REPORT TO THE PEOPLE
November 20, 2001
The Weld County Council is mandated by the Home Rule Charter of Weld
County, Colorado, to report to the people matters relating to the Council's review of
Weld County government. This report summarizes the review of the office of Weld
County Treasurer.
Subject: Review and performance audit of the office of Weld County Treasurer
with professional assistance regarding internal controls.
Findings of the Weld County Council:
• The Weld County Council, during the review process, received complete
cooperation by the Board of County Commissioners, by the Treasurer and staff,
by the County Comptroller and staff, and by the accounting firm, Deloitte and
Touche.
• The Office of Weld County Treasurer was found deficient in using generally
accepted accounting principles of internal financial controls. Such deficiencies
were identified in recent annual audits and the 2001 Review of Internal Controls
Report by the accounting firm of Deloitte and Touche, CPA's.
• The Weld County Treasurer was found deficient in timely reconciliation of
financial accounts with bank statements, reconciliation of county department
accounts, and reconciliation between the investment and operation accounting
systems.
• The Treasurer's Office, working with the Weld County Comptroller, is in the
process of putting in place financial checks and balances to reduce risk in
handling of receipts, disbursements, investments, and in office operations. To
achieve the needed financial controls, implementation of appropriate accounting
methods and office procedures is expected to be completed by year end, 2001.
• The Weld County Treasurer was not present at the office of Treasurer a
sufficient amount of time to manage and supervise the operating systems and
staff.
• The Weld County Treasurer managed the portfolio of invested funds in a
satisfactory manner.
• The Treasurer's office and Comptroller, with the assistance of Deloitte and
Touche, identified posting errors at a bank in which Weld County funds were
deposited. The bank has subsequently reimbursed Weld County.

• The auditors found evidence that the alleged "missing funds" of 2001 involved
only one former employee of the Treasurer's office. The District Attorney's Office
has filed felony charges against the former employee for theft and embezzlement
of public property.
• Tax payer service by the Treasurer's office, including tax notices, tax liens, tax
sales, foreclosure and title tax matters is satisfactory with no public or
professional complaints received by the Weld County Council.
• The Treasurer, the Comptroller, and Deloitte and Touche staff all complimented
the Weld County Treasurer's Office employees for their cooperation during the
audit process and subsequent changes in office operations.
