The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, May 30, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:

MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of May 23, 2001, as printed. Commissioner Long seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $42,511.72. Commissioner Long moved to approve the warrants as
presented by Mr. Warden. Commissioner Vaad seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER AMENDED CORE SERVICES AND CHAFEE FOSTER CARE INDEPENDENCE PROGRAM
PLAN FOR FISCAL YEAR 2001-2002 AND AUTHORIZE CHAIR TO SIGN:Judy Griego,Director of Social
Services, stated the Board previously approved the Core services plan, and she is now requesting an
amendment that includes Lutheran Family Services as a new vendor. Ms. Griego stated under this
amendment, Lutheran Family Services will provide Option B-Home Based Services, Intensive Family
Therapy-Family Group Decision Making, and Foster Parent Consultation. Commissioner Long moved to
approve said amended plan and authorize the Chair to sign. Seconded by Commissioner Vaad,the motion
carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
NORTH RANGE BEHAVIORAL HEALTH: Ms.Griego stated under this agreement North Range Behavioral
Health will provide assessment services, psychological evaluations, and case worker consultations. For
these services,the Department of Social Services will reimburse North Range in the amount of$37,544.00.
Ms. Griego stated the agreement provides a first right of refusal provision for the Department of Social
Services, and added North Range will make $60,000.00 available to four vendors for Foster Parent

Consultation Program. In response to Commissioner Jerke, Ms. Griego stated all of the funds come from
the Core Services Program. Responding to Commissioner Vaad, Ms. Griego stated $97,944.00 is strictly
for non-medicaid clients, and they provide the $60,000.00 to other vendors because they do not have
foster parent consultation capabilities. In response to Commissioner Jerke, Ms. Griego stated they do bill
insurance companies if the clients have coverage. Commissioner Long moved to approve said agreement
and authorize the Chair to sign. Commissioner Vaad seconded the motion, which carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR CORE SERVICES AND AUTHORIZE CHAIR TO
SIGN - ISLAND GROVE REGIONAL TREATMENT CENTER, INC.: Ms. Griego gave a brief description
of the services to be provided by Island Grove Regional Treatment Center, Inc., which will be funded by
part of the Core Services Program Budget in the amount of$122,398.00. In response to Commissioner
Jerke, Ms. Griego stated adolescents ages 13 through 17, as well as their parents will receive assistance.
She further stated parents involved in a child neglect case are required by the court to go through
treatment. Responding to Commissioner Vaad, Ms. Griego stated the funding amount is based on the
initial allocation and is similar to last year. She further stated the amount reflects the portion dealing with
child protection, and future agreements will transfer the money from the State directly to Compass, and
the overall management will be done by Island Grove Regional Treatment Center, Inc. Commissioner
Masden moved to approve said agreement and authorize the Chair to sign. The motion, which was
seconded by Commissioner Jerke, carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR OPTION B - HOME BASED
INTENSIVE AND AUTHORIZE CHAIR TO SIGN - ACKERMAN AND ASSOCIATES, P.C.: Ms. Griego
stated this and the following four items are awards of funds for the term beginning June 1, 2001, and
ending May 31, 2002. Ms. Griego gave a brief description of each program as detailed in her
memorandum, dated May 23, 2001, regarding services provided by Ackerman and Associates, P.C. In
response to Commissioner Jerke, Ms. Griego stated the Department of Social Services has been involved
with these programs for six years, and although the outcome is subjective based on each individual family
and the permanency of child placement, they have been ranked first in meeting all of the child welfare
settlement factors. She further stated they are still reviewing treatment outcomes; however, it is still
difficult to assess what is most successful. Ms. Griego stated the $2,000.00 fee for a Family Group
Decision Making conference is all inclusive, and there could be several meetings. In response to
Commissioner Masden, Ms. Griego stated this rate does not include transportation from out-of-state, but
if the client can't afford the expense,the Department of Social Services covers the cost. She further stated
the Department of Social Services is required to provide the services, and 20 percent of the funding.
Responding to Commissioner Jerke, Mr. Barker stated after TABOR, the County tried doing a turn-back,
which the State did not allow, but the County does have some options as to how a new program is
implemented,and the job must be completed even if the cost exceeds the 20 percent required. He further
stated there was no limit determined by the Supreme Court case in 1993, but Colorado has the ability
through State Legislature to determine which programs need to be followed by the Weld County
Department of Social Services. The State also has some involvement in defining the rules, and the County
has to comply because the Supreme Court did not set any limits. Commissioner Vaad moved to approve
this and the following four awards and authorize the Chair to sign. Seconded by Commissioner Jerke, the
motion carried unanimously.

