However, there are moderate to severe limitations for lawns and landscaping because of droughty soils. PRIME FARMLANDS: There is no prime farmland. SOIL EROSION POTENTIAL: All of the soil covered by this application is extremely erosive and should be protected. Construction on highly erodible soil should be planned so as to disturb as little soil as possible and measures should be taken to prevent soil movement offsite. Any areas that are disturbed should be stabilized with perennial vegetation, gravel, or pavement once construction is complete. OTHER: The applicant should contact Ron Broda, Vegetation Weed Management Specialist with the Weld County Public Works Department at(970) 356-4000 X 3770 to develop a weed management plan. Also, the applicant should contact the NRCS for information on how to plant the tree buffer on the west of north sides of the house and shop. The NRCS can assist in planning the buffer to get the most wind protection from the trees and can provide information on which species work best in this area. The District welcomes the opportunity to review and comment on proposals such as this. Conservation and wise use of out natural resources are foremost in our goals and objectives. Sincerely, District Board of Supervisors 2001-2380 EXHIBIT CONSERVATION - DEVELOPMENT- SELF-GOVERNMENT rs Memorandum TO: Kim Ogle DATE: April 27, 2001 WI D' C Weld County Planning FROM: Charlotte Davis, Environmental Health Services • COLORADO CASE: USR-1332 NAME: Phillip & Bonnie Johnston Environmental Health Services has reviewed this proposal for parking of semi-trucks and performing of light maintenance in the existing shop. We have no objections to the proposal, however,we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. Apply for an Underground Injection Control(UIC)Class V Injection Well permit through the Environmental Protection Agency(EPA),for the floor drain system that serves the maintenance shop, or provide evidence that the applicant is not subject to the EPA Class V requirements. 2. The existing septic system serving the residence shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Regulations. 3. The applicant shall apply for a permit from the State Engineers office for the existing domestic well to ensure that it is registered for both commercial and residential uses. 4. The applicant shall submit a waste handling plan, for approval,to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum,the following: 1) A list of wastes which are expected to be generated on site(this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed(including the facility name, address, and phone number). EXHIBIT X USR-1332 Phillip & Bonnie Johnston Page 2 We recommend that the following requirements be incorporated into the permit as"development standards": 1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended)shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a"solid waste" in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall be controlled on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 6. Adequate toilet and handwashing facilities shall be provided for employees. 7. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof. 8. The facility shall utilize the existing well. MEMORANDUM TO: Kim Ogle, Planner II DATE: May#(18t 9 1, 2001 ipFROM: Donald Carroll, Engineering Administrator Ip CSUBJECT: USR-1332, Phillip and Bonnie Johnston COLORADO The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the purview of the Use by Special Review Standards. Our comments and requirements are as follows: COMMENTS: WCR 35 is designated on the Transportation Plan Map as a local paved road,which requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. WCR 35 was upgraded and paved through an Improvement District with Buffalo Ridge Subdivision and the County last year. WCR 12 is designated on the Transportation Plan Map as a local gravel road,which requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. The average daily traffic count for WCR 35 reflects 100 vehicles in a 24-hour period. This count was taken April 25, 1996. We do not have a current count at this location. I would estimate that the count today would be between 200-300 vehicles in a 24-hour period due to the expansion of the subdivision and the location of the composting facility on WCR 35. WCR 12 has an average daily traffic count of 83. This was also taken in April of 1996. REQUIREMENTS: During the upgrade and paving of WCR 35, the County elevated and placed a culvert at the east entrance to the proposed USR. Both the east and south access points are incorporated into the circulation of the existing shop and house area. There is adequate site distance at both entrances. Both access points may be used to accommodate the facility. Off-Street Parking:The off-street parking spaces including the access drive shall be surfaced with gravel,asphalt, concrete, or equivalent and shall be graded to prevent drainage problems. The applicant is proposing the use of parking semi tractor trailers and light maintenance and repair be done at the shop area.
