This project falls primarily under the purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows: COMMENTS: Access: The access is gained from the 1-25/WCR 8 Interchange to the west 1-25 Frontage Road. The Frontage Road is the jurisdiction of the Colorado Department of Transportation (COOT). Access permits, additional requirements, or upgrading permits shall be verified by Gloria Idler or Tess Jones at the Greeley office. The Frontage Road is paved south of the Interchange to the entrance of the facility. From that point south, it is unimproved. This facility is located within the Southwest Study Area Capital Improvement Needs Requirements. REQUIREMENTS: Access: The access road and approach radiuses shall be capable of accommodating two-way traffic and large truck traffic, which will supply products to the facility. A minimum width of 24 feet with a 40-foot radius shall be required. Off-Street Parking: The off-street parking spaces including the access drive shall be surfaced with gravel,asphalt, concrete, or equivalent, and shall be graded to prevent drainage problems. Circulation: The applicant shall place on the plat a circulation pattern throughout the facility that will accommodate two-way traffic and adequate turning radiuses, loading and unloading areas to accommodate 18 wheelers. Storm Water Drainage: The site slopes to the southwest into Little Dry Creek. Any run-off from this site shall be retained and released at a historical flow as not to impact any downstream property owners. The Fire District does not object to the storage of landscaping materials on the property or to the use of the existing structure as an office; however, any new construction on the property will have to meet the current requirements of the District. All new buildings, including a single family residence, shall be designed and constructed in accordance with the provisions of the Uniform Fire Code, as ratified by the Weld County Commissioners, and all other applicable codes and ordinances, as enforced by Weld County. All plans for future construction must be submitted to the Fire District for review and approval prior to the issuance of building permits. Water supply for fire protection must be provided for any new structures built on the property. Currently, there does not be appear to be an adequate water supply for fire protection in the area. As an example, if the proposed 20,000 square foot building is constructed of Type II-N or III-N construction, a minimum fire flow of 3,000 gallons per minute, measured at a residual pressure of 20 pounds per square inch would be required. This water supply would need to be provided by at least three fire hydrants. All hydrants used to meet the required water supply shall be within 600 feet of the building as measured along approved fire apparatus access routes around the exterior of the building; and, at least one fire hydrant shall be located such that it is within 450 feet of all portions of the building. Fire apparatus must be provided to the property and all buildings. Our Department recommends approval. Prior to recording the plat: 1. An Air Pollution Emission Notice(A.P.E.N.)and Emissions Permit application must be submitted to the Air Pollution Control Division, Colorado Department of Health and Environment for emissions of criteria, hazardous or odorous air pollutants. Sources of such emissions include but are not limited to the following: sandblasting operations,mining, spray paint booths, dry cleaners, haul road traffic, composting, boilers and incinerators. 2. A dust abatement plan shall be submitted to the Environmental Health Services, Weld County Department of Public Health &Environment, for approval prior to operation. The facility shall have sufficient equipment available to implement the dust control as required by the Environmental Health Services. 3. The existing septic system(Permit#G-930223)shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of an observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current regulations. 4. All future shops with restrooms shall install an individual sewage disposal system and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system(s) is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. The following conditions are recommended to be part of any approval: 1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. g EXHIBIT s III Rickers, Henry USR-1315 Page 2 4. Fugitive dust shall be controlled on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Industrial Zone as delineated in 25-12-103 C.R.S., as amended. 6. Adequate toilet facilities shall be provided for the employees and customers. 7. An individual sewage disposal system is required for the proposed residence and shall be installed according to the Weld County Individual Sewage Disposal Regulations. 8. The existing septic system (Permit#G-930223) shall be utilized for the 30'x 40' office. 9. The facility shall utilize the existing municipal sewage treatment system when it becomes available to this site. 10. The applicant shall remove, handle, and stockpile overburden, soil, sand and gravel from the facility area in a manner that will prevent nuisance conditions. 11.