AND AUTHORIZE CHAIR TO SIGN -ALTERNATIVE HOMES FOR YOUTH: Ms. Griego stated this and
the following two items are for services provided by Alternative Homes for Youth, as indicated in the
Memorandum dated, May 23, 2001. Commissioner Masden moved to approve this and the following two
awards, and authorize the Chair to sign. Commissioner Long seconded the motion, which carried
unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR DAY TREATMENT AND
AUTHORIZE CHAIR TO SIGN - ALTERNATIVE HOMES FOR YOUTH: See above discussion and
motion.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR SEX ABUSE TREATMENT
AND AUTHORIZE CHAIR TO SIGN -ALTERNATIVE HOMES FOR YOUTH: See above discussion and
motion.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR FAMILY ADVOCATE
PROGRAM AND AUTHORIZE CHAIR TO SIGN - CHILD ADVOCACY RESOURCE AND EDUCATION:
Ms. Griego stated this and the following item are for services provided by Child Advocacy Resource and
Education,as indicated in her memorandum, dated May 23,2001. Commissioner Vaad moved to approve
this and the following award and authorize the Chair to sign. The motion was seconded by Commissioner
Long, and it carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR VISITATION AND AUTHORIZE
CHAIR TO SIGN - CHILD ADVOCACY RESOURCE AND EDUCATION: See above discussion and
motion.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR OPTION B AND AUTHORIZE
CHAIR TO SIGN- ISLAND GROVE REGIONAL TREATMENT CENTER, INC.: Ms. Griego stated this and
the following item are for services to be provided by Island Grove Regional Treatment Center, Inc., as
indicated in the memorandum, dated May 23, 2001. In response to Commissioner Jerke, Ms. Griego
stated the prior item discussed regarding Island Grove Regional Treatment Center, Inc.,was for drug and
alcohol treatment, and this item is for any other issues which need treatment. Commissioner Long moved
to approve this and the following award and authorize the Chair to sign. The motion was seconded by
Commissioner Masden, and it carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR INDIVIDUALIZED FAMILY
SYSTEMS INTENSIVE FAMILY THERAPY AND AUTHORIZE CHAIR TO SIGN - ISLAND GROVE
REGIONAL TREATMENT CENTER, INC.: See above discussion and motion.

CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR FOSTER PARENT
CONSULTATION AND AUTHORIZE CHAIR TO SIGN- LORI KOCHEVAR: Ms. Griego stated under this
agreement Lori Kockevar will provide Foster Parent Consultation as indicated in the memorandum, dated
May 23,2001. She further stated the services will be limited strictly to County Certified Foster Care homes,
not other placement agencies. Commissioner Vaad moved to approve said award and authorize the Chair
to sign. Seconded by Commissioner Long, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR OPTION B, HOME BASED
INTENSIVE AND AUTHORIZE CHAIR TO SIGN - LUTHERAN FAMILY SERVICES: Ms. Griego stated
this and the next two items for services to be provided by Lutheran Family Services as indicated in her
memorandum, dated May 23, 2001. In response to Commissioner Jerke, Ms. Griego stated there are
varied rates on this award because different types of services will be provided. She explained the services
provided by Ackerman and Associates are more intensive, and the adding Lutheran Family Services as
an additional option may provide some competition for lower rates in the future. She further stated some
families may interact better with one vendor over another, so the variety should be beneficial. Responding
to Chair Geile, Ms. Griego stated Lutheran Family Services is located in Fort Collins. Commissioner
Masden moved to approve this and the following two awards, and authorize the Chair to sign.
Commissioner Long seconded the motion, which carried unanimously.

