HomeMy WebLinkAbout20010737.tiff RESOLUTION RE: APPROVE COORDINATION AGREEMENT FOR SUPPORTED EMPLOYMENT TRAINING SITE AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Coordination Agreement for a Supported Employment Training Site among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Social Services, the Employment Services of Weld County, and the Weld Food Bank, commencing upon full execution of said agreement, and ending December 31, 2001, with further terms and conditions being as stated in said agreement, and WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the Coordination Agreement for a Supported Employment Training Site among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Social Services, and the Employment Services of Weld County, and the Weld Food Bank be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said agreement. RE: Coordination Agreement for Supported Emp oyment Training Site Among the Weld Food Bank, the Weld County Department of Social Services, and the Weld County Division of Human Services Enclosed for Board approval is a Coordination Agreement for Supported Employment Training Site Among the Weld Food Bank, the Weld County Department of Social Services, and the Weld County Division of Human Services. The major provisions of the Agreement are as follows: 1. The term of the Agreement commences January 1, 2001, and ends December 31, 2001. 2. The Coordination Agreement is non-financial. a. The Weld Food Bank will provide a supported employment work site and work site supervisor for clients under the Colorado Works in Weld County or Temporary Assistance for Needy Families (TANF). b. The Weld County Division of Human Services will coordinate work activities with the work site supervisor and provide support for the client during his or her participation at the work site. c. The Weld County Department of Social Services will provide the computer and work site equipment for up to two clients. d. The Weld Food Bank will be allowed limited access to Weld County's Computer Network as provided in the terms of the Agreement. If you have any questions, please telephone me at extension 6510. 2001-0737 COORDINATION AGREEMENT FOR SUPPORTED EMPLOYMENT TRAINING SITE AMONG THE WELD FOOD BANK, THE WELD COUNTY DEPARTMENT OF SOCIAL SERVICES, AND THE WELD COUNTY DIVISION OF HUMAN SERVICES This Coordination Agreement is entered this first day of January, 2001, and is by and between the County of Weld, a political subdivision of the State of Colorado, by and through the Board of County Commissioners of the County of Weld, on behalf of the Weld County Department of Social Services and Employment Services of Weld County, a department of the Weld County Division of Human Services, hereinafter collectively referred to as "County," and the Weld Food Bank, hereinafter referred to as "Food Bank." Purpose The Food Bank and the County have identified a need for a supported employment training site for Temporary Assistance for Needy Families (TANF) clients to be located at the Food Bank. The supported employment training site will offer TANF clients, who are in need of work skills development, the opportunity to gain basic work skills, practical knowledge, and work experience in a controlled and supported employment setting. The skills, knowledge, and support that TANF clients will receive will be invaluable in establishing a sound work-based background that will assist them in alleviating the need to rely on cash assistance. Additionally, this project will provide the Food Bank with manpower to take applications for food boxes, determine eligibility, possibly initiate food stamp applications, and provide information and referral services to Food Bank clients in need of other community resources. The parties understand that this coordination Agreement is a non-financial agreement. II. Responsibilities and Location The supported employment training site will be physically located on the property of the Food Bank. This site location was selected for the following reasons: A. The supervision and administration of the functions of the site and associated staff will be monitored and enhanced by the administrative staff of the Food Bank. B. The site is in a central location, with close proximity to the Weld County Department of Social Services, on the City of Greeley's main bus route, and within minutes of Employment Services of Weld County. C. The site location is in an area where many low-income individuals reside and it provides easy access to the Food Bank programs. D. Food Bank, through funding by United Way, will provide a temporary building with sufficient space to house the supported employment training site. The building will be physically located at the Food Bank to provide workspace for the project supervisor and the TANF clients. 