The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, December 19, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner Glenn Vaad, Pro-Tem
Commissioner William H. Jerke
Commissioner David E. Long
Commissioner Robert D. Masden
Also present:

Acting Clerk to the Board, Esther E. Gesick

MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of December 17, 2001, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $144,904.72. Commissioner Long moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER CHILD PROTECTION AGREEMENT FOR LEGAL SERVICES AND AUTHORIZE CHAIR TO
SIGN - WELD COUNTY ATTORNEY: Judy Griego, Director of Social Services, stated this is an annual
agreement for 2002, under which the County Attorney's Office will provide court services for child and adult
protection cases. For these services, the County Attorney's Office will be reimbursed an amount not to
exceed $178,523 in personnel costs. Ms. Griego stated the source of funds is the Child Welfare Block
funds. Commissioner Masden moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Long, the motion carried unanimously.
CONSIDER CHILD SUPPORT ENFORCEMENT COOPERATIVE REIMBURSEMENT AGREEMENT AND
AUTHORIZE CHAIR TO SIGN - BRUCE BARKER: Ms. Griego stated this is an annual agreement with
the County Attorney's Office to provide legal services for the Child Support Program. She stated for these
services, the County Attorney's Office will be reimbursed in an amount not to exceed $85,245,which is an
increase over last year. She stated the source of funds is from the Child Support Administration
Resources under Title IV-D. In response to Commissioner Masden, Ms. Griego stated the rate is

established through the Weld County Finance Department and also covers paralegal, overhead costs,
salary for a full-time assistant county attorney, and additional attorney assistance when extra support is
needed. Responding to Commissioner Vaad, Ms. Griego stated this Agreement must also be approved
by the State. Responding to Commissioner Jerke, Mr. Warden stated Weld County is credited with high
rates of child enforcement and collection, and the amount recovered is more than adequate to cover the
cost of the attorneys fees. Ms. Griego stated Weld County's Child Support Program is also recognized
in the State as the most efficient while operating with limited staff to meet State goals. Commissioner
Vaad moved to approve said agreement and authorize Chair to sign. Commissioner Masden seconded
the motion, which carried unanimously.
CONSIDER COORDINATION AND PURCHASE OF SERVICES AGREEMENT AND AUTHORIZE CHAIR
TO SIGN - WELD FOOD BANK: Ms. Griego stated this is the final phase for use of these funds. She
explained Weld County accepts the funds for Community Food and Nutrition Program activities and
forwards them to the Weld Food Bank, in the amount of $3,723, which is primarily Federal funds. Ms.
Griego stated the Weld Food Bank provides food boxes and various types of assistance to needy persons
in the community. Responding to Commissioner Masden, Ms. Griego stated she is not aware of any
special programs during the holidays; however, if extra supplies are received, they are added to the usual
amounts distributed. Commissioner Long moved to approve said agreement and authorize the Chair to
sign. The motion, which was seconded by Commissioner Vaad, carried unanimously.
CONSIDER AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN -WELD FOOD BANK:
Ms. Griego stated this agreement should have been completed in October; however, it was missed and
she requested approval of the agreement be retroactive to October 1, 2001. Ms. Griego stated the food
boxes are provided to those with incomes below the 185% poverty level. She stated the only change is
to increase the amount paid to the Weld Food Bank to cover cost of food boxes which have increased
from $14.80 to$17.00. Responding to Commissioner Jerke, Ms. Griego stated money from the Colorado
Works Temporary Assistance for Need Families(TANF)Program fund this agreement. She further stated
this service is provided during the interim period when clients are waiting for approval of their Food Stamp
Application. Responding to Commissioner Vaad, Ms. Griego stated if the number of people below the
poverty level increases, she will likely have to request additional funds from the Board, in addition to
considering the use of TANF Reserve funds. Mr. Warden stated local churches and United Way also
assist in funding the program. Commissioner Vaad moved to approve said agreement and authorize the
Chair to sign. The motion was seconded by Commissioner Long, and it carried unanimously.
CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIRTO SIGN
-WELD COUNTY ASSOCIATION OF OPTOMETRISTS AND OPHTHALMOLOGISTS: Ms. Griego stated
this is an annual agreement to provide vision care services to low-income Weld County residents. For
these services, Weld County will reimburse the Weld County Association of Optometrists and
Ophthalmologists, in the amount of $22,000, which has not changed from last year. Responding to
Commissioner Jerke, Ms. Griego stated the clients contribute a small co-payment. Commissioner Long
moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Masden,
the motion carried unanimously.
CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIRTO SIGN
- WELD COUNTY DENTAL SOCIETY: Ms. Griego stated under this agreement the County reimburses
the Weld County Dental Society, in the amount of$17,000, for dental care services. Commissioner Long
moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Vaad,the
motion carried unanimously.

There being no further business, this meeting was adjourned at 9:30 a.m.
