RE: APPROVE EXTENSION OF SERVICE ENHANCEMENT AGREEMENT FOR HUMAN
SERVICE GRANT NETWORK AND AUTHORIZE CHAIR TO SIGN - SCT GLOBAL
GOVERNMENT SOLUTIONS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Extension of the Service
Enhancement Agreement for the Human Service Grant Network between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, and SCT Global Government Solutions,
commencing April 21, 2001, and ending April 20, 2002, with further terms and conditions being
as stated in said extension, and
WHEREAS, after review, the Board deems it advisable to approve said extension, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Extension of the Service Enhancement Agreement for the
Human Service Grant Network between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, and SCT Global Government Solutions be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said extension.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 16th day of April, A.D., 2001.

SUBJECT: Extension of Services for Human Services Grant Network(SER# 50239902)
To continue the services provided under SCT's Service Enhancement Request(SER) that are
related to the FENWC grant,we are extending this agreement for one year. The current SER
agreement provides for services from April 21, 2000 through April 20, 2001. The terms of the
agreement will remain the same, including the services provided and the restrictions on those
services. The following is a summary of the terms and services. Specific detail can be found in
the original agreement (Project Title: Human Services Grant Network SER# 50239902).
1. The term of the agreement will be from April 21, 2001 through April 20, 2002.
2. Provide general network administration support for wide-area network utilizing frame
relay for the Family Education Network of Weld County (FENWC).
3. SCT is not required to provide resources for issues at any of the remote sites related to
this agreement.
4. Hardware and software configurations will meet existing Weld County standards.
5. Weld County will maintain ongoing maintenance contracts for equipment at the remote
sites and the frame relay portion of the grant network.
6. Staff from the Weld County Department of Human Services will be responsible for the
software and user training related to the applications on the grant network..
7. Anyone using the grant network will adhere to guidelines set forth by Weld County
Policy.
8. The additional amount to be paid by the client to SCT under this extension remains at
$70/hour and will be invoiced monthly by SCT.

Service Enhancement Request

Related Agreement: Onsite Services and Software License Agreement between
Client and Systems and Computer Technology, Inc., dated
November, 1993.
Project: Human Services Grant Network-Renewal
All terms defined in the Agreement and its amendments shall have the same meaning
ascribed to them therein when used in this Service Enhancement Request. Pursuant to
Section 2.2 of the Agreement, Client hereby requests that SCT perform the Supplemental
Services described below. The parties acknowledge that any Supplemental Services to be
performed pursuant to this Service Enhancement Request shall be performed under the
terms and conditions of the Agreement. In addition, unless otherwise set forth below, any
payments to be made by Client to SCT under this Agreement shall be made pursuant to
the terms and conditions of the Agreement. The amounts to be paid by Client to SCT
under this Service Enhancement Request shall be in addition to any other amounts which
Client is obligated to pay SCT under the Agreement.
Description of Supplemental Services:
The services to be provided under this Service Enhancement Request are specified below.
A. Time Frame
Projected Start Date for Services: April 21, 1999
Project End Date for Services: April 20, 2000.
Services
The Weld County Department of Human Services received a grant for the purpose
of building a wide-area network utilizing frame relay for the Family Educational
Network of Weld County. The administrator of the grant at Weld County is the
Department of Human Services. With this project being outside the scope of
services in the existing agreement, SCT was asked to assist with the successful
implementation and ongoing network administration of this project. The intent is
for SCT to perform network administration duties but will not be required to
provide resources to resolve issues at any of the 15 remote sites (See Attachment
A) involved in this project. Since the implementation of the grant network was
completed in 1998, SCT will continue with ongoing network administration
duties.

Service Enhancement Request
The grant network is integrated into the existing Weld County WAN for easier
network administration and was implemented with hardware and software that
meet existing standards used at Weld County. Weld County will maintain ongoing
maintenance contracts with outside vendors for the fifteen remote sites and the
frame relay portion of the grant network. If a problem is encountered at a remote
site, SCT will contact the appropriate maintenance vendor for that remote site.
Staff from the Weld County Department of Human Services will be responsible
for the software and user training related to applications implemented on the grant
network. Anyone utilizing the grant network will adhere to guidelines set forth by
Weld County policy.
C. Payment
The additional amount to be paid by the Client to SCT under this Service
Enhancement Request is $70/hour. SCT will submit an invoice to the Client on a
monthly basis beginning in May, 1999, for the hours incurred in the previous
month. Billing will include hours as required for local network maintenance and
on-going network administration. The invoices will be paid by the client each
month throughout the duration of the Service Enhancement Request. Human
Services will initiate requests for all work to be performed by SCT.
