COLORADO September 19, 2000 Fay and Mary Shultz Retail/Wholesale Greenhouse USR-1296 1. Proper building permits shall be obtained prior to any construction, demolition, or excavation. Part of the permit application process includes a complete plan review. 2. Both the building and foundation shall be engineered. Engineered foundations shall be based on a site-specific geotechnical report or an open hole inspection performed by a Colorado licensed engineer. Any fill material shall contain no rock or similar irreducible material with a maximum dimension greater than 12 inches. All fills shall be compacted to a minimum of 90 percent of maximum density. Engineering reports shall be supplied for all fill material. 3. Although the proposed greenhouse is located in the agricultural zone and is designed to handle horticultural products, due to the fact that the greenhouse is open to the public, it would be a B not a U Occupancy. The building would be listed as Type V-N construction. As such all provisions for a B Occupancy, Type V-N building would apply. 4. Light-transmitting exterior plastic wall panels shall meet the area and size limitations set forth in Table 26-A of the 1997 Uniform Building Code (NEC). 5. According to the discussion between myself and Mr. Shultz, September 18, 2000, it is my understanding that the roof system will be composed of a plastic membrane supported by a frame. The following comment and code requirement is based upon that assumption, although the referral mentions an inflatable roof. Membrane material shall be either non-combustible as defined by Section 215 of the UBC, or flame retardant. 6. Fertilizer and chemicals shall not exceed the exempt amount found in Tables 3-D or Table 3-E without the provision for control areas. A control area is an area where hazardous materials are located. Normally, control areas are separated from the rest of the building by a one-hour fire- resistive occupancy separation. Service,Teamwork, Integrity,Quality 7. Occupancy separations may be required between different portions of the building containing different uses. (302.1, UBC) 8. The UBC allows 8,000 square feet for a Type V-N, B Occupancy building. In order to increase the size to 14,400 square feet, other provisions of the code will need to be met. a. Section 505.1.3 of the UBC allows for a 100% area increase if the building is surrounded with 40 feet of clear space on all four sides. b. When a B Occupancy building is surrounded on all four sides by 60 feet of open space and is sprinklered, the area is not limited. See Section 505.2 of the UBC. c. Two-hour area separation walls can also be constructed at appropriate locations to create a separate building within a building. See Section 504.6 of the UBC. All future buildings will also need to comply with these area limitation requirements. 9. All buildings shall maintain distances from property lines and adjacent buildings as outlined in Section 503 and Table 5-A of the UBC. 10. The design and construction of accessible buildings and building elements shall be in accordance with Chapter 11 and Appendix Chapter 11 of the UBC. 11. Electrical work shall conform to the 1999 National Electrical Code (NEC). All wiring in damp areas, such as greenhouse areas, shall be suitable for that location. 12. Separate building permits are required for all monument signs. Signs shall adhere to Section 42 of the Weld County Zoning Ordinance and Section 2.8 of the Weld County MUD Ordinance as applicable. Engineering may be required. 13. Electrical permits shall be obtained for all electrical work. For instance, electrical permits are needed for any site lighting or irrigation equipment. 14. Complete drawings shall be submitted to the appropriate fire district for review. 15. Additional requirements or changes may be required when building applications or plans are reviewed by the Weld County Building Inspection Department or the Fire District. This project falls under the purview of the Weld County Use by Special Review Standards for a major facility of a public utility. Our comments and requirements are as follows: COMMENTS: WCR 54 is designated on the Weld County Transportation Plan Map as a collector status road, which requires an 80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the set back in the Weld County Ordinance(Ordinance 89,as amended)the required set back is measured from the future right-of-way line. The average daily traffic count(ADT)for WCR 54 reflects 2,154 vehicles in a 24-hour period. This count was taken October 14, 1999. REQUIREMENTS: The applicant shall reserve an additional 10-foot right-of-way adjacent to WCR 54 for future build out of the collector status road. The western portion of the circle drive shall be closed. The applicant shall utilize and improve the main access to the facility including an adequate turning radius and an adequate drainage culvert. The improvements must be identified on the plat drawing. Parking: The off-street parking spaces including the access drive shall be surfaced with gravel, asphalt, concrete or the equivalent and shall be graded to prevent drainage problems. Each parking space shall be equipped with wheel guards or curb blocks when necessary to prevent vehicles from extending beyond the boundaries of the space and coming into contact with other vehicles, walls, fences, or planters. The existing residence is proposed to be a future retail site. The applicant shall place on the plat additional future retail parking adjacent to the facility. The minimum number of off-street parking spaces for the type of land use shall be determined by Planning Services. The future parking and entrance shall match the opposite side of the proposed parking area. The applicant shall indicate on the plat within the ADA parking space the unloading zone area. Circulation: The applicant identified two-way traffic entering the facility then splitting one-way traffic around the landscaped island to the parking area. The external loop around the green house area shall be designed to accommodate semi-truck traffic turning radiuses throughout the facility. Our Department has reviewed this proposal and recommend approval. The following conditions are recommended to be part of any approval: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. 3. Waste materials shall be handled, stored,and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall be controlled on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone as delineated in 25-12-103 C.R.S., as amended. 6. Adequate toilet facilities shall be provided for the public and employees. 7. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof. 8. The facility shall utilize the existing public water supply (Little Thompson Water District). An individual sewage disposal system is required for the proposed facility and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. 10. If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health& Environment, Water Quality Control Division 11. Prior to recording the plat,the applicant shall submit a waste handling plan to the Environmental Health Services Division of the Weld County Department of Public Health& Environment. The plan shall include at a minimum,the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed(including the facility name, address, and phone number). 12. The application materials indicate the existing residence shall serve as a possible future retail site. At that time,the septic system shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Regulations. usr-1296
