USE BY SPECIAL REVIEW QUESTIONAIRE
1. Explain, in detail,the proposed use of the property.
There is an existing church located on the property. This request includes a 10,400sf addition to the church
(sanctuary, new kitchen and classrooms)the removal of the existing mobile home currently being used as a
classroom, and an addition of a temporary modular building to be temporarily used for classroom space
until the stick-built addition is complete. The modular will then to be removed.
2. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter
22.
Churches may be constructed, occupied, operated, and maintained in the A(Agricultural) zone district upon
approval of a use by special review permit in accordance with the requirements and procedures set forth in
the Weld County Code, Chapter 22.
3. Explain how this proposal in consistent with the intent of the Weld County Code,Chapter
23,and the zone district in which it is located.
The church serves the rural community throughout the area and the addition will allow for a larger
congregation.This facility is has been located on this property since the 1960's. The facility supports
residents throughout the area who are directly related to or dependent upon agriculture. The proposed site
is not located within a flood hazard zone, a geologic hazard zone or airport overlay zone. The proposed
addition provides approximately five new jobs for Weld County residents.
4. What type of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses.
Farmland and single-family residences.
5. Describe, in detail,the following:
a. How many people will use this site? A maximum of 450 people will use the site.
b. How many employees are proposed to be employed at this site? Five (5) employees
c. What are the hours of operation? 24 hours and day,seven days a week
d. What type and how many structures will be erected (built) on this site? A 10,400sf addition
(sanctuary, new classrooms and a new kitchen). A modular building will be temporarily
erected to be used as a classroom until the new addition is complete. Once complete,the
modular building will be removed from the site.
e. What type and how many animals, if any,will be on this site? No animals will be located
on site.
f. What kind (type, size,weight) of vehicles will access this site and how often? Private
passenger vehicles.
g. Who will provide fire protection to the site? Hudson Fire Protection District.

h. What is the water source on the property? (Both domestic and irrigation). An existing
well. A copy of the well permit is included in this application.
What is the sewage disposal system on the property? (Existing and proposed). There is
an existing septic system (a copy of the permit is included in this application). An engineer
designed septic system and permit application will be submitted to the Department of
Public Health and Environment for review and approval.
j. If storage or warehousing is proposed,what type of items will be stored? No storage or
warehousing is proposed.
6. Explain the proposed landscaping for the site.
The landscaping plan shall be submitted separately for review and approval. Additional landscaping is
proposed consisting of bushes and trees along the perimeter and placed among the buildings. The
applicant is working with Renewable Fibers in Ft. Lupton, Colorado,to determine compatibility of the
proposed shrubbery and the soils.
7. Explain any proposed reclamation procedures when termination of the Use by Special
Review activity occurs.
No reclamation procedures are proposed.
8. Explain how the storm water drainage will be handled on the site.
Design Standards for Uses by Special Review require stormwater drainage facilities be designed to
contain runoff from the fully developed site from a 100-year storm or as otherwise required by the Weld
County Department of Public Works, and the drainage facility's additional design requirement to release
the retained water at a quantity and rate not to exceed the quantity and rate of a five year storm falling on
the undeveloped site.
Four Way Baptist Church requests a waiver from the stormwater containment and release requirements
due to offsite drainage from several hundred acres west of and through culverts in Weld County Road 41.
The offsite stormwater inundates the Four Way Baptist Church site during moderate storm events.
Any stormwater containment and release structures designed to meet the Weld County Design Standards
for the developed property of Four Way Baptist Church would be useless due to these offsite influences.
Weld County Public Works is aware of the situation. Should Weld County construct drainage
improvements at the intersections of WCR 41 and WCR 22 to prevent the accumulation and channeling
of offsite stormwater through the Four Way Baptist Church property, Four Way Baptist Church will re-
address the Weld County Design Standards for stormwater containment and release.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
