RE: APPROVE PERMIT APPLICATION AND REPORT OF CHANGES(MODIFY PREMISES)
AND AUTHORIZE CHAIR TO SIGN - ROMANCE, INC., DBA CLUB ROMANCE/LUCKY
STAR
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Permit Application and Report of
Changes (Modify Premises)from Romance, Inc., dba Club Romance/Lucky Star, for permission
to change, alter or modify its premises, in connection with its Tavern Liquor License, for the sale
of malt, vinous, and spirituous liquors for consumption by the drink on the premises only, as
described in the application or shown on the premises diagram submitted by the Licensee, and
WHEREAS, said request is for the addition of internal walls to create additional liquor
storage and a coat room, as well as provide a separate area for minors on the premises located
at 33131 Highway 85, Lucerne, Colorado 80646, and
WHEREAS, after review, the Board deems it advisable to approve said request, with
direction to install a wall to replace any doors along a shared wall between the proposed minors'
area and the licensed area.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the request from Romance, Inc., dba Club Romance/Lucky Star, for
permission to change, alter, or modify its premises as described in the application or shown on the
premises diagram submitted by the Licensee be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that as a condition of said approval to change
alter, or modify its premises, the Licensee shall install a wall to replace any doors along a shared
wall between the proposed minors' area and the licensed area, comply with the provisions of
Chapters 23 and 29 of the Weld County Code, and obtain any permits required therein.
BE IT FURTHER RESOLVED by the Board that the Chairman be,and hereby is,authorized
to sign said request.

7(a) Describe change proposed.
Club Romance proposes to segregate a portion of its premises from the licensed area to create a
separate area for minors where no alcohol will be stored, served or permitted. This will be
accomplished by the addition of a plexiglass wall in the dance floor area, and solid walls as
indicated on the attached drawing. The club bar and alcohol storage areas will be entirely sealed
off from the minors area. Patrons in the minors area will use a separate entrance and separate
bathroom facilities.

Hi Bruce, this Scott Copley, State Patrol. It is Friday night on April 6. I appreciate the call on
this information on Club Romance. I realize that they probably had said that, of course,they are
playing by the letter of the Resolution - to what it is implying. I guess I go back to the whole
thing of having minors anywhere on the premises at all opens up the possibility that they are still
going to get alcohol,they are still going to drink and they are still going to create problems on
the highways and the roads. So, obviously I would be against having minors anywhere in the
establishment even though by the Resolution, they are abiding by the letter of the law if you will,
on that Resolution. Unfortunately, I cannot be there on Monday because of prior obligations.
But my two cents worth anyway is that I would probably appose having minors on the location at
all. I think that is the original intent of what we were trying to do. I hope we can resort that with
them. I am afraid that they are going to open themselves up for trouble if they try to put minors
anywhere even if they do a glass window or anything. I don't think they can control that or
regulate that. That is my opinion and you are welcome to do what you want to with it. But I
would appreciate it if you would let me know how that goes either by e-mail or by a call back I
would appreciate that. Thank you. Bye.
