RE: APPROVE LETTER OF AGREEMENT FOR NATIONAL ASSOCIATION FOR PET
CONTAINER RESOURCES GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Letter of Agreement between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Weld County Department of Public Health and Environment, and
the National Association for PET Container Resources, with terms and conditions being as
stated in said letter of agreement, and
WHEREAS, after review, the Board deems it advisable to approve said letter of
agreement, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Letter of Agreement between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Weld County Department of Public Health and Environment, and National Association for PET
Container Resources be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said letter of agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 9th day of May, A.D., 2001.

SUBJECT: Letter of Agreement for Grant
from National Association for PET
Container Resources
Enclosed for Board review and approval is a Letter of Agreement with the National
Association for PET Container Resources (PET in an acronym for polyethylene
terephthalate, resin code #1) for a grant submitted by the Health Department and
approved by the Weld County Board of County Commissioners in March, 2001.
The purpose of the grant is to receive funding to purchase recycling bins in order to
establish plastic recycling options at the Greeley Independence Stampede and Weld
County Fair. We also will offer the bins and assistance to all Town's or communities,
located in the County, for their summer community days' or celebrations. A significant
amount of promotion and advertising is also contemplated in the grant.
The total amount requested from NAPCOR is $7,039. The Department will contribute
approximately $4,225 for in-kind services. An additional $5,584 will be provided
through donations and volunteers. The program will be implemented with existing staff
and no additional resources are necessary. The term of the agreement is the date of
award through December 31, 2001.
Payment of 80% of the $7,039 will be initiated at the time of receipt of a signed copy of
the Letter of Agreement by NAPCOR. The remaining 20% will be paid upon full
completion of this project.
I recommend your approval of this Letter of Agreement.

LETTER OF AGREEMENT
This document shall serve as a Letter of Agreement (Agreement)between the National
Association for PET Container Resources (NAPCOR) and the Weld County, Colorado
Department of Public Health and the Environment (the Department). The Agreement
shall specify the responsibilities of each party regarding the development of a Weld
County community events PET plastic bottle recycling awareness and collection
campaign.
Introduction
The Weld County Department of Public Health and the Environment provides
countywide public education encouraging recycling, source reduction and the purchase of
recycled content products. The Department has on staff an education specialist to
manage the education program and coordinate its activities with the work of a community
solid waste reduction coalition called the North Front Solid Waste Action Group. In the
past the Department has supported community programs for special event recycling
collection for organics, tires, HHW and paper and aluminum.
The Department has requested funds from NAPCOR to initiate a PET plastic bottle
recycling awareness and collection campaign during community special events. The
program will take a three-pronged approach. One will be to initiate plastic beverage
container recycling at the Greeley Independence Stampede, a I4-day event attracting over
400,000 people. The second activity will be to initiate plastic bottle collection at the
Weld County Fair, a one-week event attracting over 10,000 people. The third aspect of
the program will be to develop recycling opportunities for recycling plastic beverage
containers at community events for all municipalities in the county.
NAPCOR and the Department are pledged to work together to improve PET plastic bottle
recycling in Weld County. The objective of the joint Department/NAPCOR project is to
make the community aware of the value and importance of recycling PET plastic
containers and provide a program for the collection of PET containers for recycling at
community events in Weld County.
Consideration
Based upon the Department proposal submitted to NAPCOR, the Department agrees to
complete the project as outlined in their proposal to NAPCOR and which includes the
following:
• Purchase and utilize at Weld County community events a minimum 25 recycling
collection bins suitable for outdoor use.
• Recruit and train volunteers to help collect recyclable materials at community
events in exchange for keeping the material revenue. The volunteers would staff
recycling stations and a recycling education table and remove recyclables to a
main collection area in a timely fashion.
• Provide plastic beverage bottle recycling collection services at the Greeley
Independence Stampede, the Weld County Fair, and various Weld County TOWN
Community Days.
• Conduct a media education campaign in support of the community events
recycling collections that would include PSAs in local newspapers, radio and
television stations, websites and other public communications paths. An media
education kickoff event will be the presentation of a NAPCOR fashion show,
including arrangements for location, staging, volunteer models, and other items
necessary to guarantee a successful event.
• Provide to NAPCOR a report prior to December 31, 2001 describing the
quantitative and qualitative outcomes of this project.
Based upon the Department proposal and discussion with the Department staff, NAPCOR
agrees to the following:
• Provide program technical and communication assistance, review and comment to
the Department.
• Provide, as available, a NAPCOR Fashion Show Kit for use by the Department in
support of this program.
• Provide, as available, NAPCOR free collateral materials as requested by the
Department.
• Make payment to the Department of 80% of the $7,039 amount requested for this
project. Payment will be initiated at the time a signed copy of this agreement is
received by NAPCOR.
• The remaining 20% balance due will be paid upon full completion of this project.
• The terms of this agreement will be considered complete at the time the
Department completes their responsibilities as detailed and specified in this Letter
of Agreement and their proposal and submits a program final report to NAPCOR.
