WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, at a duly and lawfully called regular meeting held on the 26th day of March, 2001, at which meeting there were present the following members: Chair M. J. Geile and Commissioners Glenn Vaad, William H. Jerke, and Robert D. Masden, with Commissioner David E.
