A public hearing was conducted on May 16, 2001, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated May 4,2001, and duly published May 9,2001, in the
Tri-Town Farmer and Miner, a public hearing was conducted to allow citizens to review and
comment on the performance of the County of Weld in carrying its activities with the Weld/Larimer
Revolving Loan Fund Project.
Mr. Warden stated once a project is complete, the Board is required to hold a hearing to receive
public input. He stated the matter was published on May 9, 2001, notifying the public of this
hearing. Mr. Warden stated Weld County received a CDBG grant in the amount of$516,437.00
for providing revolving loans through EDAP. He explained Morwai Dairy was loaned $500,000.00,
no County dollars were involved, and the project created 26 jobs of low to moderate income. Mr.
Warden stated once a CDBG project is completed, the County is required to hold a hearing to
receive any public comment. Chair Geile stated the County receives block grants from the State;
however, the funds cannot be used for projects within the cities of Greeley, Fort Collins, or
Loveland. He reviewed various other projects that have been completed, and stated the County
has contracted with EDAP to take a look at the applications. Mr. Warden added the County has
been involved in funding various CDBG projects for approximately seven years,and there has been
only one instance where the entire loan was not repaid. In response to Commissioner Masden, Mr.
Warden explained the State receives money from the Federal government, and the funds are to
be used for completing infrastructure,housing,or economic development. He further stated private
parties, are also eligible for the funds, and the loans generally have a low interest rate between
three and seven percent. Responding to Commissioner Jerke, Mr. Warden stated the funds are
only distributed through loans, not grants. Chair Geile commented this is a good opportunity for
communities. No public testimony was offered concerning this matter. Mr. Warden stated no
action is required by the Board.

A. PROJECT DESCRIPTION (as stated in Paragraph A in Scope of Services outlining Proposed Accomplishments):
This project consists of providing Community Development Block Grant("CDBG")funds to the Contractor(Grantee)
to continue a Revolving Loan Fund ("RLF"),the purpose of which is to encourage economic diversification and
job creation which addresses the CDBG program objective of benefit to very low-, low-, and moderate-income
persons in Weld and Larimer Counties with the lead county designated as Weld County and subject to the
provisions contained in the contract Scope of Services.
B. ACTUAL ACCOMPLISHMENTS
With the funds available under this contract, the Grantee was able to provide$500,000 in business assistance
to a start-up dairy operation: Morwai Dairy of Hudson, Colorado. Morwai created 26 new jdbs, of which all
26 jobs benefitted low to moderate income persons. An additional$16,437 in contract funds was used for
administration of the program during the term of the contract.
C. REMAINING ACTIONS
The only remaining action is completion of the Grantee's annual audit report for the year 2000. It is anticipated
that the audit will be submitted to OED by no later than June 30, 2001.

Development Action Partnership, Inc. (EDAP),will complete its 2000 audit by July 31,2001. The firm
preparing EDAP's audit is Cole&Crosier, P.C.of LaSalle, Colorado.

ACTIONS WELD COUNTY TAKES TO PROMOTE FAIR HOUSING
Post"equal housing opportunity" posters and/or decals in conspicuous places.
Include information about fair housing in materials used to familiarize the community with local
CDBG program services.
Include statements of fair housing policies in local CDBG program goals, objectives, and
administrative procedures.
Use"equal housing opportunity" slogan and logo on official letterhead of Housing Authority and in
all printed materials related to the local CDBG program.
Assist local Housing Authorities, builders, developers, and property owners in developing outreach
programs to attract minorities and females.
Create and/or provide financial support for a local Housing Authority.
Conduct special studies to ensure that minority and female housing needs are adequately
identified.
Review zoning ordinances and comprehensive plans to ensure that they promote spatial de-
concentration of assisted housing units.
Provide housing counseling services which assist minorities and women seeking housing outside
areas of concentration.
Adopt a code enforcement ordinance which compels landlords to keep their housing in safe and
sanitary condition.
Assist migrant farm workers in locating housing in rural Weld County by encouraging private efforts
and subsidizing efforts of non-profit agencies.

The Weld County Commissioners will conduct a public hearing in the first floor hearing room

and date specified. The purpose of the hearing is to allow citizens to review and comment on the
