HEARING A public hearing has been scheduled for 10:00 a.m. , Monday, October 17, 1983 ON at the Denver Federal Building., 1961 Stout St. , Room 239, Denver, Colorado to UIC receive public comment on the proposed Underground Injection Control program direct implementation regulations proposed September 2, 1983 in the Federal Register. If adopted, these regulations would establish specific construction, opera- tion and reporting requirements for all underground injection activities in the State of Colorado. Commentors should be aware that' the Colorado Oil and Gas Conservation Commission (COGCC) has applied for primary enforcement authority for all oil and gas related injection wells in the State. If EPA finds that COGCC has met the requirements necessary to receive delegation, EPA will delete reference to all such oil and gas related injection wells from the regulations. A final decision on the COGCC application could be made by the Administrator of EPA prior to EPA promulgating the proposed rules. At a minimum, EPA proposes to implement the UIC program for all other well classes in Colorado. The types of injection wells that EPA is proposing to regulate in Colorado are as follows: Class I - industrial and municipal disposal (including some hazardous waste injection wells); Class II .. oil and gas related wells; Class III - special process wells used for solution mining or mineral extraction; Class IV - wells used to inject hazardous wastes into or above an underground source of drinking water; and Class V - all injection wells not included in the other classes. Comments on the proposal for direct implementation of the UIC program in Colorado must be received by November 1, 1983 to be considered. GLEAN On May 12, 1983, the Corps of Engineers published a proposal amending 404 WATER ACT - permit regulations,. The comment period was extended to August 31, 1983 ` CTIDN 404 (48 FR 31890) . The Corps has now scheduled a public hearing on the proposed changes, including modifications to existing nationwide permits and two new permits. The hearing is scheduled for October 12 at. 9:00 a.m. in the National Archives Auditorium, 7th and Pennsylvania Avenue, N.W. , Washington, D.C. The hearing record will remain open until October 24., and comments should be sent to the Office of the Chief of Engineers, ATTN: DAEN CWO-N, Washington, D.C. 2.0314. CLOUD The State Weather Modification Advisory Committee will consider applications SEEDING for renewal of permits for privately sponsored cloud seeding projects in PROJECTS Colorado's central and southwestern mountains at a hearing October 7, 1983, in Room 110 of the Centennial Building, 1313 Sherman Street, in Denver. The hearing will begin at 1:30 p.m. and is open to the public.
