such uses. There is clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation.
