A public hearing was conducted on August 25 , 1982 at
2 : 00 P.M. , with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated August 11, 1982,
duly published August 12, 1982 in the LaSalle Leader, a public hearing was
held on the request of Greeley Video, Inc. , for a cable television franchise.
The Assistant County Attorney, R. Russell Anson, presented and reviewed the
completed applicationpursuant to Weld County Ordinance #94. Hal Oyler, vice
president for Greeley Video, Inc. , reviewed their request and stated that all
the communities should be completely installed by December 31, 1982. There
are 35 channels of service at the present time. He added that the charges
will never be more that the charge to the incorporated areas. If approved
Greeley Video, Inc. will begin installations within the next ten days,
stated Mr. Oyler. This application is for the entire county outside the
incorporated areas. Mr. Oyler stated that this franchise is a non-exclusive
franchise. Mr. Oyler stated that the only areas that they intend to install
with cable television are the areas adjacent to towns that already have
cable television. He commented on a new development, entitled D. B. S. ,
which may in the future be .installed in small towns. Mr. Oyler commented
on Greeley Video, Inc. working and servicing hours. Mr. Anson again stated
that the application is complete and in order. There was no one present
who objected to this application request. After discussion, Commissioner
N. Carlson made a motion to approve said application and issue a permit
to Greeley Video, Inc. non-exclusive rights to construct a cable tele-
. vision system along the streets, alleys, and public ways of the County.
Commissioner Kirby seconded the motion. Commissioner C. Carlson stated
that Weld County is an agricultural community and this application only fits
residents who live adjacent to towns that already have cable television
installed. Mr. Oyler stated that he is in business to make money and his
company can not afford to install cable television, at this time, to every
Weld County resident that would like to have it. The motion carried unanimously.

be held in the Chambers of the Board of County Commissioners
of Weld County, Colorado, Weld County Centennial Center, 915
10th Street, Greeley, Colorado, at the time indicated below,
for consideration of granting a franchise to Greeley Video,
Inc. , including non-exclusive rights to construct a cable
television system along the streets, alleys, and public ways
of the County.
