RESOLUTION
RE: GRANT REQUEST OF MICHAEL PRATT FOR A TEMPORARY CERTIFICATE
OF OCCUPANCY FOR PROPERTY LOCATED IN PARKLAND ESTATES
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, a Subdivision Improvements Agreement concerning
Parkland Estates has been executed and amended to show that a
100 , 000 gallon water storage tank shall be installed before
any Certificates of Occupancy are issued, and
WHEREAS, Michael Pratt, owner of Lot 28 , Block 2 , Parkland
Estates, has requested approval for a temporary Certificate of
Occupancy for a residence located on said lot, and
WHEREAS, the Board has considered the request and finds that
a temporary Certificate of Occupancy should be issued for a
period of sixty (60) days .
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the request of Michael
Pratt for a temporary Certificate of Occupancy for a residence
located on the abovedescribed property be, and hereby is, granted
for a period of sixty (60) days.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 25th day of
June, A.D. , 1980.

To whom it may concern :
Enclosed is a request and related information regarding a proposed change to the
Subdivision Improvements Agreement for the area known as Parkland Estates (see
attached for legal description) .
When the Subdivision was approved by the Board of County Commissioners , the
Improvements Agreement stipulated that a 200,000 gallon water storage tank would
be installed on the site for the purpose of providing water supply to the devel-
opment. The current request concerns the modification of the storage requirement
from a 200,000 gallon storage tank to a 100,000 gallon storage capacity, the
latter of which may involve more than one (1) tank.
This notice is to provide you an opportunity to comment on the proposed change(s)
which have been requested. Please comment in accordance with the format on the
attached form by June 2, 1980. Thank you for your prompt attention to this matter.

d. Off-street parking will be provided near the aircraft hangar and
tie-down area . There will be approximately SO spaces .
e . The estimated total number of gallons of water required per day
is 30 , 000 domestic and 14 , 000 for irrigation , with a storage tank
providing for 200 , 000 gallons .

Dear Mr. David:
Reference is made to that certain letter dated the 1st day of
May, 1980 from Mr. Eldon Von Ohlen, Senior Vice-President of
Meurer, Serafini and Meurer and addressed to the Board of County
Commissioners of Weld County. That letter pertains specifically
to a certification from Meurer, Serafini and Meurer for a 100, 000
gallon water storage tank as the maximum requirement for the Park-
land Estates Subdivision.
This letter is to be considered a formal request on behalf of our
client, Parkland Estates, Inc. , for the modification by the Board
of County Commissioners of Weld County of the existing Subdivision
Agreement in which Parkland had agreed to install a 200 , 000 gallon
water tank. At the time the 200, 000 gallon computation was made
by VTN Colorado, Inc. there was a miscalculation and the result
was the inclusion of a 200 , 000 gallon requirement in the Subdivi-
sion Agreement between Parkland and the County.
The certification furnished to the County by Meurer, Serafini and
Meurer is predicated on requirements of the applicable fire pro-
tection district. Mr. Jarvis advised Meurer, Serafini and Meurer
that the Weld County authorities rely on the requirements of those
districts in the computation of appropriate sizing in cases such
as this.
It would be appreciated if this Application for a Modification
of the Subdivision Agreement could be processed as rapidly as
possible in order to permit Parkland to complete the installa-

tion of its water system. Please contact the undersigned if
additional information regarding this request is needed by
either you or someone else on behalf of Weld County. Thank

The April 29, 1980 letter fiuu MSM Consultants, Inc. is not responsive to the
conditions stipulated in the Board Resoultion of April 24, 1980.
It is reoamended that a reply to the Parkland Estates Developer be sent with
the following text:
"In view of the importance of verifying the domestic water and fire protection
requirements for the Parkland Estates Subdivision, the Board is of the opinion
that the MSM Constultants, Inc. letter of April 29, 1980 does not meet the intent
of the Board Resolution of April 24, 1980.
The minimum documentation acceptable to the Board is a signed, sealed repurt
prepared and certified by a Professional Engineer iegistered in Colorado containing
the following:
- The references for the criteria used in making the determination of
requiieJtents.
- Documentation from the Insurance Services Office indicating any changes
to the Fire Class rode for Parkland Estates, due to the decrease in water
storage capacity.
- Detailed breakdown of calculations showing haw water storage capacity was
cutvuted based on referenced criteria.
- Name and address of the Fire Marshall or Chief of the cognizant Fire District
- Doctmentation fran the cognizant Marshall or Chief that Parkland Estates is
within his district and that the 100,000 gallon storage capacity moots the
requirements for his particular district and is adequate to fulfill all of tl
requirements of the subdivision and related air-park facilities for fire
protection after development of all 91 lots has been accutvlished.
- Certification that the water system including storage tank capacity recuu-
mended are adequate to fulfill all of the requirements of the subdivision
and related air-park facilities for fire protection, domestic assumption,
lawn and garden care and any other resonable need of the inhabitants after
. '7/lopment of all 91 lots has been accuthlsihed."

RE: Domestic and Fireflow Requirements for Parkland Estates
Gentlemen:
In response to recent questions concerning water storage
requirements for the above referenced development, we have
investigated various criteria.
Using urban design criteria, we calculate fire storage using a
combination of house area, spacing, and type of construction, all
according to the Insurance Services Office guidelines for
fireflow determination. For domestic storage, we calculate the
storage volume as being the difference in peak flow less well
capacity, for four hours. These calculations amount to 74,000
gallons for domestic storage for the ultimate development of 91
units.
Under rural circumstances , where an organized full time fire
department does not exist, we look to other methods for fireflow
storage, usually consulting with the local fire departments.
Parkland Estates is in the Niwot Volunteer Fire Department
jurisdiction, which is , in turn, under the Longmont Fire District
jurisdiction. Mr. John Pakan, Chief of the Niwot Volunteer Fire
Department , has stated that what he feels is adequate storage for
fireflow is "the size of the house in square feet, divided by
seven, times four houses" , or 24,000 gallons . Mr. Don Marvin,
Chief of the Longmont Fire District has said that the minimum
storage requirements should be for "500 gallons per minute for 20
minutes" , or 10 ,000 gallons .
Each of these criteria, coupled with the domestic storage of
74,000 gallons , yields a total storage of 98 ,000 gallons , and
84 ,000 gallons , respectively.

It is our opinion, therefore , that by supplying a 100 ,000 gallon
storage tank, that the development will have adequate fire plus
domestic storage. We certify that our opinion is based on
acceptable engineering practice.
