CASE NUMBER: AmUSR-665
PROJECT: Site Specific Development Plan and Special Review Permit for Sparboe
Horizon Corporation
PLANNER: Julie Chester
NRCS REPESENTATIVE: Andrea Leonard, Soil Conservationist
In consultation with the Natural Resources Conservation Service (NRCS), we have
reviewed the above referenced case and have the following comments:
SOILS/LIMITATIONS: Small commercial buildings constructed on Valent sand 3% to
9% slopes will encounter moderate limitations because of steep slopes.
PRIME FARMLANDS: There is no prime farmland on this parcel.
SOIL EROSION POTENTIAL: All of the soils covered by this application are
extremely erosive and should be protected. Construction should be planned so as to
disturb as little soil as possible and measures should be taken to prevent soil movement
offsite. Any areas that are disturbed should be stabilized with perennial vegetation, gravel,
or pavement once construction is complete.
OTHER: The applicant should contact Ron Broda, Vegetation Weed Management
Specialist with the Weld County Public Works Department at (970) 356-4000 X 3770 to
develop a weed management plan. In addition, the applicant may want to consider
participating in the Conservation Reserve Program to install windbreak buffers around the
poultry sheds. Participants can receive cost share to install windbreaks on eligible
farmland. Contact the NRCS at (303) 659-4177 for more information.
The District welcomes the opportunity to review and comment on proposals such as this.
Conservation and wise use of out natural resources are foremost in our goals and
objectives. We look forward to working with you in the future. If you or the applicant
should have any questions, please feel free to contact the NRCS representative at 303-659-

SUBJECT: Sparboe Horizon Corporation, USR's
1322 and 3`d Amended 655
We have conducted a preliminary evaluation of USR's 322 and 3r° Amended 655. In
our review we have come across an issue that probably warrants being addressed in
advance of our Department submitting a formal referral. The issue is that neither
applications contemplate capturing and dealing with the waste water generated during
routine washing of the poultry houses.
During our site visit, on March 16, 2001 , Vince (didn't catch his last name) informed us
that when each of the houses are emptied of chickens, they are routinely cleaned with
water. He also indicated that the water is pushed out onto the ground surface using a
squeegee. While this issue may seem minor, the Confined Animal Feeding Operation
Control Regulations (CAFO) require that these types of facilities operate as "no
discharge" facilities. Because the wash water would contain manure, the wash water is
considered "process waste water" and thus must be captured, handled, and disposed in
accordance with CAFO. Therefore, we recommend that the applicant, or its'
representative, address this issue in writing prior to our Department submitting a formal
referral.
I have discussed this issue with the applicants representative, Tom Haren of AgPro
Environmental Services, LLC. He was is concurrence that this issue should be
addressed prior to our referral.
If you have any questions, please call me at 2214.

The following are recommended to be conditions of approval:
1. Prior to recording the plat:
A) Provide a map to the Weld County Department of Public Health and
Environment delineating the location of all septic systems on the property.
1) All septic systems located on the property shall have appropriate
permits from the Weld County Department of Public Health &
Environment and comply with the Weld County Code pertaining to
septic systems. Any existing septic system(s) which is not currently
permitted through the Weld County Department of Public Health &

COLORADO SUBJECT: 3rd AmUSR-655, Sparboe Horizon Corporation
The Weld County Public Works Department has reviewed this proposal. This project falls primarily
under the purview of the Use by Special Review Standards. Our comments and requirements are
as follows:
COMMENTS:
WCR 47 is designated on the Transportation Plan Map as a paved road, which requires a 60-foot
right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by
Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning Ordinance
(Ordinance 89, as amended), the required setback is measured from the future right-of-way line.
Our traffic counts range from 98 to 328 vehicles per day taken for a 24-hour period at this location.
Beyond the entrance to the facility, the traffic volume drops to 35 vehicles per day.
In 1987, the previous operator, Waldbaum Company, entered into a Road Maintenance and
Improvements Agreement with Weld County for the upgrade and paving of WCR 47. The length
of the project is approximately 1,500 feet with asphalt paving to be 24 feet in width and four-foot
gravel shoulders. The depth of the asphalt is four inches over seven inches of aggregate base course
to serve the industrial traffic due to the heavy hauling at this location.
REQUIREMENTS:
Circulation and Parking: The new road and parking areas in the expansion shall he graded and
drained to provide an all-weather access to the expansion.
Storm Water Drainage: I am referring the storm water drainage to the Health and Environment
Department as this site deal with confined animal feeding operation controlled regulations.

Subject:
The Use by Special Review Permit issued in 1987 required improvements to
Weld County Road 47 if additional facilities were to be constructed. The
present application indicates the construction of vehicle maintenace
facilities, and an additional poultry house. It seems to me that this is
an expansion of the facilities which will have some impact on traffic, and
that the applicant should be required to enter into a road improvements
agreement with the Board of Weld County Commissioners.
The traffic counts taken in November of 1987 indicated 328 vehicles per
day north of the 1-76 Frontage Road, and south of the Waldbaum Farms
entrance. The traffic count on the same day north of the entrance, was 35
vehicles per day. Obviously, the vast majority of the traffic is being
generated by Waldbaum Farms. The soils investigation and pavement design
performed in 1987 indicated the need for 4" of asphalt paving over 7" of
gravel base course. To serve the industrial traffic, the road should be
paved to a 24' width and have 4' gravel shoulders.

Subject: USR - 655 :84 :51 Milton G. Waldbaum Company
We have reviewed the application from Milton G. Waldbaum for
U.S.R. 655 :84:51. The Engineering Department is recommending paving
of Weld County Road 47 between Interstate 76 Frontage Road and the
entrance of the site.
The existing county road that serves the egg processing site will
require increased maintenance and improvement due to the increase in
heavy truck traffic and employees
The length of the project is approximately 1,500 feet; asphalt
pavement to be 24' wide with 4' shoulders. Thickness of the base and
asphalt to be determined by soil investigation.
A Road Improvements and Maintenance Agreement will be required.
