The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, March 14, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner Glenn Vaad, Pro-Tem
Commissioner William H. Jerke
Commissioner David E. Long
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Vaad moved to approve the minutes of the Board of Social Services meeting
of March 12, 2001, as printed. Commissioner Masden seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of$465.31. Commissioner Long moved to approve the warrants as presented
by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 6.000,COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Judy Griego, Director of Social Services,
stated this is the second year of summer programs for youth receiving TANF, Medicaid,and Food Stamps.
She explained the revisions are similar to last year, and they are requesting $142,975.00 to pay wages to
youth ages 14 and 15 through the Department of Human Services. Responding to Commissioner Jerke,
Ms. Griego stated the younger children and those ages 16 and 17 will be allowed to participate in work
experience activities including computer training and sports programs provided throughout the County.
Ms. Griego stated the requirements for eligibility, and responding to Chair Geile, she stated the programs
will be funded with TANF funds which are intended to target approximately 300 youth. In response to
Commissioner Vaad, Ms. Griego stated the foster care and adopt children are two separate categories,
and this will be an additional subsidy to the adoptive families. Commissioner Vaad moved to approve said
revisions. Commissioner Long seconded the motion, which carried unanimously.

CONSIDER APPLICATION FOR CHILD CARE QUALITY EXPANSION GRANT AND AUTHORIZE CHAIR
TO SIGN: Ms. Griego stated the Department of Social Services is applying for this grant on behalf of the
United Way of Weld County, and its subcontractor Aims Community College. She explained this is a
competitive grant and they are requesting $57,530.00, with an in-kind match of$18,755.00 from United
Way and Aims Community College. Ms. Griego stated the funds will be for those services listed in her
memorandum to the Board, dated March 9, 2001. Commissioner Long moved to approve said application
and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
