HomeMy WebLinkAbout20020084.tiff Minutes WELD COUNTY COUNCIL ' _z Fig 2111rember 20, 2001 Dc.r, County Centennial Center r Tape 171 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10th Street, Greeley, CO, 6:30 p.m. ROLL CALL: The meeting was called to order by President Dwaine Kurtz. Vice President Joyce Smock, Councilman Mitchell Martin, and Councilman Douglas Rademacher were present, constituting a quorum of the members. Councilwoman Jody Malone was absent. Also present: Members of the Board of County Commissioners including Commissioner Geile, Commissioner Jerke, Commissioner Long, Commissioner Masden, and Commissioner Vaad; Judy Barn, Jesse Fanciulli, Erica Flores, Ron and LuAnn Halverson, Mr. Frank Hempen, Ray Sauer, Jack and Margaret Urban, Don Warden, and the Council secretary, Bev Thomas. PUBLIC HEARING: Consider Request for Approval of 2002 Increased Tax Revenue Commissioner Geile presented the Commissioners's request for the 2002 County budget to exceed the 5% tax revenue limitation imposed by the Weld County Charter. Mr. Warden, Weld County Finance Director, presented the Commissioners' plans to budget and designate the $2.6 million increased revenues for the purposes of road and bridges in Weld County with $650,000 allocated to towns in Weld County. The levy would equal the Colorado TABOR limitation law, but still allow approximate county mill levy decrease of 7%. Mr. Halverson commended the Commissioners for trying to deal with the dust problems which are intolerable in his neighborhood on Weld County Road 5. He said that he is asking that Weld County treat the roads to the standard dictated by State law. Margaret Urban said the dust is terrible where Weld County Road WCR 42 intersects with County Road 5. She said a dust cloud actually hovers there and it is a health hazard. At President Kurtz's request, Mr. Hempen, Public Works Director, explained the county's dust abatement treatment plans. Mr. Hempen also explained traffic counts in Weld County, as required by State law, are averaged over the entire year. President Kurtz closed public comment. 01-07-otI J 2002-0084 Weld County Council Minutes November 20,2001 Page 2 of 3 UNFINISHED BUSINESS: Consider 5% Tax Limitation Increase - Resolution 134 Councilman Rademacher made a motion to approve Council Resolution 134 regarding Approval of 2002 Increased Levy. Vice President Joyce Smock seconded the motion. The motion carried with the following vote: President Kurtz, Vice President Joyce Smock, Councilman Mitchell Martin, and Councilman Douglas Rademacher voted yes. Resolution 134 is made part of these minutes. Report to the People on Weld County Treasurer's Office - Dated 11120/01 Councilman Douglas Rademacher made a motion to approve the November 20th Report to the People regarding the Council's review of the Weld County Treasurer's office. Vice President Joyce Smock seconded the motion. The motion carried unanimously. The Report is an attachment to meeting minutes. Correspondence RE: Coroner's Office This topic was moved to the December Council agenda. AGENDA ADDITIONS/APPROVAL: There were no additions to the agenda. APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to approve the October 16 and October 23, 2002 Council meeting minutes. The motion was seconded and carried. PUBLIC COMMENT: There was no additional public comment. NEW BUSINESS: APPOINTMENTS AND ANNOUNCEMENTS: Councilman Douglas Rademacher will try to attend the November 26, 2001 Elected Officials meeting. CORRESPONDENCE: The Commissioners' Resolution setting mileage reimbursement rate indexed to Internal Revenue service mileage rate was noted. COORDINATOR REPORTS: Vice President Joyce Smock reported on her meeting with the County Clerk and Recorder, Ms. Suki Tsukamoto. Councilwoman Smock said Ms. Tsukamoto was very positive about the changes and improvements that have been made at the Clerk and Recorder's office. Councilman Douglas Rademacher was pleased that concerns about emergency communication services between Weld County and bordering counties are being addressed. Mileage for Councilman Mitchell Martin $ 39.04 Mileage for Councilman Douglas Rademacher $ 34.16 Mileage for Councilwoman Joyce Smock $109.80 Postage and Office Supplies for Bev Thomas $ 16.44 The motion was seconded and carried. ADDITIONS TO THE AGENDA: There were no additions to the agenda.
