HomeMy WebLinkAbout20010742.tiff RESOLUTION RE: APPROVE EXPENDITURE AUTHORIZATION REQUEST FOR WORKFORCE INVESTMENT ACT ADULT DISCRETION AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Expenditure Authorization Request for the Workforce Investment Act Adult Discretionary Funds from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Employment Services of Weld County, to the Colorado Department of Labor and Employment, commencing May 1, 2001, and ending June 30, 2002, with further terms and conditions being as stated in said request, and WHEREAS, after review, the Board deems it advisable to approve said request, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Expenditure Authorization Request for the Workforce Investment Act Adult Discretionary Funds from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Employment Services of Weld County, to the Colorado Department of Labor and Employment be, and hereby is, approved. The request is for $75,000 to identify the current employment and training options available to employers, and to increase the work skills of limited English speaking individuals. Additional strategies will be developed and implemented with employers to address the need to increase English skills on the job. Aims Community College, Right to Read, the Division of Vocational Rehabilitation, and a number of employers helped develop this proposal. Year, and Amount of funds: WIA Adult Discretionary Funds PY 00 $75,000 Period of Performance: From: May 1, 2001 To: June 30, 2002 1. Conceptual Framework Identification of Issue(sD and or Problems and the Effect on the Local Workforce: The skills of the incumbent and potential workforce with limited English as been identified as a unmet need during the Weld County Workforce Development Board strategic planning process for 2000-2001. A number of employers. either on the Board or those listing with Employment Services, have indicated a need to increase the current workforce skills for employees who are non-English speaking or who have limited English. Employers either are unaware of how to access resources to meet their needs, or have used existing resources and found that they did not meet their needs. In addition, human resource personnel and/or supervisors who are working with the expanding limited English speaking workforce, do not posses the skills or have access to resources to address personnel issues. Employers have indicated that their limited English speaking workforce is locked into entry level positions, because they are limited in communicating or learning new skills to move up in the company. Demonstration of the Appropriateness of the Method to be used to Address the Issue. i.e. Research/study. Pilot Project, Employment and Training Activities.- This project will incorporate a research/study and pilot projects to address the issues identified. ❑ Research/Study The project will identify the current employment and training options available to employers to increase the work skills of the limited English speaking employees. This research will include options for translating job skills; training in employer specific skills, identifying alternative methods to delivering English skills and costs for the alternative delivery methods. During the research/study phase, alternatives will be identified to assist human resource departments in translating key employer policies such as health benefits, etc. into Spanish and identify a list of translators to help employers deal with complaints, etc. ❑ Pilot Projects. At least five strategies will be developed and implemented with employers to address the need to increase English skills on the job. These are discussed under section 2 of this proposal, Participation of Local business and Industry. A Detailed Description of the Goals and Objectives of the Project • Increase the number of alternatives for delivery of English as a Second Language at the work site. ► Develop Spanish curriculum in construction trades from English to Spanish and provide training on site. • Develop Spanish curriculum for key human resources issues and training. • Develop a list of resources available to employers to address their job specific and English skills needs. I. Encourage learning English through the participation of the Spanish radio stations and identify partnerships marketing techniques with employers. P. Use computer assisted instruction and test benefits of learning English on the computer as well as gaining computer literacy skills. ► Develop a Resource Guide for employers. ► Provide 60 to 80 incumbent workers with English Workplace skills and 15 to 20 human resource managers and supervisors with Spanish skills. A Description of the Scope of Work and Tasks Involved in Accomplishing the Protect. This proposal is a partnership between employers,Weld County Workforce Development Board, Employment Services, Aims Community College, Right to Read, Rocky Mountain SER, Division of Vocational Rehabilitation and radio stations KGRE Tigre and KJJD- La Nueva Ley. Right to Read, Aims Community College, Northern Colorado Adult Education Center and Employment Services will meet with their respective employers to determine the specific design, curriculum and outcomes expected by the employer. A task force consisting of representatives of the radio stations, Aims Channel 19, and other partners will be formed to develop a marketing campaign to increase the awareness of the need to speak English and the results of the campaign will be distributed as appropriate. This task force will also look for additional partner employers to sponsor this initiative. All students will be assessed, tested and placed according to either BEST test or the CASAS written assessment units. 