RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROAD 3.25 NORTH OF STATE HIGHWAY 52
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that"35 Miles Per Hour" and "Heavy Side Road Traffic" signs, with "30 MPH" advisory
signs near the agricultural educational facility, be installed on Weld County Road 3.25 north of
State Highway 52, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install "35 Miles Per Hour" and "Heavy Side Road Traffic" signs, with "30 MPH" advisory signs
near the agricultural educational facility, on Weld County Road 3.25 north of State Highway 52,
for the safety of the general public, and said signs shall conform to the State Manual of Uniform
Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 10th day of September, A.D., 2001.

SUBJECT: Speed Limit Reduction on WCR 3.25 North of SH 5
COLORADO
The Weld County Public Works Department has received a request to reduce the speed limit on
WCR 3.25 from SH 52 to WCR 16 '/z. The request has been made due to concerns voiced by the
operator of a seasonal agricultural education experience facility for school children near the mid-
point of the roadway segment.
The roadway serves as the haul route for a pit mining operation north of WCR 16%:. Truck traffic
represents from 37%to 57%of daily traffic counts.
Based on an engineering study, the Manual on Unifgrm Traffic Control Devices requires
consideration of six warrants to be considered for reducing speed limits. They are:
1. Road surface characteristics,shoulder conditions, grade,alignment and sight distances.
2. The 85th-percentile speed and pace speed.
3. Roadside development and culture,and roadside friction.
4. Safe speed for curves or hazardous locations within the zone.
5. Parking practices and pedestrian activity.
6. Reported accident experience for a recent 12-month period.
Warrant No.1. The roadwayhas an asphaltic concrete millings surface which is somewhat uneven.
There are no shoulders. The traveling surface width varies from 21-24 feet. Sight distances and
grade are acceptable. There is a slight skew in alignment near the south end of the roadway segment
at a bridge crossing an irrigation channel.
Warrant No. 2. The 85th-percentile average speed for all vehicles is 35 miles per hour.
Warrant No. 3. Expect for the seasonal education activity, there are no issues under this warrant
to consider.
Warrant No. 4. There are no hazardous locations along this roadway segment except for the
consideration of the roadway geometry and potential conflicts with larger material hauling units.
Warrant No.5. Parking and pedestrian activity is non-consequential.
Warrant No.6. We have no record of accidents alongthis roadway segment for the last 12 months.

Recommendation: Based on the relatively narrowness of the roadway surface combined with the
absence of shoulders and the 85th-percentile speed limit,I recommend a 35 mile per hour speed limit
for WCR 3.25 from SH 52 to WCR 16 V2.
The Department will also post"Heavy Side Road Traffic"with a 30 MPH advisory signs near the
agricultural education facility.
