HomeMy WebLinkAbout20012051.tiff Minutes WELD COUNTY COUNCIL / i il: 25 June 19, 2001 Tapes 164AB2001 i t n _ The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday, June 19, 2001, 6:30 p.m. ROLL CALL: The meeting was called to order by President Dwaine Kurtz. Vice President Joyce Smock, Councilwoman Jody Malone, and Councilman Douglas Rademacher were present, constituting a quorum of the members. Councilman Mitchell Martin joined the Council at 6:50 p.m. Also present: Mr. Ron Broda, Mr. Frank Hempen, Anne Cummings, and the Council secretary, Bev Thomas. REVIEW PROGRAM: Vice President Joyce Smock introduced Mr. Ron Broda, Vegetation Management Specialist of Weld County Public Works. Mr. Broda explained that Weld County's Comprehensive Code Chapter 15 updated Weld County's Noxious Weed Management Plan as of May 2001. Chapter 15 is Weld County's response to Colorado's 1990 Weed Management Act which required counties to have weed management plans by 1992. Chapter 15 sets requirements for all landowners, including Weld County government, to carry out weed control measures. The weed species to be managed by law in Weld County are all nonnative to the area and include: Leafy Spurge, Canada Thistle, Musk Thistle, Field Bindweed, Russian Knapweed, Scotch Thistle, Diffuse Knapweed, Spotted Knapweed, and Dalmatian Toadflax. Mr. Broda outlined the requirements of landowners regarding weed management and Weld County's policies for: assisting landowners with weed management; controlling weeds along county roads; enforcement of noncompliance to Weld's Noxious Weed Management Plan. AGENDA ADDITIONS/APPROVAL: The agenda was approved as printed. APPOINTMENTS: Councilwoman Joyce Smock and Councilman Mitchell will attend the July 9, 2001 Elected Officials Meeting. APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to approve the May 15, 2001 Council minutes. The motion carried. Vice President Joyce Smock made a motion to approve the May 29, 2001 Council minutes. The motion carried. PUBLIC COMMENT: There was no public comment. lam"', " -' 2001-2051 Weld County Council Minutes June 19,2001 Page 2 of 3 UNFINISHED BUSINESS: Social Services Concerns President Dwaine Kurtz explained Social Services is an extension of Colorado State Government and therefore the Weld County Council has no authority to address Social Services concerns. A letter stating that fact will be sent to citizens who presented at the May 15 Weld County Council meeting. Performance Audit of Treasurer's Office President Kurtz reported that he, Vice President Joyce Smock , and Councilman Douglas Rademacher had meetings with Weld County Accounting Department and with staff of Deloitte and Touche regarding the performance audit of Weld County Treasurer's Office requested by Council. Mr. Kurtz's understanding is that Deloitte and Touche began the forensic audit (for the District Attorney's Office) and possibly the performance audit June 18 or 19, 2001. Councilman Rademacher reported the auditors plan to be finished in approximately two weeks. The Board of County Commissioners approved up to $34,000 to pay for the forensic and performance audits. President Kurtz clarified the traditional financial audit of the Treasurer's Office is being conducted by Anderson and Whitney Accountants. However, Deloitte and Touche representatives will be conducting a forensic audit of"borrowed funds" and as a result of seeing how the office works, the Council will also receive the requested performance audit. Councilman Kurtz anticipates the performance audit will account for a limited amount of the total bill. He shared a memo draft he had prepared answering questions raised by the press regarding the audits of the Treasurer's Office. NEW BUSINESS: Out-of-Town Council Meetings Time/Dinner The Council discussed having dinner with local government representatives before the Council's out-of-town meetings. Out-of-town meetings are scheduled for 7:00 p.m. with dinners, if held, to be at 5:30 p.m. Weld County Council's 2002 Budget Request Council members reviewed the proposed 2002 Council budget request. Vice President Joyce Smock made a motion to accept the proposed 2002 budget. (totaling $26,106.) Council Members Parking at Weld Centennial Center Council members accessing ticket-free parking spaces to attend day time meetings at Weld County Centennial Center was discussed. Councilman Mitchell Martin accepted a key and code giving him access to use "visitors' parking" in the Center's underground parking lot. President Kurtz asked Councilwoman Malone to follow up on a copy of a June 15, 2001 letter to Commissioner Jerke regarding a road issue in District 3. COORDINATOR REPORTS: President Kurtz reported he attended the Commissioners' meeting the day the financial request for the Treasurer's Office performance audit was funded per the Council's request. PAYMENT OF THE BILLS: Councilman Douglas Rademacher made a motion to approve the bills as listed: Mileage for Councilwoman Jody Malone $ 62.22 Mileage for Councilman Mitchell Martin $ 39.04 Mileage for Councilman Douglas Rademacher $ 51.24 Mileage for Councilwoman Joyce Smock $109.80 Postage for Bev Thomas $ 11.88 President Kurtz for mailing/copies/postage $ 7.65 The motion was seconded and carried. ADDITIONS: Open House Councilwoman Jody Malone told the Council that Lloyd Land, who plans to build a power plant near Hudson, is hosting an open house Thursday, June 21 near Weld County Road 51 and 16.
