The Weld County Council met in regular session in full conformity with the
Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, March 5,
1981, at 1:30 p.m.
ROLL CALL
The following members were present in person: Patricia Anderson, Ralph
Waldo, Jr. , De Ann Emerson, Howard Foster, Robert Martin, Sr.
Also present were two members of the press, members of a Journalism class
from the University of Northern Colorado, and for part of the meeting, Tom Honn,
Zoning Administrator for the Planning and Zoning Department, and council secretary,
Susan Elton.
MINUTES APPROVED
Councilman Martin made a motion to approve the minutes of the County Council 's
meeting of February 5, 1981, as written. Councilman Foster seconded the motion
and it carried unanimously.
ADDITIONS TO THE AGENDA
Plaque presented to Ralph Waldo.
Approval of payment to Greeley Plaque and Trophy.
PRESENTATION OF PLAQUE
President Pat Anderson presented Ralph Waldo with a plaque in honor of his
term as Council President for the year 1980.
REPORTS
Brief comments were made by Pat Anderson, Howard Foster, and Bob Martin
regarding their assigned areas. De Ann Emerson reported on the elected officials'
meeting held 2-9-81, and Ralph Waldo reported on his attendance at the Commissioners'
Board meeting on 3-4-81.
OLD BUSINESS
Council read over the list of newly appointed members of the Road and
Bridge Advisory Committee. The Council requested the secretary to obtain a list
of the names and addresses of all the people who applied for this committee.
Let the record reflect the presence of Tom Honn.
Tom Honn of the Department of Planning and Zoning held a discussion with
the Council regarding agricultural building inspection regulations. He explained
that any farm structure, except small storage sheds, requires a building permit
at the current time. The Council feels that state statutes seem to exempt the
farm buildings, but the county's regulations do not.
Ralph Waldo made a motion, seconded by De Ann Emerson, that the County
Council request the Board of County Commissioners to obtain an opinion from the
county attorney as to the requirement of statute to exempt agricultural shelters,
etc. , set forth in statute 30-28-205, as compared to the optional provision in
30-28-201. The motion carried unanimously.
Let the record reflect that Tom Honn is no longer present.
Regarding work session minutes of elected officials, it was explained to
the council that because of being shorthanded in the commissioners' office recently
the minutes have not been typed up, but council will get copies as soon as they
are available.
NEW BUSINESS
De Ann Emerson made a motion, seconded by Howard Foster that council
approve payment of outstanding bills: Fort Lupton Press, $7.00, Farmer and Miner,
$5.00, Keene Valley Sun, $7.00, Platteville Herald, $6.50. Motion passed unanimously.
Motion by De Ann Emerson, seconded by Robert Martin, to pay mileage to
Howard Foster, $26.00, Pat Anderson, $12.80. Motion carried unanimously.
Motion made by De Ann Emerson, seconded by Howard Foster to pay Greeley
Plaque and Trophy a sum of $30.60. Motion carried unanimously.

Councilman Ralph Waldo made a' motion that the council adjourn to executive
session. Motion seconded by De Ann Emerson and carried unanimously.
ADJOURNMENT
After the executive session there was no further business. Upon motion
made and seconded, the meeting was adjourned. The time of adjournment was
5:10 p.m. , March 5, 1981.
The next meeting is Thursday, March 19, 1981, at 1:30 p.m.