1 III. Selection of Clients The County, through the Weld County Department of Social Services and Employment Services of Weld County, will cooperatively review and select TANF clients who would be appropriate for placement at this location. Selection will be based upon the client's ability to benefit from participation as well as their ability to perform the required duties. Assessment criteria to determine appropriateness of placement will include a review of the client's physical capabilities as they relate to the position, the basic educational skills necessary to perform the functions of the job, their interest in continued employment in related occupations, and their ability to work the required number of hours. IV. Supervision of Client The Food Bank, with funding provided by the United Way, will provide a staff member who will act as the on-site supervisor for this project. The on-site supervisor's responsibilities will include the daily supervision of the TANF clients placed, assignment of daily duties, and assisting the clients in acquiring the basic workplace skills identified by Employment Services of Weld County and the Weld County Department of Social Services, as necessary for entry level employees. Training and support will be available to the on-site supervisor regarding basic workplace skill development through Employment Services of Weld County. The on-site supervisor will also train the TANF clients so they are able to assist individuals in completing applications for food boxes, initiate referrals to the Food Stamp Program, make other community service referrals, and complete other administrative and clerical responsibilities as appropriate. The on-site supervisor will also act as a job site mentor for the clients and assist them in resolving work issues such as getting along with others, developing alternative plans for transportation to be able to get to work, and any other issues that may interfere with them being successful on the job. The Weld County Department of Social Services will have overall supervision of the TANF client as he or she participates in the Colorado Works in Weld County Program. V. Training of Clients Training of TANF clients for this position would primarily be on-the-job. The on-site supervisor would be responsible for training the TANF clients on the specific of the job. TANF clients will also be afforded the opportunity to increase their experience and skills by taking advantage of training, which may include GED, increasing their basic skills, learning basic word processing, spreadsheet applications, or other training related to their position. This training could be accessed at Employment Services Learning Lab, Aims Community College, or any other training facility offering the skills the client needs or wants. Costs of training such as tuition, books, fees, etc. 2 • would be paid from TANF funds. Child care and transportation services would be covered under supportive services. VI. Length of Placement Placement of TANF clients in the supported employment training site will not exceed six months. TANF clients will be evaluated monthly to measure their progress in obtaining the basic workplace skills identified as necessary for entry level employees and the skills necessary for the job. VII. Supportive Services Supportive services such as child care, transportation assistance, vouchers for appropriate work clothing, etc., will be provided by the County, through its TANF Program, as appropriate. The goal of the County and Food Bank is to assist individuals in obtaining and maintaining employment that allows the individual to be self- supporting. To this end the County, through its TANF Program, may provide any services that an individual needs to assist them in the transition from cash assistance to employment. VIII. Equipment The Weld County Department of Social Services will provide the furniture and computer hardware for the on-site supervisor and TANF clients that will be needed to adequately run the project. Any equipment provided will be the property of the Weld County Department of Social Services and be returned to the Department if the project does not continue. Necessary equipment will be determined as the project develops. Special adaptive equipment needed by individuals with disabilities to be able to perform their duties may be provided through the County, through its TANF Program, or through a coordinated effort between the County and the Division of Vocational Rehabilitation. IX. Job Seeking Assistance for Clients TANF clients are provided job-seeking assistance from County staff and programs of the Weld County Department of Social Services and Employment Services of Weld County. While participating in this project, TANF clients will be encouraged to seek full-time employment as soon as it is determined that they are job ready. Referrals to related job openings will be provided and clients will be expected to follow-up on job leads. X. Network Access The Food Bank is being granted limited access to the Weld County Government computer network. Network access is being provided to facilitate a more efficient business process related to the Supported Employment Training Project administered by the County. 3 .. The Food Bank desktop computers will be provided access to the Weld County Network for basic file sharing and to run software applications associated with the project. While Food Bank computers will be connected to the Weld County Network, support and ongoing maintenance of the Food Bank desktop computers remains the responsibility of the Food Bank. Weld County reserves the right to immediately disconnect computers from the network or to disable an individual's network security at anytime without notification to maintain the stability of the Weld County Network. Disruptive or illegal use of the computer or network is also grounds to have security immediately revoked. General guidelines for computer use, network access, or use of electronic mail should be adhered to as outlined in the Weld County's Internet Acceptable Use Policy, which is attached hereto and made a part of this Agreement. These limited access provisions denote what will and will not be provided by Weld County and what is expected of the Food Bank to obtain and maintain the network access that is being granted. A. Weld County will provide the following to the Food Bank: 1. Connectivity to the Weld County Network and Social Services' file server to the point of providing a network hub active on the network. 