1. Explain, in detail, the proposed use of the property.
The site will be used by an excavating company for a small office facility,including building and storage areas.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22.
This proposal conforms to the Comprehensive Plan and is consistent with Chapter 22 of the Weld County Code in a number of
ways. While conserving the surrounding prime farmland for the agricultural purposes of the county, it will also provide the fanning
and ranching community by supplying its services to farmers and ranchers for construction of roads,ponds,and installing utilities.
This project is not large enough to be considered urban in scale.
3. Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and the zone district in
which it is located.
This proposal will not interfere with agricultural work,production or activities which will make it consistent with the Agricultural
Districts intent. As mentioned above,this proposed use could lend itself useful to the Agricultural and ranching community.
Through the Use by Special Review process,a construction company is allowed within the"A"district. We feel this will provide
farmers and ranchers of the area with a beneficial service.
What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding
.and uses.
A large natural gas compression facility is immediately south of the proposed site. 500 feet to the northwest is an oil and natural
gas well. One half mile northeast from this site is an oil waste dumpsite. Our proposed interest in this property is for an excavating
company which involves the use of heavy equipment;however,the land use of the surrounding area also requires heavy equipment.
The oil compression facility requires various large sized machines,the oil waste dumpsite attracts large trucks. The excavation
company is not as complex as the surrounding activities,but is synonymous with them because they share the need of specialized
large-scale machines.
5. Describe, in detail, the following:
A. How many people will use this site?
b. How many employees are proposed to be employed at this site?
c. What am the hours of operation?
d. What type and how many structures will be erected(built) on this site?
e. What type and how many animals, if any, will be on this site?
f. What kind(type, size, weight)of vehicles will access this site and how often?
g. Who will provide fire protection to the site?
h. What is the water source on the property? (Both domestic and irrigation).
What is the sewage disposal system on the property? (Existing and proposed).
J. If storage or warehousing is proposed, what type of items will be stored?
The excavation company will employ 12 to 15 people who will use this site. Of these employees only two or three will work full
time at the site. Scheduled hours of operation are from 7:00 a.m.through 3:00 p.m. Planned construction is for one(possibly two)
structures. Animals will not be on the site. A semi tractor trailer and a dump truck(12,000 lbs.)will be on the site and stored inside.
Two to three times per month any of the following may be present on the site for service or temporary storage:4 Excavators(40,000-
60,000 lbs.),3 rubber tired backhoes(15,000-20,000 lbs.),2 loaders(20,000-35,000 lbs.). It should be noted that all equipment is
subject to and has paid specific ownership tax Fire Protection will be provided by the Ft.Lupton Fire Protection District. Potable
water will be supplied by Central Weld County Water District,Irrigation will not be used. No sewage disposal systems exist on the
property. At the time construction is approved the site will utilize Individual Sewage Disposal Systems. The septic systems will be
installed in compliance with requirements and regulations of the A(Agricultural)Zone District and the Weld County Health
Department. Items to be stored outside include pipe supplies,trench shoring boxes and rock excavating boxes; Items to be stored
inside include miscellaneous inventory items,i.e.:cast iron pipe fittings,bolts and compressors.
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan
map as pad of the application submittal.
Landscaping shall include a perimeter wind break of evergreen and red Cedar trees with a 3-4 foot burm of vegetation conducive
to the Colorado growing season. Other natural screening grasses and vegetation also will be planted about the property as ground
cover to reduce dust and erosion in an environmentally sound manner.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs.
Not applicable.
Explain how the storm water drainage will be handled on the site.
Due to soil permeability and a continuous gradual slope to the west storm water naturally flows and percolates away from the site.
Therefore the proposed finish grade will utilize the natural drainage of the site. Finish grade will be graded away from the proposed
buildings. No onsite detention is proposed due to the size of the site in comparison to the proposed impervious area.
9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin.
Upon approval,landscaping will begin immediately. Construction will then begin and take approximately 3-4 months to complete.
10. Explain where storage and/or stockpile of wastes will occur on this site.
Weekly pick-up of a commercial dumpster is the planned waste management(please see waste management plan attached
hereto).

Wastes Generated On Site:
1. Motor Oil: Used motor oil shall be stored in a storage tank located outdoors in the Northwesterly corner of the site.
Excess oil shall be contained and properly dispose of at Raptor Industries on a monthly basis.
2. Transmission Fluid: Used transmission fluid shall be contained and properly disposed of at Raptor Industries on a
monthly basis.
3. Anti-Freeze: Used anti-freeze shall be contained an properly disposed of at Raptor Industries on a monthly basis.

1. Fuel:
Gasoline: 500 gallon tank
The storage tank will be located within a containment basin constructed of concrete and having a capacity of 115%of the
storage tank capacity. The storage area will be located generally in the north central part of the site approximately 200 feet from
the main structure.
2. Motor Oil,Transmission Fluid,Anti-freeze and Hydraulic Fluid:
Approximately 50 gallons of each shall be stored inside the shop and in the containers in which the product was
purchased.
3. Starting Fluid:
Approximately One(1)case of starting fluid shall be stored inside the shop sand in the containers in which the product
was purchased.
4. Lubricants for Machinery(grease):
Approximately One(1)case of grease shall be stored inside the shop and in the containers in which the product was
purchased.
5. Cutting Torch(Oxygen and Acetylene):
Two(2)tanks of each shall be stored inside the shop and in the containers in which the product was purchased.
6. Propane:
Approximately One(1)500 gallon tank shall be stored outside the shop and in the containers in which the product was
purchased.
7. Miscellaneous Items:
Touch-up paint for equipment,pipe soap and cleaning fluids shall be stored inside the shop and in the containers in which
the product was purchased. Quantity of these items shall be minimal and purchased on a as needed basis.
All personnel are to be instructed in the following spill and countermeasure plans:
1. No tasks or compartments to be filled without prior checking of reserves.
2. No pump shall operate unless attended continuously.
3. Instructions will be held on oil spill prevention,containment and retrieval methods.
4. Instructions and phone numbers are to be publicized and posted at office regarding a spill.
