RE: APPROVE MEMORANDUM OF UNDERSTANDING WITH COLORADO
DEPARTMENT OF HUMAN SERVICES AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Social Services, and the
Colorado Department of Human Services, with terms and conditions being as stated in said
Memorandum of Understanding, and
WHEREAS, after review, the Board deems it advisable to approve said Memorandum of
Understanding, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Memorandum of
Understanding between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Social Services, and
the Colorado Department of Human Services be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said Memorandum of Understanding.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 8th day of August, A.D., 2001.

MEMORANDUM OF UNDERSTANDING
The purpose of this memorandum of understanding is to establish conditions
for Weld County Department of Social Services (WCDSS) receipt and use of
automated equipment provided by the Colorado Department of Human
Services/Low-income Energy Assistance Program (LEAP) and the Colorado Energy
Assistance Foundation. This equipment, and accompanying software, is
intended to improve the efficiency and timeliness of the LEAP eligibility
determination process and benefit delivery. The Colorado Department of Human
Services (CDHS) and WCDSS agree to the following terms and conditions:
1. As requested by WCDSS, CDHS/LEAP will deliver 5 Compaq personal
computers and 1 HP 4100 series printer to WCDSS by an estimated
date of October 1, 2001.
2. Each personal computer will include MS Office 2000 SBE software
and Attachmate Extra as needed, a Windows 2000 operating system,
and a 17-inch color monitor.
3. WCDSS agrees to use this equipment exclusively for LEAP between
October ls1 and May 31st each year.
4. WCDSS agrees to provide workers using these personal computers
with access to CDHS systems used to determine LEAP eligibility
including, but not limited to, LEAP, COIN, CAFSS, and CBMS when
implemented.
5. WCDSS agrees to provide all LEAP personal computer workers with
Internet access needed to verify applicants' current home energy
account status and to acquire heating cost data from utility
company accounts. WCDSS also agrees to provide all staff with
access to electronic mail to permit faster information exchanges
with utility companies, the state, and other counties.

6. The Colorado Department of Human Services will provide the Weld County
Department of Social Services with a copy of the three-year maintenance
agreement with Compaq Computer Company upon delivery of equipment.
7. The Colorado Department of Human Services will provide the Weld County
Department of Social Services with a copy of all software licenses upon
delivery of equipment.

Human Services
Enclosed for Board approval is a Memorandum of Understanding (MOU) between the
Weld County Department of Social Services and the Colorado Department of Human
Services. This Memorandum of Understanding, along with other similar MOUs from
other counties, will be used by the Colorado Department of Human Services, in
conjunction with the Colorado Energy Assistance Foundation, to seek a grant from the
Boettcher Foundation to fund this purchase. In order to comply with Boettcher
requirements, they need to demonstrate assurances that the equipment will be used to
improve the efficiency of the LEAP program. Memorandums of Understanding from
counties will be used to demonstrate this assurance.
The provisions of the Memorandum of Understanding are to establish conditions for the
receipt and use of automated equipment provided by the Colorado Department of Human
Services/Low-income Energy Assistance program (LEAP) and the Colorado Energy
Assistance Founds for the Weld County Department of Human Services. The
Memorandum of Understanding has been reviewed and approved by Affiliated Computer
Services (ACS).
If Boettcher provides a grant to the State, Weld County will receive five personal
computers with software and 1 printer by October 1, 2001.
