In 1966, served on the Colorado State Health Department committee which wrote the original State ISDS regulations. • Soils in the proposed subdivision area have been extensively investigated for suitability of on-site treatment prior to dispersal. • The proposed design provides treatment by subsurface sand filtration ( a long-proven method) prior to effluent dispersal. • Gross density for proposed systems (almost 6 acres/unit) is nearly 2 1/2 times the area required by current Weld County regulations (2 1/2 acres/unit). • This proposal places design and installation of each system under the joint supervision of the Weld County Health Department and the Beebe Draw Metropolitan District covering all filings of the subdivision. • On-going maintenance, including pumping, field inspection and groundwater monitoring, will be provided by the District, and reported to the Weld County Health Department. • Cost of the maintenance program as outlined herein will be included in the taxes paid to the District by each homeowner, according to the financial structure set forth in the District's Service Plan. Revision of the Service Plan to that end is currently under way. • To our knowledge, such a highly organized supervision and maintenance plan for ISDS systems has not been proposed before in Weld County, although such systems exist elsewhere in the country. • Weld County Health Department personnel have been party to the development of this proposal from its inception. The plan is in compliance with new County Subdivision Regulations and with current Health Department recommendations regarding inspection and management. Flash Rains do some good for storage in our lakes but for the most part our priorities are too junior to get much for very long. Water Quay is a big issue facing FRICO. We spent much time and money during the past few years monitoring the quality and pursuing higher standards for discharges from waste water(sewer) plants and storm run off from cities. We are continuing to work with several water quality task forces to address water quality issues. Our users under the Barr and Milton Division's are reporting a greater then normal amount of pea soup algae along with bad odor. The growth of the algae is a result of high amounts of Nitrates and e diverted into Phosphates being discharged from the sewer plants into the Platte upstream , which storage. Water r calls are taken from 11:30 to 1:00 every day. The ditchriders are busy doing maintenance when their ditch is not on so you may have to leave your STANDING ORDER on the answering machine. When water is available the ditchrider will contact those who have left a STANDING ORDER A standing order left on the ditchrider's answering machine when the ditch is not on allows us to know who wants water and how much. The ditchrider then can continue to do maintenance on the ditches and not be at the house_for water calls.o When water is arrangements available the ditchrider will then call those who left a standing for delivery.
