Box 758 Greeley, CO 80632-0758 Reference: 98330.CO Weld 47 Bridge Replacement Construction Billing Dear Drew: As you are aware the Construction Engineering has gone over budget. The final numbers are now available. Overall the budget has been exceeded by $5,817. The reasons for this are as follows: 1. The testing budget was established by estimating the numbers of tests based upon tabulated quantities and assuming reasonable production rates. Weather and utility delays forced the contractor to prepare smaller portions for testing, requiring more tests. The original budget was $4,731; the actual charges were $7,043; the testing is $2,312 over budget. 2. Between September 12, 2000 and January 1, 2001; utility relocation and weather delays severely hampered construction. During this 3.5-month period, Mr. Davis spent 45 hours onsite determing if construction could proceed. This expenditure constituted $2,025 in labor and $341 in mileage and produced no advancement in construction. 3. As previously stated utilities and weather delayed the contractor for which he was given a time extension. The cost over run directly attibutable to the time extension 17 hours over the period from April 1, 2001 to May 15, 2001. This expenditure constituted $765 in labor and $374 in mileage. In summary, the over runs are: 1. Testing $2,312 2. Weather delay $2,366 3. The services affected by this increase are modified as follows: The consultant has provided testing and inspection services in accordance with the scope of work contained in the original contract. Masden Title: Pj(o yLe Ma wpchngordr BOARD OF COUNTY COMMISSIONERS REVIEW/WORK SESSION REQUEST RE: Engineering Change Order for Bridge 47-68B DEPARTMENT: PUBLIC WORKS DATE: September 23, 2001 PERSON REQUESTING: Drew Scheltinga, Engineering Manager Brief description of the problem/issue: Loris and Associates is our engineer for the bridge 47-68B replacement project. It is a Federally funded project administered through the Colorado Department of Transportation. Loris is requesting a Change Order to increase their contract by $5,817.00 to cover extra testing and inspection because the construction took several months beyond the anticipated completion date. Please see the attached documentation, my memo dated August 21, 2001 and Loris's letter dated August 15, 2001, for details. For a Weld County contract, we would not do a Change Order for a 7% increase. However, we have to follow CDOT's procedures for the extra amount to be payable under the grant. If the Board approves this Review/Work Session Request, I will put the Change Order on the Board's meeting agenda. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) Approve or reject the Change Order request. Recommendation to the Board: The justification is detailed in the attached documents. The delays were no fault of the contractor or the engineer. Eighty percent of the increase will be paid by the grant. I recommend the Board approve the Change Order. Masden $ . 6 MEMORANDUM fit' . lig TO: Board of County Commissioners DATE: August 21, 2001 FROM: Drew Scheltinga, Engineering Manager LA SUBJECT: Change Order No. 1, Bridge 47-68B, Loris and Assoc. 1111111 • COLORADO Bridge 47-68B was replaced using a Federal bridge grant administered through the Colorado Department of Transportation. The funding is 80% Federal and 20% County. The project was designed,construction inspected and materials tested by Loris and Associates,Inc., under a consulting engineering contract with Weld County dated February 17, 1999. The construction was completed for$288,302.14,which is slightly under the bid amount. However, the construction took several months beyond the anticipated completion date. Delays were due to relocation of water lines,overhead electrical power and underground telephone cable. Construction took place during the winter months which caused several weather delays. As a result of the time delays, extra material testing and inspection were required. Attached is a letter from Loris and Associates detailing the time and expenses. I have reviewed the letter thoroughly with Loris and Associates and after negotiations, agree with their amounts. They are requesting a Change Order to increase their original contract of$89,427.00 by $5, 817.00 which is a 7% increase. The total cost of the project is well within the grant amount of$455,500.00. Therefore, the grant will cover 80% of the increase with Weld Counties 20% share being $1,163.40. I recommend the Commissioners approve the Change Order.
