HomeMy WebLinkAbout20010044.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 3, 2001 TAPE #2001-01 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 3, 2001, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner M. J. Geile, Chair Commissioner Glenn Vaad, Pro-Tem - EXCUSED Commissioner William H. Jerke Commissioner David E. Long Commissioner Robert D. Masden Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Donald D. Warden ELECTION OF CHAIR: Commissioner Masden moved to elect Commissioner Geile as Chair for 2001. Commissioner Jerke seconded the motion, which carried unanimously. ELECTION OF CHAIR PRO-TEM: Commissioner Jerke moved to elect Commissioner Vaad as Chair Pro-Tem for 2001. Commissioner Long seconded the motion, which carried unanimously. ASSIGNMENTS: ASSIGN COMMISSIONERS TO COORDINATE DEPARTMENTS FOR 2001: Commissioner Long moved to approve said Commissioner Coordinator Assignments for 2001. Commissioner Masden seconded the motion, which carried unanimously. MINUTES: Because the current members of the Board were not present at the December 27, 2000, meeting, Chair Geile deferred the minutes of the Board of County Commissioners meeting of December 27, 2000, to January 8, 2001, for a motion from Commissioner Vaad. CERTIFICATION OF HEARINGS: Chair Geile moved to continue the Certification of Hearings conducted on December 27, 2000, to January 8, 2001. ADDITIONS TO AGENDA: There were no additions to the agenda. 2001-0044 BC0016 CONSENT AGENDA: Commissioner Long moved to approve the consent agenda as printed. Commissioner Jerke seconded the motion, and it carried unanimously. PUBLIC INPUT: There was no public input. WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $836,271.39 Electronic Transfers -All Funds $872,465.59 Commissioner Masden moved to approve the warrants as presented by Mr.Warden. Commissioner Jerke seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER RESOLUTION RE: SCHEDULING OF REGULAR MEETINGS OF THE BOARD FOR 2001: Commissioner Long moved to approve said Resolution. Commissioner Jerke seconded the motion,which carried unanimously. CONSIDER RESOLUTION RE: AUTHORIZE PUBLICATION OF PROCEEDINGS FOR 2001: Commissioner Jerke moved to approve said Resolution. Commissioner Long seconded the motion, and it carried unanimously. CONSIDER RESOLUTION RE: DESIGNATION OF PARTICULAR PUBLIC PLACE FOR POSTING OF PUBLIC NOTICES: Commissioner Masden moved to approve said Resolution. Commissioner Long seconded the motion, which carried unanimously. CONSIDER APPOINTMENT OF COMMISSIONER M. J. GEILE TO CERTAIN ADVISORY BOARDS: Commissioner Masden moved to appoint Chair Geile to certain advisory boards. The motion, which was seconded by Commissioner Long, carried unanimously. CONSIDER APPOINTMENT OF COMMISSIONER WILLIAM H. JERKE TO CERTAIN ADVISORY BOARDS: Commissioner Masden moved to appoint Commissioner Jerke to certain advisory boards. Commissioner Long seconded the motion, and it carried unanimously. CONSIDER APPOINTMENT OF COMMISSIONER DAVID E. LONG TO CERTAIN ADVISORY BOARDS: Commissioner Masden moved to appoint Commissioner Long to certain advisory boards. The motion was seconded by Commissioner Jerke, and it carried unanimously. CONSIDER APPOINTMENT OF COMMISSIONER ROBERT D. MASDEN TO CERTAIN ADVISORY BOARDS: Commissioner Jerke moved to appoint Commissioner Masden to certain advisory boards. The motion, which was seconded by Commissioner Long, carried unanimously. CONSIDER APPOINTMENT OF COMMISSIONER GLENN VAAD TO CERTAIN ADVISORY BOARDS: Commissioner Masden moved to appoint Commissioner Vaad to certain advisory boards. Commissioner Long seconded the motion, which carried unanimously. Minutes, January 3, 2000 2001-0044 Page 2 BC0016 CONSIDER APPOINTING DELEGATE TO REPRESENT WELD COUNTY AT ANNUAL MEETING OF THE LUPTON BOTTOM DITCH COMPANY AND AUTHORIZE CHAIR TO SIGN PROXY: Mr. Warden explained Weld County owns shares in various ditch companies to provide water at its gravel pits. He stated the Board generally appoints a delegate to represent the County at the meetings. Commissioner Masden moved to appoint Frank Hempen, Jr., Director of Public Works, as said delegate to the Lupton Bottom annual meeting. Commissioner Long seconded the motion, which carried unanimously. CONSIDER APPOINTING DELEGATE TO REPRESENT WELD COUNTY AT ANNUAL MEETING OF THE LUPTON MEADOWS DITCH COMPANY AND AUTHORIZE CHAIR TO SIGN PROXY: Commissioner Masden moved to appoint Mr. Hempen as Weld County's delegate to represent Weld County at the Lupton Meadows Ditch Company annual meeting. Commissioner Jerke seconded the motion, which carried unanimously. CONSIDER INTERGOVERNMENTALAGREEMENT FOR FUEL PURCHASE-WELD COUNTY LIBRARY DISTRICT: Mr. Warden explained that although the County severed relations with the Library District, effective December 31, 2000, the County will continue to provide fuel for the mobile library. He stated the Library District will be required to pay for the fuel. Commissioner Jerke moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Long, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
