The Weld County E-911 Emergency Telephone Service Authority Board met in regular session
Tuesday, June 19, 2001, at noon at the Weld County Centennial Center.
ROLL CALL:
The meeting was called to order by Chairperson Mike Savage. Present were Board Members Tom
Bizzell,Rod Deroo,Kim Fliethman,Don Warden for Mike Geile,and Mike Savage;staff members
Jon Baker,Julie Walde,Jay McWilliams,and Linda Weingardt;and guests Greg Langhart and Tern
Thornberry from Qwest, who briefly informed of EPN, a Reverse 911program, and handed out
information.
MINUTES: Kim Fliethman moved, seconded by Tom Bizzell, that the minutes of the May 15,
2001, meeting be approved as presented. Minutes were unanimously approved.
OLD BUSINESS:
1. Staff Report:Jon Baker introduced Julie Walde,new Director of Computer Services,and Jay
McWilliams,PC Specialist. He also advised that an additional Dispatcher has resigned, as
have 3 call takers, leaving Dispatch down 41/2 Dispatchers and 3 call takers.
Jon also advised that concerning the new recording system,staff has looked at two systems,
one from RACAL and one from Dictaphone. Demonstrations were provided by both and
both are DVD based. A proposal was received from RACAL and when they were asked
about what would happen when we go to 800 mhz, they advised that it is currently
impossible to record 800 mhz transmissions. Dictaphone was contacted and advised the
same information. RACAL is working with Motorola to provide a solution to this problem
and it is anticipated that something will be available in 2-3 months. Their system has a 15-
day instant recall,has the capability of storing one month's worth of calls on one DVD, and
has a built-in call check. This would save the cost of replacing the call check system which
is also becoming outdated. The cost is approximately$30,000 and the annual maintenance
is approximately $3,000. Pending completion of the solution to recording 800 mhz
transmissions, Jon advised that he will wait until the solution is provided before asking the
Board to replace the system.
A question was raised about the 800 mhz system and Jon advised that the 800 sets worked
fine for five weeks then started developing problems. Greeley has been on and off the 800
system several times. Motorola has several technicians in Greeley working on the problem.
As an up-note,during the first five weeks of operation,officers indicated the radios worked
great.

NEW BUSINESS:
1. Tom Bizzell moved, seconded by Rod Deroo, to approve payment of$27,069.40 to Qwest
for monthly service. Motion was unanimously approved.
2. In order for all Medical Priority EMD users to maintain backing and licensing from Medical
Priority,they are required to upgrade to v. 11 by September. Jon provided a cost breakdown ,
for the upgrade as follows:
Card set update ($23/set x 7 sets) 161.00
Training video 165.00
Notebooks (38@$12.50) 437.50
4 field response guides 40.00
1 QA protocol guide 45.00
ProQA update (8@$395) 3,160.00
TOTAL $4,048.50
Training provided by Medical Priority is $3,000 per session and it is estimated that three
sessions would be needed to train all Dispatchers. Jon advised that the Dispatchers will train
themselves with the Training Video(which requires 4 hours),overtime costs incurred for the training
(using average OT rate) would be approximately $3,000. He proposed that Greeley track the
overtime hours for training,pay the Dispatchers,and submit a bill for reimbursement from the E-911
Board. Tom Bizzell moved, seconded by Kim Fliethman, to purchase the v.11 EMD software for
$4,048.50 and to reimburse Gregley Police Department for training overtime not to exceed$3,500.
Motion was unanimously approved.