2. Participation of Local Business and Industry The following local businesses and industries have been identified as initial participants in the project. Advanced Forming Technology, Frederick. This employer is interested in an intensive 3 day 2 hours per day, English as a Second Language course on site. Either Aims Community College or the Northern Colorado State Resource Center will deliver this program. Also being explored is a Spanish class to increase the ability of supervisors and human resource personal to communicate with the non-English speaking workforce and demonstrate response by learning their language. Advanced Forming Technology will provide monetary incentive for employees to participate. KanBuild Milliken. This company is planning to increase its workforce by 40% of which, approximately 15% are expected to be non-English speaking. Due to the rapid increase of staff, KanBuild sees the need to provide job specific training in construction trades for the limited English speaking workforce. Aims Community College will develop the construction trade training in conjunction with KanBuild. This training will be delivered on site. Manpower and RR Donnelley. Greeley. Two strategies have been initially identified to assist these two employers. RR Donnelley uses Manpower for temp to hire positions. All hires have to possess some English. Manpower has approximately 60 monolingual employers at both RR Donnelley and other sites. These businesses will test the strategy of using computer assisted instruction to gain English and computer skills. Both Aims Community College and Employment Service's Learning Lab will be available for this project. Manpower has not indicated at this time what incentives it will offer to employees. Morwai Dairy Greeley. Approximately 60% of its workforce has limited English skills. A ten week class on site will be provided by Right to Read. The curriculum for the class will be designed to meet the needs of the various levels of competency of the students as well as meeting a workplace literacy need. The natural progression of this type of class work and planning will lead to Adult Basic Literacy, provide students the ability to read workplace notices, and communicate with the monolingual English Staff. Colorado Sweet Gold. Johnstown and other employers, including the ones mentioned previously, have indicated an interest in learning Spanish as it relates to human resource management. Aims Community College will develop the curriculum and test a class for employers. A human resource manger will lead the task force in identifying curriculum, marketing to employers and assessing its effectiveness. Support for this project will vary with the different employers. Support may include tuition assistance, incentives, and personnel time. The grant will pay for costs not covered by the employers. 3. Innovation The project's innovation strategies include: i• Employers have assisted in developing this project to meet their various needs. • Provides alternatives to standard delivery methods for English as a Second Language at the work site. • Explores options that employers can access to address needs in human resource areas. Develops innovative delivery methods of gaining English work place skills. • • Provides a data base of success of each individual modality based on the populations served. • Provides a resource guide for employers. 4. Measurable Outcomes ▪ A number of alternatives for delivering English as a Second Language will be developed in conjunction with employer partners. • Each alternative will have measurable outcomes to demonstrate the effectiveness of the delivery method, the provider of services, and an analysis by the employer in meeting their needs. • A Resource Guide will be developed which will identify services providers, identify options for developing and delivering English work place skills on the job; model strategies as demonstrated through this projects, costs, and translator resources. 5. Budget Narrative A. Personnel .50 FTE- Project manager for the day to day operation $14,372.53 Personnel costs are directly related to the program. The Project Manager will work directly on the research, pilot projects and development of the resource guide. The Project Manager will provide direct program over site and evaluate and monitor the pilot projects and research. B. Fringe Benefits (Rate) Fringe benefits are calculated at 28% of base salary and are included as a cost to the project. Benefits include health care, social security, workers compensation, short term disability, and retirement benefits. .50 FTE-Project manager for the day to day operation $ 4,024.31 C. Travel The Project manager will travel throughout Weld County for recruitment, monitoring of pilot projects, and follow-up visits with employers. It is estimated that staff will log approximately 274 miles per month fora total of 3279 miles over the 12 month duration of this project. Weld County reimburses mileages at a rate of$.305 per mile. Mileage reimbursement 3279 @ $.305 per mile $ 1,000 D. Equipment Not Applicable. Employment Services will not purchase any equipment under this proposal E. Supplies Supplies will include materials and books for participants enrolled in the components of this project not covered by the employers. It is anticipated that approximately 30 individuals will be in need of books for ESL. Books and Supplies for 30 participants $ 800 F. Contractual Although Employment Services will not contract for any services under this proposal, services will be purchased from Aims Community College, Right to Read, and Northern Colorado Adult Education Center for the development and delivery of curriculum, instruction, evaluation of materials, and fees for lab participation at Aims or Employment Services. Purchase of Services $44,303.16 G. Other Administrative Costs Administrative costs include fiscal tracking, procurement of services, secretarial services, and overhead and operating expenses for the Employment Services building. Administrative and Overhead $ 7,500 Printing and materials costs This includes the costs for the printing, binding, marketing and distribution of the resource guide developed under this project.
