RE: Weld County Referral for an Agriculture Service Establishment in the Agriculture Zone
Dear Lauren,
The City of Greeley Planning Department reviewed the above-referenced case administratively and
finds that the proposal does not comply with the Greeley 2020 Comprehensive Plan and recommends
that the request is denied for the following reasons:
• Comprehensive Plan Policy LU4.2 states that residential uses should not be allowed adjacent
to medium or high intensity industrial uses. The existing residential home to the east of the
proposed site would not comply with this policy.
• Comprehensive Plan Policy LU4.3 states that high impact agricultural and heavy industrial
land uses that generate obnoxious influences, such as noise, fumes, or hazards should be
disallowed. The animal husbandry uses on the site would not comply with this policy.
• The City of Greeley Development Code would require landscaping/buffering from dissimilar
uses adjacent to the site. The separation between the proposed use and the residential use
to the east would require a Buffer Yard D for the development, which would include a 20-
foot-wide landscaped area with 4 canopy trees, 4 ornamental trees, 3 evergreens, and 25
shrubs for every 100 feet of frontage. In addition, the development would be required to
have at least 10 percent of the property landscaped. The site plan submitted shows no
landscaping or buffering details.
If the development was to be approved, City staff would recommend the inclusion of heavy
landscaping to minimize the negative impacts on the residential properties that surround the site.
This would include the minimization of exterior lighting and outdoor storage of materials.
