Thorpe, Controller for Morning Fresh Farms and Fred Otis, client's attorney to discuss the possibility of future expansion of the Morning Fresh Farms facility. During the discussion the concept of expanding an existing SUP or undertaking a new Use by Special Review permit for a composting kind of a facility was discussed. I discussed with clients that they had options dealing with both processing tracts. I recommended that the applicants would need to talk to the Weld County Department of Public Health and Environment to ensure that their composting would not need a CD from the state or any other type of local regulations. In our discussion, Mr. Thorpe stated that the only composting material that would come from off-site would be the fibrous wood-type material and that all other types of organic compost would be generated on the site. He seemed to be aware of the requirements from the state concerning composting. We also discussed the need for off- site road improvements to the facility as well as possibilities of conflict with existing oil and gas roads and needing the concurrence that would be the appropriate use for that facility. Further discussion pertained to the possibility of conducting a Recorded Exemption to create two (2) specific parcels out of the 80 acres. The applicant also requested further information as identified on SUP-160 and this information was given to the client. The applicants were given the correct procedural guides as well as those generated by the Department of Planning Services. Staff also appreciates the maps and records of other additions previously approved by the Department of Planning Services. Staff has reviewed your request for building permits for a bulk storage building and finds this request to be consistent with AmSUP-44. You indicated to me that this building would be used to store the same materials as is currently stored in buildings #44 and 45 as delineated on the map. You also indicated that the new building would take the place of the proposed expansion of buildings #44 and 45, as well as possibly the building just east of these buildings, due to congested circulation around these buildings. Although staff has determined that this request is consistent with AmSUP-44, please be advised that future changes may require an amendment to AmSUP-44. Please call me if you have any questions. We would like to construct a 20,160 square foot storage building which would be used to store packaging materials and finished goods (bagged lawn and garden fertilizers). The building would be 72' X 280' and 25' high. Construction: pole barn with metal siding (Morton Building). This building is needed for the following reasons; • The strong population growth over the past few years has outpaced our storage capacity. • The lawn and garden fertilizer business is highly seasonal. A large percentage of our annual business is done within four months each year. • Competition from large, nationally distributed brands has forced us to continually increase the variety of products we produce and inventory in order to compete. Although we have known for some time that additional storage space would be needed, and we provided for it when amending our special use permit, the exact configuration and location has changed somewhat since that time. We now find that extending the two existing buildings #44 and #45 (see "Planned Construction" on site plan) would not be very efficient and could cause some congestion problems. We would like to locate the structure approximately 500 feet directly south of Building #44. We feel this would provide much better access for shipping/receiving and the flow of packaging materials. First of all,we have decided not to build the two planned Layer Houses which were to be located immediately south of Layer House#28. We now want to use this location for the Machinery Storage Building- Secondly,I am including an update of this area of our site plan,with the two Layer Houses deleted and thelvlachinery Storage Building drawn in. Additionally,a slightly enlarged version that shows the distances to the nearest existing structures is also enclosed. As you probably noticed,the original plan was a little crowded, in this area for the size and type of equipment we utilize. The updated plan provides ample room for access to and around all structures. We wish to increase the size of the structure from 30'X 200'to 60' X 300' for the following reasons: 1. The equipment we use has continued to increase in size,causing the need for a larger building. 2. Initially,the 30'X 200'building seemed large enough but after more detailed planning it became obvious that it would be insufficient. 3. The larger building will be much more cost efficient over the long run. 4. We believe the larger building is a better match with the size of our other structures and will result in a more uniform and attractive appearance. 5. The larger building will allow us to store all of our equipment indoors, resulting in lower maintenance expense,longer equipment life and a more attractive facility.