services will be provided as indicated in the memorandum, dated May 23, 2001, for Mediation
Communication Training. Commissioner Long moved to approve said award and authorize the Chair to
sign. Seconded by Commissioner Vaad, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR OPTION B - HOME BASED
SERVICES AND AUTHORIZE CHAIR TO SIGN - NORTH COLORADO MEDICAL CENTER - YOUTH
PASSAGES: Ms. Griego stated this and the next three items are for services to be provided by the North
Colorado Medical Center as indicated in her memorandum, dated May 23, 2001. Commissioner Long
moved to approve this and the following three awards and authorize the Chair to sign. Commissioner Vaad
seconded the motion, which carried unanimously.

CONSULTATION AND AUTHORIZE CHAIR TO SIGN - NORTH COLORADO MEDICAL CENTER -
YOUTH PASSAGES: See above discussion and motion.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR THE LITTLE CENTER- DAY
TREATMENT AND AUTHORIZE CHAIR TO SIGN - NORTH RANGE BEHAVIORAL HEALTH: Ms.
Griego stated North Range Behavioral Health will provide services as indicated in her memorandum dated
May 23, 2001,and she recommends approval. In response to Commissioner Vaad, Ms. Griego stated the
rate is $1,550.00 per month, per child, or$30,000.00 if the facility is at capacity. She stated most of the
children are placed by the Department of Social Services,and if they are medicaid children,their expenses
will be covered by Medicaid. In response to Commissioner Jerke, Ms. Griego stated there is an education
component as part of a treatment program. Commissioner Vaad moved to approve said award and
authorize the Chair to sign. Commissioner Long seconded the motion, which carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFESKILLS - VISITATION
AND AUTHORIZE CHAIR TO SIGN - WELD COUNTY DEPARTMENT OF SOCIAL SERVICES: Ms.
Griego stated this and the following item are for visitation services through the Head Start Program under
the Department of Human Services. She gave a brief description of the terms as indicated in her
memorandum, dated May 23, 2001, and stated they contract with various providers for children who are
placed out of the County. In response to Commissioner Jerke, Ms. Griego stated "Generic" allows to
contract with various vendors, without requiring specific approval for each vendor throughout the state.
Commissioner Long moved to approve said award and authorize the Chair to sign. The motion was
seconded by Commissioner Vaad, and it carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR GENERIC SEX ABUSE
TREATMENT AND AUTHORIZE CHAIR TO SIGN - WELD COUNTY DEPARTMENT OF SOCIAL
SERVICES: See above discussion and motion.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFESKILLS AND AUTHORIZE
CHAIR TO SIGN - WELD COUNTY YOUTH ALTERNATIVES, PARTNERS: Ms. Griego stated this is a
long-term life skills mentoring program with terms as described in the memorandum,dated May 23, 2001.
In response to Commissioner Jerke, Ms. Griego stated $16.50 is for paid staff on short-term intervention.
She stated some of the Partners are be volunteers; however, the terms of this award pertain to the paid
staff. Responding to Chair Geile, Ms. Griego stated there has been a name change from Partners to Weld
County Youth Alternatives. Commissioner Masden moved to approve said award and authorize the Chair
to sign. Seconded by Commissioner Long, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFE SKILLS AND
AUTHORIZE CHAIR TO SIGN - WELD COUNTY DEPARTMENT OF PUBLIC HEALTH AND
ENVIRONMENT: Ms. Griego stated under this award, the Weld County Department of Public Health and
Environment will provide services as indicated in her memorandum, dated May 23, 2001. Responding to
Chair Geile, Ms. Griego stated the terms of this award are different from the visiting nurse program
because it deals with some of the attachment issues, and for families that have problems with children.
Commissioner Long moved to approve said award and authorize the Chair to sign. Commissioner Vaad
seconded the motion, which carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
