RE: SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT#1335
FOR AN ANIMAL TRAINING AND BOARDING FACILITY(DOG DAYCARE/KENNEL AND
TRAINING FACILITY) IN THE A(AGRICULTURAL) ZONE DISTRICT- LIZ BLASIO
A public hearing was conducted on July 11, 2001, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated June 22, 2001, and duly published June 27, 2001,
in the Tri-Town Farmer and Miner, a public hearing was conducted to consider the request of Liz
Blasio for a Site Specific Development Plan and Use by Special Review Permit#1335 for an Animal
Training and Boarding Facility(dog daycare/kennel and training facility)in the A(Agricultural)Zone
District. Lee Morrison, Assistant County Attorney, made this a matter of record. Anne Best
Johnson,Department of Planning Services,presented a brief summary of the proposal and entered
the favorable recommendation of the Planning Commission into the record as written. She stated
the sign may not have stayed up because of strong winds in the area,the access for this site would
be onto Highway 257, and the Colorado Department of Transportation (CDOT) has no concerns
with that access. Ms. Johnson stated no new buildings will be constructed, the site is within the
traffic impact fee area, and is in compliance with the Weld County Code. Department of Planning
Services staff recommends approval. Don Carroll, Department of Public Works, verified the only
access to the site is from State Highway 257,there is adequate parking,and no drainage problems
were found. Char Davis, Weld County Department of Public Health and Environment, stated she
has no concerns. Responding to Commissioner Vaad, Mr. Carroll pointed out the exact location
of the access.
Liz Blasio, applicant, was present to answer questions from the Board, and responded to Chair
Geile that she has read and agrees to the Conditions of Approval and Development Standards.
No public testimony was offered concerning this matter.

Responding to Commissioner Jerke, Ms. Blasio explained the permit is limited to 20 dogs in day
care and an 8 to 10 dog maximum for classes. Commissioner Jerke requested Development
Standard #15 be amended to state 10 dogs is the maximum allowed for classes, since 8 to 10 is
a range and cannot, therefore, be the maximum. Ms. Blasio stated that change is acceptable to
her.
Commissioner Vaad moved to approve the request of Liz Blasio for a Site Specific Development
Plan and Use by Special Review Permit#1335 for an Animal Training and Boarding Facility(dog
daycare/kennel and training facility) in the A (Agricultural) Zone District, based on the
recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record with Development Standard#15
modified as stated above. The motion was seconded by Commissioner Long, and it carried
unanimously.
This Certification was approved on the 16th day of July 2001.
