BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, April 2, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair- EXCUSED
Commissioner Glenn Vaad, Pro-Tem
Commissioner William H. Jerke
Commissioner David E. Long
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of March 28, 2001, as printed. Commissioner Jerke seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $55,768.50. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS: •
CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN
- GREELEY TRANSITIONAL HOUSE, INC.: Judy Griego, Director of Social Services, stated under this
agreement the Weld County Department of Social Services will reimburse the Greeley Transitional House,
Inc., in the amount of$21,702.00. In response to Commissioner Masden, Ms. Griego stated this amount
has been included in the budget for this year. Responding to Commissioner Jerke, Ms. Griego stated the
agreement is managed through Greeley/Weld County Housing Authority,and they had some difficulty with
contractor that does the auditing,which resulted in the delay in processing this agreement. Commissioner
Long moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner
Masden, the motion carried unanimously.

CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN
-A WOMAN'S PLACE, INC.: Ms. Griego stated this agreement is for the term beginning January 1, 2001,
and ending December 31,2001. She stated A Woman's Place will provide case management and shelter
services, and for these services will be reimbursed in the amount of $21,307.00. Commissioner Long
moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by
Commissioner Masden, carried unanimously.
CONSIDER GENERAL ASSISTANCE AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN
- CATHOLIC CHARITIES NORTHERN: Ms. Griego stated the term of this agreement is from January 1,
2001, to December 31, 2001, to provide case management and shelter for homeless families in Weld
County. For these services, Catholic Charities Northern will be reimbursed in the amount of$16,991.00.
Commissioner Masden moved to approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Jerke, the motion carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms. Griego stated these revisions are
necessary to ensure that there is not a child care deficit at the end of the year, by creating a County
Diversion Program. She stated this program will be used to assist families with child care under the
Colorado Works Program, and the expenses will be charged to Colorado Works TANF grant. In response
to Commissioner Vaad, Ms. Griego stated this revision was presented as part of budget work session in
2000. Commissioner Vaad commented the item is not scanned and he requested this matter be
continued. Commissioner Masden moved to continue said revisions to Wednesday April 4, 2001, at 9:00
a.m. Commissioner Jerke seconded the motion, which carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
