Attached are the preliminary 2000 population estimates including those for the participating entities in your county. Please review the estimates for your jurisdiction carefully. Should you have any questions regarding the draft estimate, your initial inquiry should be made to me at 303-866-4462. Please be aware of the following regarding these population numbers: All the population numbers are the April 1, 2000 census counts. For counties and municipalities, these are the population counts reported by the U. S. Bureau of the Census in their releases of these data. For CTF special districts, the population numbers are the sum of the population reported in the 2000 Census for the blocks or partial blocks within your district. While the municipal boundaries used by the Census Bureau for their reporting were those as of January 1, 2000, the boundaries used for these CTF"estimates" are those as of April 1, 2000. As the accuracy of our estimate may be affected by the correctness of the boundaries used to prepare these numbers, it is important you have informed the Division of Local Government(the Cartography Section) of your most current boundaries. Please refer to the attached policy regarding determination of population estimates for additional information on boundary changes. The beginning point in evaluating these census counts is in your reviewing the numbers of housing units that were inventoried (and presumably contacted) in the census. These data are now available at the entity level on the Demography Section's web site at www.dola.state.co.us/demog. If you need tract or block data to review your counts,please call Annette Boyer of the Demography Section staff at 303-866-3095. In looking for areas of missed housing units it is easiest to begin by comparing the Census Bureau's total for your entity with that recorded by your county's assessor Co/15e%7/ �tye/IO/GZ' a A-7, AL 2001-2286 l�-/3 of August 6, 2001 Page 2 or local planning and/or building department. From there, work from the "top- down", trying to identify areas where there are large differences, eventually pinpointing them to a census block. For large entities which have their own inventories in an electronic geographic information system, it may be fairly easy to do block-by-block comparisons. In small areas where the housing unit data are recorded by section,township and range, this will be somewhat more involved. The key here is to focus on clusters or sections and census blocks which can be tallied under both systems and to make comparisons at that level. After any housing units that were missed in the census have been identified, the Demography Section will assist the local government in estimating the April 1, 2000 population that might have been in these units. These will be based on local information regarding occupancy at that time and data on the population in similar types of neighborhoods, and other considerations. Finally, there will be places where the Census Bureau's inventory of housing units appears correct but where the community feels that a significant number of the people were not counted. Again, the Demography Section will assist in evaluating and estimating the April 1, 2000 population in these areas. If it appears that a large number of people were not counted, e.g., did no receive census forms, an adjustment may be made. If a possible undercount is relatively small,possibly due to some people not filling out a form, their presence on April 1, 2000 may be more difficult to prove. Here the Section will encourage the local government to conduct a survey for use in next year's estimate for July 1, 2001. Important: The final date by which all challenges are to be received in this office is Friday, September 7, 2001. If possible, include any data or information that you believe substantiates your claim for an adjusted population. You may call prior to this date to determine if a challenge is truly necessary. Conservation Trust Fund materials are prepared by a team of individuals of the Division of Local Government. This team is comprised of the CTF Administrator(myself), members of the Cartography and Demography sections, and a senior staff administrator. All initial inquiries and concerns should be directed to my office, and will then be routed to the appropriate team member. The Demography Section's efforts in reviewing your challenges will be headed by Ken Ellwanger, who has been assigned by the Census Bureau to help in this effort. Sincerel , Aani_ac,7 Teri Davis Conservation Trust Fund Administrator CONSERVATION TRUST FUND POLICY FOR DETERMINING POPULATION ESTIMATES USED IN DISTRIBUTION OF FUNDS The Conservation Trust Fund (CTF) distribution computation method will be modified effective for state fiscal year 2001-02. The change is being made to reduce the substantial lag time that currently exists for the distribution of CTF funds to eligible jurisdictions after they are legally established and new political boundaries are formed. The current distribution computation method does not ensure that the entity responsible for the provision of park and recreation services receives the CTF funds in a timely manner when these boundary changes occur. The new procedure will also better accommodate the distribution of CTF funds among established jurisdictions when a political boundary change occurs. Based upon two recent examples (see * below) in which this lag problem is evident, the Department of Local Affairs intends to implement this distribution computation method change as of July 1, 2001. The following describes the new process for FY 2001-02 (July 1, 2001 through June 30, 2002): 1. The population estimates for all eligible jurisdictions will be based on estimates determined as of April 1, 2000 (July 1, in non-census years). These estimates will be calculated by the Division of Local Government (DLG) and sent to each eligible jurisdiction by August 3, 2001. 2. For state fiscal year 2001-02, political boundary changes that affect a population of at least 500 people that occurred after April 1, 2000 through June 30, 2001, will be considered if a jurisdiction can adequately demonstrate that it is serving a new population resulting from the change. It will be the responsibility of eligible recipients to bring changes of 500 or more persons to our attention. In subsequent fiscal years, jurisdictions may appeal their estimate related specifically to boundary changes if it involves changes of 500 or more persons that occurred in the preceding 12 month period (July 1 through June 30). Examples of cases in which a political boundary change are relevant include: municipal incorporations, municipal dis-incorporations, municipal annexations, park and recreation district formations, and park and recreation district inclusions or exclusions. 3. Affected eligible jurisdictions must challenge population estimates (described in Item 1. above,) and political boundary changes (described in Item 2. above), by September 7, 2001, so that an adjustment of the population estimate can be considered. 4. DLG will review and resolve challenges by October 15, 2001. 5. Adjusted population estimates are used for the entire FY 2001-02 distribution. The first quarter distribution (state Lottery revenues generated from July 1 , 2001 - September 30, 2001) is transferred to DOLA in November and checks are processed and mailed to eligible jurisdictions by December 1, 2001. * The City of Centennial was established in September, 2000, and a council was seated in February, 2001. If the current DOLA system in place was used to distribute CTF funds, the city would have missed the population estimate date (April 1, 2000) for the FY 2001- 02 distribution since it was not incorporated as of April 1, 2000. The population included in the city would have its share of CTF funds remain with Arapahoe County for the entire FY 2001-02 distribution. The first distribution would then occur from the FY 2002-03 funds in December, 2002. Utilizing the amended process, Centennial can challenge the population estimate by August 30, 2001 since it involves a political boundary change with an affected population greater than 500 people. If the population affected can be adequately documented, a CTF distribution from FY 2001-02 funds will be made to them in December, 2001. * A portion of the Foothills Park and Recreation District boundary, which included a portion of the City of Lakewood, was excluded effective January 1, 2001. The exclusion area was extensive and covered 19 square miles with an estimated population of 85,000. If the current DOLA system in place is used to distribute the CTF funds, Lakewood would have also missed the population estimate date (April 1, 2000) for the FY 2001-02 distribution since the exclusion did not occur until January 1, 2001. The population in Lakewood formerly served by Foothills would have its distribution remain with the district for the entire FY 2001-02 distribution period and would not receive CTF funds until December, 2002 (from FY 2002-03 funds) almost a full two years after the exclusion became effective. Utilizing the amended process, Lakewood can challenge the population estimate by September 8, 2001 since it also involves a political boundary change with an affected population greater than 500 people. If the population affected can be adequately documented, a CTF distribution from FY 2001-02 funds will be made in December 2001.
