RE: APPROVE 2001 LIFE OFFICER GRANT AGREEMENT FOR COPS AND KIDS CAMP
AND AUTHORIZE CHAIR TO SIGN -COLORADO REGIONAL COMMUNITY
POLICING INSTITUTE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2001 Line Officer Grant Agreement
for the Cops and Kids Camp between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Sheriffs Office, and
Colorado Regional Community Policing Institute, with terms and conditions being as stated in
said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the 2001 Line Officer Grant Agreement for the Cops and Kids
Camp between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Sheriffs Office, and Colorado Regional
Community Policing Institute be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 23rd day of April, A.D., 2001.

2001 Line Officer Grant Agreement
This agreement, made the 6th day of April 2001, by and between the State of Colorado for the use and benefit of
the Weld County Sheriffs Office.
Whereas, authority exists in the Law and Funds have been budgeted, appropriated and otherwise made
available and a sufficient uncommitted balance thereof remains available for encumbering and subsequent
payment of this contract; and,
Whereas required approval, clearance and coordination has been accomplished from and with appropriate
agencies;
The Colorado Regional Community Policing Institute, in accordance with the provisions of the Public
Safety Partnership and Community Policing Act of 1994, 42, U.S.C. 37696dd (1994, as amended) and in
accordance with the Safe & Drug Free Schools and Communities Act(SDFSCA) of 1994, as amended,
awards a grant to the Weld County Sheriffs Office for the execution of the Cops & Kids Camp as
described in the Line Officer Grant Application 01-LO-56.
II. Colorado Regional Community Policing Institute will pay Weld County Sheriffs Office reasonable and
allowable costs of performance, in the amount of$1,200. Funds are to be requested on a
reimbursement basis only. Payment to grantee will be made only from receipts/paid invoices.
This amount has been set aside for the use of the Weld County Sheriffs Office for the Line Officer Grant
program described in application 01-LO-56.
Now therefore, it is hereby agreed that:
III. The Line Officer Grant Application serves as the Statement of Work and that payment will be made to
the above listed agency in accordance with Colorado State Fiscal Rules.
IV. In consideration of the obligation of Weld County Sheriffs Office to perform in accordance with
paragraph one, CRCPI will transfer$1,200 to Weld County Sheriffs Office upon satisfactory
completion of performance.
V. Availability of Funds Payment pursuant to this agreement, if in any part federally funded is subject to
and contingent upon the continuing availability of federal funds for the purposes hereof. If any of said
federal funds become unavailable, as determined by the department, either party may immediately
terminate or seek to amend this agreement.
VI. Record Keeping Requirements Weld County Sheriffs Office shall maintain a complete file of all
records, documents, communications and other material which pertain to this agreement for a period of
3 years from the date of final payment under this agreement, unless CRCPI requests that records be
retained for a longer period.
VII. Any failure of either party to perform in accordance with the terms of this agreement shall constitute a
breach of the agreement. Any dispute concerning the performance of this agreement that cannot be
resolved at the divisional level shall be referred to superior departmental management staff designated
by each department. Failing resolution at that level, disputes shall be presented to the executive
directors of each department for resolution. Failing resolution by the executive directors, the dispute
shall be submitted in writing by both parties to the State Controller, whose decision on the dispute shall
be final.
VIII. Commencement within 60 Days If a project is not operational with 60 days of the original starting date
of the grant period, the subgrantee must report by letter to the Division of Criminal Justice the steps taken
to initiate the project, the reasons for delay, and the expected starting date.
IX. Operational Within 90 Days If a project is not operational within 90 days of the original starting date of
the grant period, the subgrantee must submit a second statement to the Division of Criminal Justice
explaining the implementation delay. Upon receipt of the 90-day letter, the Division of Criminal Justice
may cancel the project, or where extenuating circumstances warrant, extend the implementation date of
the project past the 90-day period.
X. When issuing statements, press releases, and other documents describing projects or programs funded
in whole or in part with federal money, all subgrantees receiving federal funds, including but not limited to
state and local governments, shall clearly state (1)the percentage of the total cost of the program or
project which will be financed with federal money, and (2) the dollar amount of federal funds for the
project or program and (3) use the phrase: ..."through the Division of Criminal Justice, Department of
Public Safety."
XI. Either Party may terminate the grant with thirty days written notice of intent to cancel or terminate. The
grant may be terminated if the services are not satisfactorily performed by the subgrantee or if it is in the
best interest of the State of Colorado to terminate the grant. If the grant is terminated by either the
subgrantee or the State, the subgrantee shall be paid the necessary and allowable costs incurred
through the date of termination, but not exceeding a prorated amount based on the number of days of
project operation prior to the date of termination. Any equipment purchased under this grant would revert
to the Division of Criminal Justice upon termination of the grant.
XII. Federal funds for this grant award expire September 30, 2001. Therefore, beyond that date no grant
extensions are possible. Unexpended funds remaining on September 30, 2001, must be returned to the
Division of Criminal Justice.
XIII. Pursuant to CRS 24-30-202.4 (as amended), the state controller may withhold debts owed to state
agencies under the vendor offset intercept system for: (a) unpaid child support debt or child support
arrearage; (b) unpaid balance of tax, accrued interest, or other charges specified in Article 22, Title 39,
CRS; (c) unpaid loans due to the student loan division of the department of higher education; (d) owed
amounts required to be paid to the unemployment compensation fund; and(e) other unpaid debts owing
to the state or any agency thereof, the amount of which is found to be owing as a result of final agency
determination or reduced to judgment as certified by the controller.
XIV. The State will pay the subgrantee the reasonable and allowable costs of performance, in accordance with
applicable financial OMB circulars and Colorado State Fiscal Rules, not to exceed the amount specified
herein as the Total Award Amount. The State's requirements for invoice and cost reporting submissions
are contained in the DCJ Form 3 Cash Request Procedures, dated February 1996, which are hereby
incorporated by reference. Subgrantee may request funds in advance in accordance with federal
regulations. Funds may be requested for anticipated expenses one month in advance and/or for
reimbursement of actual expenses to date.
This grant award which serves as the contract between the Colorado Regional Community Policing Institute and
the Weld County Sheriffs Office shall not be deemed valid until it shall have been approved by the Director of
the Colorado Regional Community Policing Institute and the authorized party of the Weld County Sheriffs
Office.

