HomeMy WebLinkAbout20012680 RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO SEPTEMBER 24, 2001 TAPE #2001-39 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, September 24, 2001, at the hour of 9:00 a.m. THE PLEDGE OF ALLEGIANCE ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner M. J. Geile, Chair- EXCUSED Commissioner Glenn Vaad, Pro-Tem Commissioner William H. Jerke Commissioner David E. Long Commissioner Robert D. Masden Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Carol A. Harding Director of Finance and Administration, Don Warden MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting of September 19,2001,as printed. Commissioner Jerke seconded the motion,and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of $55,180.57. Commissioner Long moved to approve the warrants as presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION OF POLICIES AND PROCEDURES: Judy Griego, Director of Social Services, stated these are clarifications and revisions which will clarify procedures regarding clothing allowances for foster children; provide for a clearer definition of "special needs child"; clarify procedures to discontinue an adoption assistance payment or assess a foster care parental fee from adoptive parents whose child is placed into the custody of the Department for out-of-home placement;formalize internal procedures to review children who are freed for adoption among legal services, resource services, and ongoing child protection units; and refine procedures regarding the contract process between the Department and providers for out-of-home placement services. Responding to Commissioner Vaad, Ms. Griego explained the Board and care portion of the RTC fee is negotiable by the County; however, it is negotiated after the placement is already in place, which makes it impossible to negotiate because the child cannot be removed without 2001-2680 BC0016 Court involvement. Chair Pro-Tern Vaad stated this is one of the reasons for budget overruns because the Department cannot control this portion of the budget, and noted Ms. Griego and CCI are working to change the legislation regarding this. Commissioner Long stated it is a growing concern among counties and it appears the RTC's are working together to control costs. Responding to Commissioner Jerke, Ms. Griego said holding the matter over to Wednesday for review would not create a problem; therefore, Commissioner Jerke moved to continue this matter to September 26, 2001. Seconded by Commissioner Masden, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
