DATE June 21, 2001 W I ige Engineering Division Manager FROM: Donald Carroll, Engineering Administrator Cockroft Dairy Farm SUBJECT: USR-1327, Cock o COLORADO Request for Signing After hearing testimony from adjacent landowners,the Planning Commission requests that appropriate signing be placed on both sides of WCR 388 adjacent to the Cockroft Dairy Farm. The signs will pre-warn the traveling public that the dairy will be crossing the road from the south side to the north side of the property to accommodate expansion. WCR 388 is a collector status road. The dairy will cross the road at one designated area. I am requesting that Marc Street or Diane Houghtaling determine the appropriate signs to accommodate a dairy type operation. The plan includes updating the environmental control systems, modifying existing pen layouts, and adding roof structures over existing pen areas and commodity holding areas. The existing milking facility can milk up to 900 cows 3-times per day in its current configuration. About 450 additional animals including dry cows, heifers, and young stock are proposed. This proposal is for 1,300 total animal units on 250 acres plus associated environmental improvements. The proposed water supply is an existing domestic and livestock well (permit number 127905-A) and North Weld County Water District (the District). Contained in the submittal packet is a letter from the District stating they supply domestic water service to 27906 WCR 388 under meter number 49700 and in the name of Loren Cockroft. The District letter does not specify if it will provide water to meet animal needs. The referenced permit is a residential type well permit that allows water for household use, watering of domestic animals, and irrigation of not more than one acre of lawn and garden. It can not supply water to the dairy. However, as an option, if it can be shown that the well served the dairy prior to May 8, 1972 (policy attached), then the existing well maybe repermitted for watering a maximum of 200 dairy cows. This office recommends the County request additional information from the applicant on the ability of the District to supply sufficient water for all dairy needs. Only wells outside designated ground water basins are affected. This policy becomes effective immediately and shall be modified or revoked only in writing. 1. Feedlot operations o€500 head or less with maximum annual water demand of less than 5 acre-feet established prior to May 8,1972, and where title of all the livestock is held by the well owner or the tenant farmer/rancher, and where the primary source of food for such animals is provided by the well owner's farming operations, shall be considered as watering of livestock on a farm or ranch use under the provisions of section 37-92-602 (1) (b) & (e) provided that the water from the well was in use for feedlot livestock watering prior to May 8, 1972, and meets the other limitations of said sections. 2. Dairy operations of 200 head of cows or less with a maximum annual water demand of less than 5 acre-feet established prior to May 8, 1972, and where title to all animals is held by the well owner, shall be considered as watering of livestock on a farm or ranch use under the provisions of section 37-92-602 (1) (b) & (e) provided that the water from the well was in use for dairy livestock watering prior to May 8, 1972, and meets the other limitations of said sections. • C Policy 93-2 �. •-.. In either of the above cases, if necessary for administration by the Division Engineer, a totalizing flow meter shall be installed on the well and maintained in good working order by the well owner. Records of all diversions shall be maintained by the well owner (recorded at least annually) and reported to the Division Engineer upon request. 4. Offices 1555 North 17th Street Greeley, CO 80631 RE: Cockroft Dairy Plan Changes Dear Ms. Lockman, This letter is to address issues presented during the public testimony, comments after, and meetings since the planning and zoning hearing on June 19, 2001 regarding the location and orientation of the proposed ponds located north of the Cockroft dairy and north of WCR 388. I have had several subsequent conversations with Mr. Stow Witwer. Mr Witwer assisted us in organizing a meeting between another adjoining landowner, Mr. Jack Holman and Scott Cockroft on the morning of July 31, 2001. The result of the meeting was a compromise on the location of the storage ponds. A new map outlining the revised pond location is attached. We do not believe this is a substantial or significant change to the application. We appreciate the cooperation of the neighbors and the county to resolve this issue.
