Our comments and requirements are as follows: COMMENTS: WCR 11 is designated on the Southwest Study Area Capacity Improvement Needs as a paved rural road, which requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is not maintained by Weld County. The segment between Baseline Road (WCR 2) and WCR 4 has been annexed and is maintained by Northglenn. This section was annexed February 3rd, 1989. The section of WCR 11 between WCR 4 and WCR 8 has been annexed by the city of Broomfield. This section was annexed November 9'h, 2000. The remaining portion of WCR 11 between WCR 8 to SH 52 has been annexed by the town of Dacono. Pursuant to the definition of SETBACK in the Weld County Code, Chapter 23, Article III, Section 23-3-50, the required setback is measured from the future right-of-way line. NCR 11, 2, 6, and 8, west of the proposed site will be in the future Broomfield County jurisdiction. Traffic Counts: The average daily traffic count (ADT) for WCR 11 was179 vehicles, taken in a 24-hour period on June 17, 1996. REQUIREMENTS: The Weld County Public Works Department recommends approval of this application. Access: The applicant is identifying four access points to the parcel. The southern-most access point is adjacent to the Bull Canal. The center access is an existing circle drive which would access the home and office area. The northern access is identified as an access to a tank site and well head. Also, there is an access of record for a transmission line. This document was executed January 27, 1950. It is identified as a 75-foot easement, Book 1-2-65, pages 34and 35, identifying a power transmission line. If your northern access point falls within a 75-foot easement of record, the applicant shall contact the U. S. Department of the Interior in writing, asking permission to utilize their easement to access your proposed development. The roadway and gate access shall be 20 feet in width to accommodate any emergency equipment and shall be graded and drained to provide all-weather access to the facility. Off-Street Parking: The applicant shall utilize the existing access to the office and storage yard. The off-street parking, including the access drive, shall be surfaced with gravel, asphalt, concrete, or equivalent, and shall be graded to prevent drainage problems. Weld County Planning Dept. We have no objections to the proposal, however,we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. In event the garage is equipped with a floor drain,the applicant must apply for an Underground Injection Control(UIC)Class V Injection Well permit through the Environmental Protection Agency(EPA), for the floor drain system that serves the maintenance shop, or provide evidence that the applicant is not subject to the EPA Class V requirements. 2. Submit a dust abatement plan to the Environmental Health Services, Weld County Department of Public Health& Environment, for approval prior to operation. 3. An evaluation of the existing septic system by the Weld County Department of Public Health and Environment revealed that the system does not meet the requirements set forth in the Weld County Code. The applicant must obtain a repair permit to bring the system up to current Code. 4. An individual sewage disposal system is required for the proposed office and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. 5. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public Health& Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site(this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). The facility shall operate in accordance with the approved dust control plan. The facility shall have sufficient equipment available to implement dust control as required by the Weld County Department of Public Health and Environment. Additional control measures shall be implemented as required by the Weld County Health Officer. 2. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 3. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a"solid waste" in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 4. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 5. Fugitive dust shall be controlled on this site. 6. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 7. Adequate hand washing and toilet facilities shall be provided for employee and patron use. 8. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof. 9. The facility shall utilize the existing public water supply. (Left Hand Water District) 10. While a six foot cedar fence may aesthetically be appealing, it is not a significant deterrent to intruders. Mitigation of this threat is important to reduce the need to respond to reported crimes, subsequent criminal investigations, and criminal litigation. I am requesting a more detailed comprehensive security plan for the impound storage area to include, but not be limited to, combinations of lighting, signage, dummy or actual video camera coverage, sound/light local alarms, and security fencing systems or fencing layouts. On- site crime mitigation strategies are encouraged; automated intrusion alarm systems which notify law enforcement for response are not because of false alarms, unnecessary calls-for-service, and response time to low-priority calls which include all property alarms. The following comments are made in response to the above noted site plan reviews. The Uniform Fire Code, 1997 Edition, and other codes or standards referenced within the Fire Codes as adopted by the County Commissioners, governs these comments and resulting requirements General Comments: 1. We have reviewed the proposed apparatus access and found it to be grossly inadequate, specifically with regard to the vehicle impound storage area. Please refer to the requirements in comment 4 (below). 2. Property owner shall purchase and install a Knox-Box type device; location of the Knox-Box to be approved by the Fire District. Copies of keys to all locks controlling access to the vehicle impound storage area shall be maintained in the Knox-Box. 3. We require that each fixed structure on site shall have a minimum of one portable fire extinguisher, with a minimum rating of 2A:408C. Additionally, each site vehicle must have a minimum of one portable fire extinguisher with a minimum rating of4A:40BC. 4. Two access roads shall be in place during any phase of construction, capable of supporting Fire District apparatus, all weather construction, 20 feet minimum width. From access roads to aisle ways the turning radius will have a 32 feet maximum inside radius and 52 feet minimum outside radius. 5. Plans for the general storage, use, and handling of any Hazardous Materials inside the lot shall be submitted to the Fire District. 6. Plans for the containment of motor vehicle fluids, handling, and storage, shall be submitted to the Fire District. 7. Plans for the storage and handling of removed air-bag systems shall be submitted to the Fire District. 8. Plans for the storage and handling of lead-acid batteries shall be submitted to the Fire District. 9. Proper width of gate access shall be a minimum of 24 feet, unobstructed.
