This recommendation is based, in part, upon a review of the application materials submitted by the applicant, other relevant information regarding the request, and responses from referral entities. The Department of Planning Services' staff recommendation for approval is conditional upon the following: 1. The attached Development Standards for the Special Review Permit shall be adopted and placed on the Special Review Plat prior to recording. The completed plat shall be delivered to the Weld County Department of Planning Services and be ready for recording in the Weld County Clerk and Recorder's Office within 30 days of approval by the Board of County Commissioners. The applicant shall submit evidence, to the Department of Planning Services, that the Mountain View Water Users has approved the use of the storage of recreational vehicles and boats, as well as the enclosed storage units. The plat shall be amended to delineate the following: 1) The approved Landscape/Screening Plan. (Public Works) 3) The off-street parking area,including the access drive shall be surfaced with recycled asphalt gravel, asphalt or an equivalent material. Trostel SUBJECT: BRIGHTON FIRE DEPARTMENT RECCOMMENDATIONS A meeting with Bob Parker, Fire Chief of GREATER BRIGHTON FIRE PROTECTION DISTRICT was held Feb. 12, 2001 to address the issues as stated in their referral dated Dec. 27th The following requirements were set forth by the Dept: The turning radius on any fire dept. access road must be a maximum of 32 feet inside radius and a minimum of 50 foot outside radius. The site plan is designed to meet this requirement The premise will be identified by address numerals, which are plainly visible from the primary county road of access, WCR2. The minimum numerals height will be 5 inches with a % inch stroke and numerals will be mounted on a contrasting background. Access to the site as well as inside will have a minimum width of 20 feet without parked cars in that area. Knox Box, Knox Lock or Knox Switch will be purchased and installed on the site if a security gate is installed. A good gravel/recycled concrete base shall be applied to roadways within the site. Phase 1 only—In the beginning, high surface area vehicles will be staggered throughout the lot and no water storage tanks or dry hydrant facility is required at this time. If in the future, as determined by a fire inspection, the site needs more protection due to the volume of vehicles, then storage tanks or a dry hydrant, using the adjacent pond to the south, may be required if municipal hydrants are not in proximity at that time. Phase 2—When closed storage units are placed on the site, storage tanks or a dry hydrant must be installed if no municipal hydrants are close enough to service these units. In our referral response letter, dated December 21, 2000, we wrote: In the applicant's Use by Special Review Questionnaire,Ms.Adams states that"storm water drainage will absorb into the ground or flow off as a natural runoff due to the contour and natural slope into the draw area located on the southeast side of the site." We interpret this to mean that the site, as currently proposed,will not be paved. However, it is very likely that the site will be paved for phase 2 of this project, which involves inside storage facilities. Volume of surface runoff will then increase and a drainage report,possibly incorporating plans for a detention basin,may be required. It appears from the Frederick USGS 7Y:topographic quadrangle,on which this site is located,that the draw immediately to the southeast of the project emanates from the small agricultural dam located at the site's north boundary. It should be recognized that,while a breach or overtopping of this dam in a storm event would probably not pose a significant threat to human life,it would be very likely to cause property damage, considering the site's proposed use as an RV and boat storage facility. On the date of our visit,the site and downstream face of the dam were covered with snow, so any seeps that may exist were not observed. We understand that the permit request for the above-referenced project has been approved,but that approval is conditional upon applicant obtaining(1)a drainage report for both the gravel and paved surface conditions, and (2)a geological hazard report. Provided the geological hazard report addresses the integrity of the dam at the site's north boundary,the concerns of CGS will be addressed. I am developing North Creek Farms (fka Baseline Farms) to the south of the site in question. The current property owner sent me the Notice as I have an option on the immediately adjacent property and am currently in the platting process with Thornton for this land. North Creek Farms includes the existing platted 220 lots to the south and current platting for approximately 275 more residential lots. A portion of these will be located immediately across the street from the subject site. We are also preparing a PUD to comply with the new Thornton Comprehensive • plan in providing some nice commercial immediately south of the subject. Thornton's new subdivision regulations and design guidelines require major landscaped areas along all major collectors in our subdivision. They also require upgraded structures with substantial masonry treatments. The project being proposed north of our site in Weld County would not be a compatible use to the types of development being required by the neighboring municipality. We would have no objection to the use as a"temporary-use"for a maximum of two years, but do not believe the use is at all compatible with neighboring zoning and development. ' Also, this would be an incompatible use to that which is anticipated to be around the proposed new State Highway 7/ 1-25 roadway improvement design. Hopefully, all of this was taken into consideration in the hearing.
