The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the
purview of the Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 19 is designated on the Southwest Study Area Capacity Improvement Needs as a collector status road,
which requires an 80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is not
maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning Ordinance
(Ordinance 89, as amended), the required setback is measured from the future right-of-way line.
WCR 10 is designated as a section line access road at this location.
The applicant has indicated on the plat that there is a 60-foot County right-of-way at this location. Referring to
RE-3051, I asked that the applicant enter into a Non-Exclusive License Agreement for the Upgrade and
Maintenance of the Weld County rights-of-way at this location. As this use has now changed through the USR
"'process, additional requirements on upgrading the road are required.
The average daily traffic count for WCR 19 reflects 346 vehicles in a 24-hour period taken December 9, 1996.
WCR 10 is a section line access road with no counts available.
The applicant has identified that the proposed excavation company will employ 12 - 15 people who will utilize the
site.
REQUIREMENTS:
Future Right-of-Way: The applicant should reserve an additional 10-foot of the property parallel to the WCR 19
right-of-way for future build out.
Improvements Agreement: The applicant shall enter into an Road Maintenance and Improvements Agreement
with Weld County on the upgrading and surfacing of WCR 10 east of WCR 19 with gravel, asphalt, concrete or
equivalent,and it shall be graded to prevent drainage problems. The improvements shall consist of upgrading and
widening WCR 10 east of WCR 19 though the east access point. The minimum width of the improvement shall
be 26 feet to accommodate two-way traffic. The minimum depth shall be four inches of aggregate base course.
Commercial access road standards require a 40-foot turning radius.
Off Street Parking:The off street parking spaces including the access drive shall be surfaced with gravel,asphalt,
concrete, or the equivalent. It shall be graded to prevent drainage problems.
Storm Water Drainage: Since the majority of the site is dealing with construction, shop, and equipment usage,

requirements specific to this operation.

Environmental Health Services has reviewed this proposal for a small office facility, including building and storage
areas. We have no objections to the proposal, however, we do recommend that the following conditions be part of
any approval:
We recommend that the following requirements be met prior to allowing the plat to be recorded:
1. In the event the structure(s) is equipped with a floor drain,the applicant must apply for an Underground
Injection Control(UIC) Class V Injection Well permit through the Environmental Protection Agency (EPA),
for the floor drain system that serves the contractor shop, or provide evidence that the applicant is not subject
to the EPA Class V requirements.
2. An individual sewage disposal system is required for the proposed building(s)and shall be installed
according to the Weld County Individual Sewage Disposal Regulations. The septic system(s) is required to
be designed by a Colorado Registered Professional Engineer according to the Weld County Individual
Sewage Disposal Regulations. The installation of the septic system(s) shall comply with the Weld County
I.S.D.S. flood plain policy.
We recommend that the following requirements be incorporated into the permit as"development standards":
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended)shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes
specifically excluded from the definition of a"solid waste" in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as m

delineated in 25-12-103 C.R.S., as amended. K --

6. Adequate toilet and handwashing facilities shall be provided for employees and the public.

7. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe
manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof.

8. The facility shall utilize the existing public water supply. (Central Weld County Water District)
9. The applicant must comply with the Waste Handling Plan as submitted on April 19, 2001.

In consultation with the Natural Resources Conservation Service(NRCS),we have reviewed the above
referenced case and have the following comments.
SOILS/LIMITATIONS: The soils found on this parcel of land have moderate to severe limitations for
septic tank absorption fields. Slight to severe limitations for sewage lagoon areas,trench sanitary landfills,
shallow excavations,dwellings and small commercial buildings. Slight to moderate limitations exist for
area sanitary landfills.
PRIME FARMLANDS: Prime Farmlands do exist at this site. Soil map number 66,Ulm clay loam and
soil map number 82,Wiley-Colby complex are both considered Prime Farmland where Irrigated.
SOIL EROSION POTENTIAL: A moderate potential for wind and water erosion exists at this site.
OTHER: If the future land use will include grass establishment and grazing,we would recommend that
the new landowner contact the local NRCS office for recommendations on establishing and maintaining the
grass and grazing management. Additionally,any future landscape plans should address the reduction of
water use and the use of Xeriscape. We also recommend that Ron Broda, Weld County Vegetation
Management Specialist be contact to assist the landowner in developing a weed management plan. Ron
can be contacted at 970-356-4000x3770.
