Our department recommends approval. Prior to recording the plat: 1) The existing septic system shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Regulations. The following conditions are recommended to be part of any approval: i J� All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects surface and groundwater contamination. ✓L) No permanent disposal of wastes shall be permitted at this site. 4') Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. Fugitive dust shall be controlled on this site. 54/ The maximum permissible noise level shall not exceed the residential limit of 55 db(A) as measured according to 25-12-103 C.R.S. as amended, Colorado Revised Statutes. 1 bj The facility shall utilize the existing the existing water supply. (Mountain View Water). 7) Adequate toilet facilities shall be provided for the public. The public shall be allowed to use the toilet facilities located in the residence. Our site visit was made on December 20, 2000. We have two comments,both related to surface water: In the applicant's Use by Special Review Questionnaire,Ms. Adams states that"storm water drainage will absorb into the ground or flow off as a natural runoff due to the contour and natural slope into the draw area located on the southeast side of the site." We interpret this to mean that the site, as currently proposed,will not be paved. However, it is very likely that the site will be paved for phase 2 of this project,which involves inside storage facilities. Volume of surface runoff will then increase and a drainage report,possibly incorporating plans for a detention basin,may be required. It appears from the Frederick USGS 7Yz' topographic quadrangle, on which this site is located,that the draw immediately to the southeast of the project emanates from the small agricultural dam located at the site's north boundary. It should be recognized that,while a breach or overtopping of this dam in a storm event would probably not pose a significant threat to human life, it would be very likely to cause property damage, considering the site's proposed use as an RV and boat storage facility. On the date of our visit, the site and downstream face of the dam were covered with snow, so any seeps that may exist were not observed. The issue for the Sheriffs Office with this type of USR is insuring mitigation of the potential for vandalism and theft of property stored on the site. Mitigation in design reduces potential victimization, property loss/damage, and the public resources required to report and investigate such cases. 2. The chain link fence surrounding the property is appropriate. However, there is no mention of a lighting plan nor how access to the site will be controlled. With the information provided, it appears access is restricted to one entrance but there is no information about how access will actually be controlled. The request is for approval of outside storage for recreational vehicles, and for self-storage warehouses in the future. The City of Broomfield is opposed to the outdoor storage use and is very concerned about the esthetics of the proposed self-storage use and the overall site development in this planned high-value commercial area. The Broomfield Master Plan/I-25 Sub-Area Plan ("Sub-Area Plan") designation for the parcel is Mixed Use, with Open Lands (open space and parks uses) designation in the area below the FRICO dam and along the ditch. The Sub-Area Plan includes self- storage but not outdoor storage in the Mixed-Use area. Our concern about the esthetics of the site is based upon the City's vision of development around this property once the Northwest Parkway and E-470 are in place. The subject property is located within one-half mile of the State Highway 7 & I-25 Interchange, within what the City of Broomfield I-25 Sub-Area Plan calls a "Gateway District". This area is a highly visible entryway at the northeast end of Broomfield and is planned for high-value commercial and employment development. Because the proposed use and development plan as referred contains very little information regarding design, we must assume that the design is unrestricted, and will not contribute to the high-quality image we anticipate in the area. Without assurances that high-quality design that is compatible with urban development, and as articulated in our Sub-Area Plan, can be enforced, the City of Broomfield opposes the application. This project falls primarily under the purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows: COMMENTS: WCR 2 (168th Avenue) is designated on the Southwest Study Capital Improvement Needs as an arterial status road, which requires a 100-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is NOT maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning Ordinance (Ordinance 89, as amended), the required setback is measured from the future right-of-way line. This section of road is not maintained by Weld County; therefore, we do not have any current traffic counts. REQUIREMENTS: Access: This portion of road is in the jurisdiction of the City of Broomfield. The applicant shall contact the City of Broomfield for the access point requirements. Approach and Circulation: The applicant indicated an egress/ingress location in the center of the site. In my field observation, there was a three to four-foot drop in elevation from the edge of the road to the site. I recommend upgrading and widening the existing access directly east of the house to access the storage units. This would minimize any new access points on to WCR 2 designated as an arterial status road. If the City of Broomfield allows the new access point to the storage facility, the maximum grade from the edge of the road to the site shall not exceed 5%. The approach shall have adequate turning radiuses. The minimum requirement is a 24-foot width to accommodate two-way traffic. Off-street parking including the access drive shall be surfaced with recycled asphalt gravel, asphalt or equivalent and shall be graded to prevent any drainage problems. Right-of-Way: The applicant shall identify on the plat an additional 20-foot reserved right-of-way for full-build out of WCR 2 (168th Avenue). Storm Water Drainage: A storm water drainage report shall be submitted prior to recording the final plat. The report shall be prepared by a registered professional engineer licensed in the State of Colorado. Dec ?8 00 08: 33a Greater Brighton Fire 3036594103 p. 4 BRIGHTON FIRE PROTECTION DISTRICT RURAL SUBDIVISION DEVELOPMENT STANDARD REQUIREMENTS The following requirements are stipulated by the Uniform Fire Code, 1991 Edition. as well as other codes and standards referenced by the Uniform Code. The codes and referenced standards are as adopted by the Adams County Commis- sioners. The sections noted in parenthesis indicates the appropriate Fire Code referenced Section. A fire department access road must be provided to within 150 feet of any structure constructed or moved within the Fire District. These roadways must include private entrances to individual dwellings and other private structures. (Sec. 10.203) 2 The above noted access roads must be of an all weather construction capable of the loads imposed by fire apparatus and must be of a 20 foot unobstructed width. (Sec. 10.204) Axle Loads: Single axle dual tires: 26.000 lbs. Single axle single tire: 12.000 lbs. Tandem axle dual tires: 44,000 lbs. Note: Roads constructed to Adams County Specifications for gravel roads meet the above criteria. 3. (Sec. 10.204) Note: Cul-de-sac, hammer head, or side road type installations meet the need for turn-around ability. 4, The turning radius on any fire department access road must be a maximum of 32 feet inside radius and a minimum of a 50 foot outside radius. When an approved water systems, capable of meeting the fire flows supply requirements is not provided, alternative protection features for the primary structures within the subdivision must be provided. Currently the Brighton Fire Protection District requires installation, in the interior, of NFPA and Brighton Fire Protection District approved 13-D residential fire sprinkler system. The 13-0 approved system roust be provided with an acceptable alternative water supply installation. 9. Plans must be approved by the District prior to issuance of a building permit .
