Enclosed is my application for a Special Use Permit. My project involves building a 60' X 100' building.
The new building along with an existing '30 X 70' building will be used to house Reach Workcamps.
Reach Workcamps is a non-profit, 501 C-3 corporation that organizes and supervises Christian service
workcamps. The workcamp are held primarily in the eastern United States. The creating and planning of
the workcamps is the nature of work to be done on site.

This modifies our letter of the above date in which we stated that you
would be treated as an organization that is not a private foundation until the
expiration of your advance ruling period. •

Your exempt status under section 501 (a). of the Internal Revenue Cade as an
organization described in section 501 (c) (3) is still in effect . Based on the
information you submitted, we have determined that you are not a private
foundation within the meaning of section 509(a) of the Code because you are an
organization of the type described in section 509(a) (2) .
Grantors and contributors may rely on this determination unless the
Internal Revenue Service publishes notice to the contrary. However, if you
lose your section 509(a) (2) status, a grantor or contributor may not rely on
this determination he or she was in part responsible for, or was aware of,
the act or failure to act , or the substantial or material change on the part of
the organization that resulted in your loss of such status, or if he or she
acquired knowledge that the Internal Revenue Service had given notice that you

Use by Special Review Questionnaire
1. Explain, in detail, the proposed use of the property.
The existing (32'X 72') building along with a building (60'X100') to be constructed will have two
functions. First the buildings will serve as storage or warehouse space for equipment and supplies
used during the summer workcamps held out of state. See question #5-J.
The second function of the buildings is office space. Office work would include planning and
preparation work using phones and computers, writing and producing workcamp evening programs
and constructing drama sets.
The following is a brief description of the actual workcamps. A workcamp brochure is included within
the application packet.
• Between 15— 25 Christian youth groups (300 to 350 individuals)from all across the United States
attend each weeklong workcamp.
• Workcampers are housed in local junior or senior high school. The cooks and custodians are
hired to help facilitate each workcamp.
• Monday through Friday during the workday, the workcampers do basic home repairs on existing
elderly, handicapped and needy homes.
• The students and their adult leaders return to the host school, shower in the locker rooms and eat
in the cafeteria.
• At 7:00 to 8:30pm each evening, Reach coordinates an evening program that consists of sing
along songs, activities and dramas.
• Lights out at 10:45 each evening.
2. Explain how this proposal is consistent with the intent of the Weld County comprehensive Plan.
The subject property is zoned agricultural. However, two of the 10 acres consists of a primary
residence and current out building. An additional acre is a designated easement and ditch access.
The remaining seven acres is dryland. It is currently being and will continue to be a hay field. It's
best use appears to be grazing a few animals. The existing and proposed buildings are not
inconsistent with buildings found on other agricultural properties in the area and will not be utilizing
land that would otherwise be farmed. Public services and facilities are currently provided and not
expected to be expanded upon. Proposed use will not impact the efficiency or productivity of
surrounding agricultural uses.
3. Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and the
zone district in which it is located.
The proposed uses will not take farmland out of production. The intensity on site is consistent with an
in-house business.
4. What type of uses surround the site? Explain how the proposed use is consistent and compatible
with surrounding land uses.
The undeveloped seven acres on the site is currently being and will continue to be a hay field.
Agricultural uses surround the site and will continue. The workcamp business is an environmentally
clean business. The activities of the office will not impact the surrounding sites.
5. Describe, in detail, ti, ,following:
a. How many people will use this site?
The home will be the residence of Mike, Lori Jones and their three children (ages 11. 8 & 4).
Currently, there are 3 employees of Reach in addition to Mike Jones.
b. How many employees are proposed to be employed at this site?
Proposed growth would include a maximum of 15 employees. The additional employees would
be hired over the next 10 years.
c. What are the hours of operation?
8:00 am to 5:00 pm Monday through Friday
d. What type and how many structures will be erected (built) on this site?
One (60'X 100') insulated metal building.
e. What type and how many animals, if any will be on this site?
There is currently one hound/lab mix dog on the property. There will be no animals on this site
associated with Reach Workcamps.
f. What kind (type, size, weight) of vehicles will access this site and how often?
Each employee of Reach drives a standard family passenger type vehicle. They will access the
site Monday through Friday. Reach does not have any drive up business, with the occasional
exception of a UPS or Federal Express truck.
g. Who will provide fire protection to the site?
Galeton Fire and Rescue.
h. What is the water source on the property? (Both domestic and irrigation).
North Weld Water is the primary source of water to the property. An irrigation ditch runs across
the front of the property. Irrigation water can be rented from Mr. Richard Foose. Mr. and Mrs.
Foose live immediately to the north of the property.
A letter from North Weld Water District is included within the application packet.
i. What is the sewage disposal system on the property? (Existing and proposed).
There is an existing septic system for the primary residence. A separate septic system is
proposed for the new building.
j. If storage or warehousing is proposed, what type of items will be stored?
The equipment would include: building materials and tools used to repair the workcamp homes,
staging, sound and lighting equipment for theater type productions, workcamp t-shirts, program
journals and supplies for the attending workcampers.
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a
landscape plan map as part of the application submittal.
With the hay field next to the proposed building site, there is no extra landscaping planned.
7. Explain the propose.. ,eclamation procedures when termination of the Use by Special Review activity
occurs.
The building will be a permanent structure.
8. Explain how the storm water drainage will be handled on the site.
The proposed building will be raised 24" above the existing grade level. The vegetation layer of
topsoil will be removed (approximately 8"). The foundation will then consist of a 16" base of 95%
compacted clean dirt, a 4" layer of road base and a 4" concrete slab. In addition, the building site
sets on the high side of the irrigated hay field, thus allowing all drainage to be directed into the hay
field. The current building drains into the hay field. Both the existing and new building are located
approximately 4' below WCR 51 with an irrigation ditch between the buildings and WCR 51, therefore
no drainage will effect the county road.
9. Explain how long it will take to construct this site and when construction and landscaping is scheduled
to begin.
Approximately, two months is scheduled for the construction. Construction will begin within one year
once a permit is granted.
10. Explain where storage and/or stockpile of wastes will occur on the site.
Reach generates basic office waste. A BFI dumpster will be used for waste removal.
