This supplement outlines management practices generally acceptable and proven effective at minimizing nuisance conditions. Neither nuisance management nor this supplemental plan is required by Colorado State statute or specifically outlined in the Colorado Confined Animal Feeding Operations Control Regulations. This is a proactive measure to assist integration into local communities as required by Weld County Zoning Ordinance, Section 47 —Livestock Feeding Performance Standards. Sparboe Horizon Corporation will use these management and control practices, to their best and practical extent. Vince Ruschitti Complex Manager (Name) (Title) Legal Description The confined animal feeding facility described in this NMP is located in: The E1/2 of Section 35, T2N, R65W of the 6`"P.M., Weld County, Colorado. 2 Sparboe Horizon Corporation—Farm No. 1 AgPro Environmental Services,LLC Air Quality Air quality at and around housed animal feeding operations is affected primarily from the relationship of manure and moisture from the facility or in the manure. The two paragraphs below outline the best management practices for the control of dust and odors that Sparboe Horizon Corporation will use. The manager will closely observe site conditions and attempt to achieve a balance between proper dust and odor control. Dust Management methods Sparboe Horizon Corporation will use to control dust are: 1. Moisture Control If dust from the parking and road areas of Sparboe Horizon Corporation increases above normal levels expected from gravel roads and parking areas due to weather conditions, traffic or a combination of both, Sparboe Horizon Corporation will apply water or other dust control products to the surfaces. 2. Regular manure removal Sparboe Horizon Corporation will continue to conduct regular manure removal. Buildings with conveyor systems are cleaned every other day. Buildings with deep pit storage under the buildings are cleaned every twelve months. Typically, buildings are cleaned, conditioned and maintained routinely and manure is removed immediately for composting at an off-site permitted composting facility or taken to area farmers for use on their land. Odor Odors result from the natural decomposition processes that start as soon as manure is excreted and continue as long as any usable material remains as food for microorganisms. Although occasionally unpleasant, the odors are not dangerous to health in the quantities customarily noticed around housed animal feeding operations. Key practices Sparboe Horizon Corporation may use to control odor are: 1. Building Design Sparboe Horizon Corporation is designed to remove manure rapidly or contain manure in an innocuous area. The building orientation and climate control systems integrated in the construction of Sparboe Horizon Corporation are designed to maximize airflow, prevailing winds and other naturally occurring conditions to minimize nuisance conditions. 2. Regular manure removal Sparboe Horizon Corporation will continue to conduct regular manure removal. Buildings with conveyor systems are cleaned every other day. Buildings with deep pit storage under the buildings are cleaned every twelve months. Typically, buildings are cleaned, conditioned and maintained routinely and manure is removed immediately for composting at an off-site permitted composting facility or taken to area farmers for use on their land. 3. Composting During normal barn-cleaning Sparboe Horizon Corporation removes manure off-site immediately to an approved composting operation or to area farmers for use on their land. Proper composting turns manure into a nearly odorless, pathogen-free product that is valuable for soil conditioning. 3 Sparboe Horizon Corporation—Farm No. 1 AgPro Environmental Services,LLC Pest Control Insects and Rodents Insects and rodents inhabit areas that 1) have an adequate to good food supply and 2) foster habitat prime for breeding and living. Sparboe Horizon Corporation has a pest control program in place. Key practices Sparboe Horizon Corporation uses, or may use, to manage insects and rodents are to first eliminate possible habitat, and then reduce the available food supply. The facility will work to control flies by applying one or more of the following practices as needed: 1. Regular manure removal Manure management removes both food sources and habitat. Manure at Sparboe Horizon Corporation is removed from the site immediately after collection from the buildings. 2. Minimize fly habitat Standing water, weeds and grass, manure stockpiles, etc., are prime habitat for reproduction and protection. Sparboe Horizon Corporation will reduce or eliminate these areas where practical. 3. Manage weeds and grass Keep weeds and grassy areas to a minimum. These provide both protection and breeding areas. 4. Minimize stockpiles or storage of manure Stockpiles of manure provide both breeding and protective habitat. No manure stockpiles will be kept outside of the normal building operations. 5. Baits and chemical treatments Chemical treatments may be applied around the grounds and buildings, and potential breeding areas, roosting areas and feed sources. Dead Animals Mortality is an unfortunate and unavoidable part of animal husbandry. Dead animals can produce offensive odors, attract scavengers, and create deleterious conditions. Timely and proper disposal of dead animals prevents nuisance conditions from occurring. Key practices Sparboe Horizon Corporation will use to handle and dispose of dead animals are: 1. Expedient removal from the facility Dead animals will be removed from facility daily and relocated to an area(s) away from the main building. Carcasses will be temporarily stored in an enclosed area shielded from view and out of direct sunlight. 2. Commercial removal A commercial rendering company will remove dead animals as soon as possible or the animals will be disposed at an approved landfill facility. 4 Hello
