FOR A USE SIMILAR TO A JUNKYARD/SALVAGE YARD (POLICE IMPOUND LOT) IN
THE A(AGRICULTURAL) ZONE DISTRICT -JAMES WRENFROW/SATURN TOWING
A public hearing was conducted on October 31, 2001, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated October 12, 2001, and duly published October 17,
2001, in the Tri-Town Farmer and Miner, a public hearing was conducted to consider the request
of James Wrenfrow, Saturn Towing, for a Site Specific Development Plan and Use by Special
Review Permit #1351 for a use similar to a Junkyard/Salvage Yard (police impound lot) in the
A(Agricultural)Zone District. Bruce Barker, County Attorney, made this a matter of record. Lauren
Light, Department of Planning Services, presented a brief summary of the proposal and entered
the favorable recommendation of the Planning Commission into the record as written. Ms. Light
stated the applicant does have an existing impound lot in the City of Broomfield which would still
be utilized. She stated vehicles would be brought into the proposed lot Monday through Friday
from 8:00 a.m. until 6:00 p.m., and any vehicles towed outside those hours of operation would be
taken to the Broomfield lot until they can be transported to this site. Ms. Light stated a house is
currently located on site, as well as a quonset hut and several outbuildings, and the impound lot
would be on approximately two and one-half to three acres on the northern portion of the property.
She explained that after the Planning Commission hearing,the applicant started addressing some
of the Conditions of Approval;therefore, he has spoken to the Department of the Interior regarding
utilization of its easement, which is located on the northern edge of the property, and he has
received approval to put an access road in that location. She stated the allocation of space for said
road required the applicant to move the impound lot closer to the office,and the lot will be enclosed
with a six-foot chain link fence with opaque screening on it. Ms. Light stated the applicant met with
staff at the Sheriff's Office, who preferred a chain link fence versus a wood fence. She further
stated the Building Code violation has been resolved, the applicant has indicated the property has
been cleaned up, and the Zoning Compliance Officer will make a site visit within the next week.
Ms. Light stated there will be some landscaping adjacent to Weld County Road 11; the applicant
has contracts with various law enforcement agencies, including Weld County,to tow vehicles;there
are specific requirements from the law enforcement agencies, such as road base and security

details which must be met before cars may be towed to the lot; and the applicant will live on-site
with his family. She gave a brief description of the location of the site and surrounding uses, and
stated out of fourteen referrals sent,five agencies did not respond,seven agencies responded with
proposed conditions and recommendations, and two indicated no conflicts. She further stated the
site is not located within any Overlay Districts, Intergovernmental Agreement areas, or Urban
Growth Boundaries; however, the site is within the three-mile referral area for Adams County and
the Cities of Broomfield, Northglenn, and Thornton, and the Towns of Dacono and Erie, with the
City of Northglenn being the only entity to respond with concerns about the additional traffic that
will be generated on rural gravel roads. Ms. Light stated Weld County Road 11 is gravel and has
been annexed to the City of Broomfield, Weld County Road 6 is paved, and this parcel is one-half
mile south of Weld County Road 6.
Responding to Chair Geile, Ms. Light stated the Electrical Inspector indicated there is no existing
violation, therefore, Condition of Approval #2.C may be deleted. She further stated the applicant,
in order to meet Condition of Approval#2.E, could submit a letter for the file stating they are aware
of the concerns. Responding to Commissioner Jerke, Ms. Light stated the property is currently in
use as a residence, and the seven-acre site is adjacent to and directly east of the Varra property.
Responding to Commissioner Vaad regarding the mineral rights, with oil, gas, and coal, Ms. Light
stated she has spoken to Chris with HS Resources,who stated HS Resources has no problem with
this site because there is no impact. There is no specific Condition of Approval addressing the
issue, since the tank battery is on the other property. Mr. Barker indicated the applicant has no
drilling rights or access to the coal, etc. Drew Scheltinga, Department of Public Works, stated the
accesses to this site are all existing, there was a concern about access on the northern part of the
site; however, the applicant has provided an easement agreement with the Western Area Power
Authority.
James Wrenfrow, owner, stated the oil wells are right behind the property, he cannot put cars into
that 75-foot easement, he has received approval to put an access road there from the Department
of the Interior, and the oil company will use the same road. He stated they just completed the
conveyances to deal with that issue prior to closing on the property. Responding to Commissioner
Jerke, Mr. Wrenfrow stated traffic will enter from Weld County Road 6 as much as possible, and
all drivers will be directed to enter from Weld County Road 6; therefore, the only dirt road traveled
is approximately 1/4 mile on Weld County Road 11 to Weld County Road 6. Mr. Scheltinga stated
we have used haul route agreements in gravel type applications, but have not applied haul routes
to other types of land uses. He stated a Condition of Approval could be added requiring the
applicant to direct his trucks and drivers to access the property from Weld County Road 6 onto
Weld County Road 11 to the site. Chair Geile ascertained Mr. Wrenfrow concurred with the
Conditions of Approval and Development Standards as drafted, with the deletion of Condition of
Approval #2.C. No public testimony was offered concerning this matter.
Commissioner Vaad moved to approve the request of James Wrenfrow, Saturn Towing, for a Site
Specific Development Plan and Use by Special Review Permit #1351 for a use similar to a
Junkyard/Salvage Yard (police impound lot) in the A (Agricultural) Zone District, based on the
recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record, and the deletion of Condition of
2001-3149

Approval#2.C. The motion was seconded by Commissioner Long. Mr. Barker questioned whether
the motion also included adding Development Standard#24 to read, "The applicant shall direct his
drivers to utilize Weld County Road 6 to Weld County Road 11, and Weld County Road 11 to or
from the facility." Commissioners Vaad and Long agreed to amend the motion and second to the
motion to include the additional Development Standard, with the understanding the applicant has
no control over anyone but his own drivers. The motion carried unanimously.
There being no further discussion, the hearing was completed at 3:40 p.m.
This Certification was approved on the 5th day of November 2001.