Problem-Solving Approach
Please briefly describe the problem-solving approach employed for this proposed project.
Include problem identification, problem analysis, action plan/response and evaluation/assessment
of the response (including anticipated results).
At risk children many times see themselves in an adversarial role with law enforcement officers
and others in authority. This can be caused by anti-social behavior demonstrated by their family
members and associates. This belief can be further reinforced by placement in juvenile detention
or group homes. Throughout the school year community policing officers with the Weld County
Sheriff's Office have been working within group homes in Weld County and have begun to
develop relationships with the children that reside there. Since our beginning work within these
homes, the residential staff have stated that the behavior of the residents of the home have
improved.
For two days in August or September of this year, the Weld County Sheriff's is planning a camp
on the Pawnee National Grasslands at the Crow Valley Campground. This encampment will
enable at-risk juveniles and their sponsors to interact with Community Resource Officers in an
outdoor setting. Special presentations will be developed and presented by officers, community
members, and members of the Colorado State Division of Wildlife about outdoor life and pro-
social activities. This will also provide at-risk youth the opportunity to view and interact with
law enforcement officers in a non-adversarial setting.
In addition to the children living in group home settings, children and their sponsors from the
partners mentoring program will be invited. The majority of these children are not involved in
the criminal justice system but are also at risk. Their being able to observe officers in this role
would also be helpful in their perception of law enforcement.
Approximately 50 at-risk youth and their sponsors would be able to attend this camp.
To assess the success of this project, a number of juveniles attending the camp would be asked
their perception of law enforcement prior to attendance and an equal number asked about their
perception of law enforcement at the conclusion.
The funds expended for this project would be used to purchase food and other supplies for the
camp and to pay for any rental or usage of the campgrounds. Deputy work time would be paid
for by the Weld County Sheriffs Office. A time line for this project is:
May 1, 2001 Confirm date and accessability of the camp ground.
May 15, 2001 Make announcement and set requirements for attendance of the
camp with group homes and Partners, Inc.
June 15, 2001 Select and contact presenters and support staff
July 1, 2001 Confirm presenters and staff and finalize program
August 1, 2001 Have final preparations made

Dear Mr. Poncelow:
Thank you for your recent application for the Colorado Regional Community Policing Institute (CRCPI)
Line Officer Grant program.
The CRCPI Grants Committee, made up of representatives from law enforcement and community
members from across the state, has reviewed all applications received. Based on this evaluation, we
are pleased to inform you that your application has been selected to receive funding. Because of the
large number of applications received, your program may have been awarded less than you applied
for.
Line Officer Grant Agreement
Attached please find the Line Officer Grant Agreement. Please read all of the instructions and
conditions carefully. The Authorized Party must sign both sets (blue and white) of the Agreement. The
Authorized Party is the individual authorized to enter into binding commitments on behalf of the
applicant agency. This must be an individual other than the Project Director (applicant). Return the
blue copy to CRCPI/Division of Criminal Justice as soon as possible. The white copy is your 2001
CRCPI Line Officer Grant contract with CRCPI/DCJ.
Requesting Funds
In order to receive your funds, the completed Agreement must be returned to the Institute. A Line Officer
Grant Payment Request form (attached) must then be prepared and sent to the Institute. Funds may be
requested for reimbursement of project expenses only. Payments will be madeONLY FROM RECEIPTS
OR INVOICES. Awardees who are unable to function under a reimbursement of costs system must
contact CRCPI immediately at(303) 273-1975 for an alternative award system.
Please submit a cash request(with documentation of costs)for program reimbursement prior to
September 15, 2001. Programs may continue past this date, but all funds must be requested prior to
