Dear Department of Planning:
This letter is submitted on behalf of Liz Blasio in connection with her application for a USR
on a 10 acre lot located in Weld County, which is currently zoned "A". As detailed below, Ms.
Blasio would like to operate a dog training and "daycare" facility on this property, which has been
historically used to board as many as thirty (30) horses.
The proposed use will have virtually no offsite impacts. The property is surrounded by
several thousand evergreen and deciduous trees, thereby eliminating and visual or sound impact.
Similarly, any traffic impacts will be imperceptible, as the entrance is directly off highway 257.
Finally,the proposed operation will utilize two existing barns, obviating the need for any significant
construction.
Below are specific responses to the Use by Special Review Questionnaire. As a prefatory
note, although the use will differ somewhat from a traditional kennel (a traditional kennel may be
more intense because animals are housed for long periods of time), Ms. Blasio will fully comply
with the zoning requirements applicable to kennels.
RESPONSES TO USE BY SPECIAL REVIEW QUESTIONNAIRE
1. The Proposed Use of the Property:
Ms. Blasio is the founder and owner of the Progressive School for Dogs. The Progressive
School for Dogs focuses on training to create a well-behaved family, sport, and therapy dogs. The
school will not engage in protection training on the premises.
Ms. Blasio would like to operate a dog training facility which would include "doggie-
daycare" services as well. Ms. Blasio has engaged in this line of work for over 27 years, and is fully
licensed. A copy of her brochure is attached. References from customers, current neighbors, and
veterinarians will confirm that Ms. Blasio conducts a professional, clean, and quiet operation.
The dog training will consist of either individual lessons group classes. Group classes will
be conducted on Monday and Tuesday evenings from 6:30 - 8:30 p.m., and on Saturday between

9:00 a.m. and 4:00 p.m. Class size will be approximately 8-10 dog/owner pairings. Individual
lessons will be held periodically Monday through Friday.
Doggie-daycare would operate Monday through Friday from 7:00 a.m. to 6:00 p.m. A total
of approximately 10 - 20 dogs per day would be permitted on the premises and will be under full
time supervision.
At no time will any dogs be permitted to run loose outside of confined, fenced-in areas.
Dogs will be confined to buildings and fenced areas well inside the perimeter of the premises.
Continuous barking will not be permitted. (Bark-training collars will be used for any problem dogs).
2. Consistency with Weld Comprehensive Plan:
This use will not remove any land from agricultural use. Moreover, given the parcel's size
(10 acres), it is impractical for agricultural uses.
3. Consistency with the Intent of the Weld County Zoning Ordinance and the zone
distric :
The proposed use is consistent with the intent of the Agricultural Zone District. Section
31.4.8 of the Weld County Zoning Ordinance provides for a like use, kennels, in the Agricultural
Zone District, subject to a Use by Special Review Permit and the requirement of Section 45.6 of the
Weld County Zoning Ordinance. This application complies with Section 45.6 of the Weld County
Zoning Ordinance.
4. Surrounding Uses:
The efforts to mitigate off-site impacts should ensure that the proposed use will remain
compatible with the neighboring uses. As noted above,the property is a relatively large lot located
between two major roads, U.S. 34 business and highway 257. Most of the neighbors already use
their land for commercial,non-agricultural purposes. Large office buildings are proposed to the east,
across the highways. A salvage yard lies to the west. The property to the north is currently farmed.
The property itself is currently buffered by three rows of tress,more than 2500 evergreen and
fruit trees. The proposed operation will make use of existing buildings as well as a white vinyl triple
rail that lies well within the perimeter. It is noteworthy that this property recently boarded as many
as thirty (30) horses on the existing facilities.
5. Details regarding Use:
a. How many people will use the site? During the week, no more than ten at a
time.
b. How many employees will be on site? Two to Four.

c. What are the hours of operation? Daycare: M-F 7:00 a.m. to 6:00 p.m.
Classes: Monday and Tuesday 6:00 p.m. - 8:30 p.m.; Saturday 9:00 a.m. -
4:00 p.m.
d. Structures to be built? None, some kennels attached to the existing building
will be put in and other mitigation measures, such as a privacy fence.
e. What type of animals? Up to 20 dogs, maximum.
f. What type of vehicles? Passenger cars only.
g. Who will provide fire protection? Windsor.
h. What is the water source? Greeley Water.
i. What is the sewage disposal? There is a septic tank on the premises, any
runoff will be confined to the premises.
j. Will there be any warehousing? No.
6. Explain the Proposed Landscaping:
The home and property are currently landscaped. As noted above,the premises is already
buffered by over 2500 mature evergreen and fruit trees. There is also a white vinyl triple rail fence
in cement will within the perimeter.
7. Proposed Reclamation Procedures;
No reclamation procedures will be necessary.
8. Storm Water Drainage:
The current natural drainage will not be disturbed.
9. Timetable for Construction and Landscaping:
Upon approval, all improvements will be complete in six months.
10. Storage of Wastes:

The only wastes will be from the dogs, and their wastes will be cleaned and disposed of
daily. Trash service will be provided by a local sanitation company and stored in proper containers.
Ms. Blasio will not tolerate any pests.

Progressive School For Dogs. Liz continues to advance and excel in her field
with a determined dedication to doing her very best in helping people
acquire dog handling skills that benefit humans and dogs alike.
My observation of Liz at work has come first hand for over three years. I
began as a client having contacted her for obedience lessons followed by
retriever field training for own dog. My satisfaction with her training
techniques is great. With clarity and encouragement she teaches the dog
owner what to do rather than just training the dog herself without the owner's
involvement.Being given step-by-step on-going instruction in the proficient
approaches to dog training which she promotes, I went onto become her
training assistant,working for her part-time. I started very slow under her
keen watchful eye: Liz pushes to advance my understanding of dogs,
provides me with constructive critiques of my skills, and always has me
stretching forth to learn more. She demands a high quality performance from

Liz and my friendship has been approximately for a year. This is when I moved in to my
new residence. During part of this time, Liz worked with me and one of my dogs who
had a barking behavior problem. There wasn't a day that went by that Liz didn't go out
of her way to keep my dog quiet using her many professional skills. She was always
there for me with a smile and a solution to my problem.
Every day Liz would be out in her front yard working the dogs for their private lessons
with their owners present watching the`Master Trainer'at work. What she didn't know
is that I was sitting at my kitchen window also watching her in amazement
The most unbelievable situation I would like to convey about this past year knowing Liz
is not only did I not know that she also boarded dogs at her residence but there were 4-
7 dogs at one lime staying with her either outside or in her residence. It wasn't until
she approached me asking if the dogs had misbehaved while she was gone for the day
that I realized what she was talking about. Tactually had to walk over to her house to
validate this statement.
Not only is her home immaculate inside but her yard is totally manicured, which says a
lot of a person who is in this profession. Her love of animals always has come first and
this shows with the respect she receives from her teaching abilities.
This is one neighbor who will miss her presence