2. Cabling from the network hub to the individual Food Bank desktop computers is the responsibility of the Food Bank. 3. Network administration responsibilities, e.g., configuring authorized network security accounts and network maintenance to the network hub. 4. Novell NetWare client software will be provided. Installation is the responsibility of the Food Bank. 5. An IP and MAC address will be provided to each computer that is authorized by completing a Weld County Computer Security Request form. 6. Authorized Food Bank employees will be granted limited access to the network and file server to facilitate the following: • File sharing with Social Services employees • Running shared applications on the network • Provide a secured home directory on the network • Internet connectivity 7. Group Wise electronic mail will be provided to authorized TANF workers. The Food Bank maintains their own local electronic mail system. 4 0 B. Weld County is not providing the following to the Food Bank. 1. Desktop computer support and maintenance. 2. Network print capability for non-TANF equipment. 3. Cabling to the Food Bank desktop computer. 4. Network interface cards for Food Bank computers. 5. Additional network protocols cannot be implemented on the network by the Food Bank. 6. Sharing of local drives on the computer or sharing locally attached printers is not allowed. 7. Software programs sending broadcasts or other unwanted traffic on the network is not allowed. C. Contacting the Weld County Help Desk - Procedurally, a primary technical contact should be designated for both Food Bank employees and a designated technical contact within Social Services. All trouble calls should initially be routed through the Social Services contact and if they are unable to resolve the issue and it is within the scope of Weld County support, they will contact the Weld County Help Desk at extension 4851. All responses will be directed to the Social Services technical contact who will assist with the resolution of the problem. All security requests should be made through the Social Services Contact and approved by the Director of Weld County Social Services. XI. Term of the Memorandum of Agreement The term of the Agreement shall commence the day the Agreement is fully executed and will end on December 31, 2001. XII. Modifications This Agreement may be modified in whole or in part upon approval of the signers. XIII. Termination This Agreement may be terminated by any of the signers upon thirty (30) days written notice. XIV. Entire Agreement/No Third Party Beneficiary 5 This Cooperative Agreement contains the entire agreement and understanding between the parties to this Cooperative Agreement and supersedes any other agreements concerning the subject matter of this transaction, whether oral or written. It is the express intention of the parties that any entity other than the undersigned parties receiving services or benefits under this Cooperative Agreement shall be deemed an incidental beneficiary only. XV. No Waiver of Immunity No portion of this Cooperative Agreement shall be deemed to constitute a waiver of any immunities the parties or their officers or employees may possess, nor shall any portion of this Cooperative Agreement be deemed to have created a duty of care that did not previously exist with respect to any person not a party to this Cooperative Agreement. XVI. Severabiliy If any provision of the Cooperative Agreement should be held to be invalid, illegal, or unenforceable for any reason, the validity, legality, and enforceability of the remaining provisions shall not in any way be affected or impaired thereby. Under part 2 of article 72 of title 24, C.R.5., e-mail messages are considered public records and may be subject to public inspection, pursuant to 24-72-203, C.R.S. All computer-related information,including e-mail messages,are the property of Weld County and are considered the County's records. As with any County property or equipment, e-mail should be used for official County business only. Incidental and occasional personal use of e-mail is permitted. However, strictly forbidden e-mail usage Includes use for personal profit or gain; transmission of political messages; solicitation of funds for political or other purposes; or sending of harassing messages. Because e-mail is County property, the County has the right to inspect and review any e-mail or other data stored on County computers/equipment. SGT staff is responsible for monitoring electronic mail through regular computer/network maintenance. Additionally, County officials may inspect and copy e-mail and computer records when there are indications of impropriety by an employee,when substantive information must be located and no other means are readily available, or when necessary for conducting County business. Supervisors may review the contents of an employee's electronic mail without the employee's consent. Employees using e-mail should refer to the Weld County Internet Acceptable Use Policy in the Weld County Administrative Manual. Hello
