Explain, in detail, the proposed use of the property. The proposed use of this property is an egg production facility. Related activities include feeding chickens, gathering and processing eggs, shipping eggs out, bringing new stock in and loading old layers out. Supporting infrastructure includes totally enclosed, climate-controlled buildings, equipment storage, manure conveyor system for manure removal, egg processing and storage facilities, and one existing accessory residence for employees. This proposal is for 1,620,000 layers, by adding five new layer houses with additional processing, storage and offices built to the south of the existing 12 layer houses. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22. This use is consistent with the Weld County Comprehensive Plan through the preservation, enhancement and growth of agriculture. This facility was designed to protect prime farmland. The facility supports commercial and industrial uses directly related to or dependent upon agriculture. Efforts to preserve productive agriculture land include the maintenance, enhancement and growth of a viable, profitable agricultural business. The site is not located within a flood hazard zone, geologic hazard zone or airport overlay zone. The use is necessary in Weld County to preserve the agricultural economic base historically attributed to the area. 3. Explain how this proposal in consistent with the intent of the Weld County Code, Chapter 23, and the zone district in which it is located. This housed facility meets the intent of the agricultural zone district where the site is located. A livestock confinement operation is permitted in the A (Agricultural) zone district as a Use by Special Review. Public health, safety and welfare are protected through adherence to applicable county, state and federal regulations and requirements. Provisions to comply with applicable regulations and requirements are outline in this application for expansion. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. Agricultural uses surround this site. Uses consist of irrigated farming, cattle grazing, and hay production. This proposal is compatible with the surrounding agricultural uses and the Weld County Comprehensive Plan. 5. Describe, in detail, the following: a. How many people will use this site? Approximately forty-eight (48) people will work at the site full time. Suppliers and sales representative will be at the site from time to time. 2 b. How many employees are proposed to be employed at this site? Approximately forty-eight (48) people will work at the site full time. c. What are the hours of operation? The facility will operate 24 hours per day. Equipment operations, trucks, shipping and receiving activities and maintenance activities other than emergencies will occur primarily during daylight hours. d. What type and how many structures will be erected (built) on this site? Five new layer houses will be constructed along with a new processing/storage building and an additional office building. Two new generator sheds will be added, and the current well house will be expanded. e. What type and how many animals, if any, will be on this site? 1,620,000 layer hens. 1. What kind (type, size,weight) of vehicles will access this site and how often? Typical vehicles accessing this site include feed delivery trucks and semi-tractors and trailers, employee and owner vehicles, animal product vendors, and ag-related equipment. Operating equipment includes typical farming equipment, tractors, loaders and attachments. i. Semi-Tractor Chicken Trucks 1-2/mo ii. Semi-Tractor Feed Truck 10/wk iii. Other Commodity Trucks 10/day iv. Manure Trucks 14/wk g. Who will provide fire protection to the site? Hudson Fire Department h. What is the water source on the property? (Both domestic and irrigation). Well water supplied by a Laramie-Fox Hills well and a shallow alluvial-aquifer well. Copies of the well permits are included in this application. i. What is the sewage disposal system on the property? (Existing and proposed). Septic systems exist on this site (copies of the permits are included in this application). One system requires replacement, as some of the new buildings will be built over its location. An engineer designed septic system and permit application will be submitted to the Department of Public Health and Environment for review and approval when this new system is to be constructed. j. If storage or warehousing is proposed, what type of items will be stored? Storage and warehousing are not proposed as the primary use of this site. Feedstuffs, equipment parts and supplies typical of poultry farming activities are stored on site. 3 6. Explain the proposed landscaping for the site. No additional landscaping is proposed. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. No reclamation procedures are proposed. 8. Explain how the storm water drainage will be handled on the site. Because the chickens are housed inside and no stockpiles of manure are expected, no storm water containment is necessary per the state's Confined Animal Feeding Operations Control Regulation. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction is scheduled to begin immediately, pending USR permit approval. Construction will take approximately 8-10 months to complete allowing for weather and financial considerations. 10. Explain where storage and/or stockpile of wastes will occur on this site. No storage or stockpiling of wastes is planned at this site. Chicken litter is taken immediately off site for composting or given to area farmers for use on their land.
