RE: APPROVE TRANSFER REQUEST FORM REGARDING PREFERENCE FOR CLOSE-
OUT PROGRESSION AND TRANSFER OF TANF FUNDS TO CHILD CARE AND
TITLE XX (CHILD WELFARE) AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Transfer Request Form Regarding
Preference for Close-Out Progression and Transfer of TANF funds to Child Care and Title XX
(Child Welfare) between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Social Services, and
the Colorado Department of Human Services, with terms and conditions being as stated in said
Transfer Request Form, and
WHEREAS, after review, the Board deems it advisable to approve said Transfer
Request Form, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Transfer Request Form
Regarding Preference for Close-Out Progression and Transfer of TANF funds to Child Care
and Title XX (Child Welfare) between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Social
Services, and the Colorado Department of Human Services be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said Transfer Request Form.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of June, A.D., 2001.

RE: County Preference for Close-Out Progressiion and/ Request to
Transfer TANF Funds to Child Care and Title XX (Child Welfare)
Enclosed for Board approval is a Transfer Request Form that is entitled, "County
Preference for Close-Out Progression and Request to Transfer TANF Funds to Child
Care and Title XX." This preference for the progression of the Close-Out process to
cover deficits for Child Care and Title XX (Child Welfare) are those deficits not covered
by the Surplus Distribution process. By State statute, a county has discretion annually
over how it chooses to utilize transfers from the Temporary Assistance for Needy
Families (TANF) program into Title XX (Child Welfare) and/or the Child Care
Development Fund. The enclosed Transfer Request Form outlines Weld County's
request.
Our request considers, by progression, that:
1. Weld County deficits in child welfare be covered first with a TANF transfer, up to
the 10% individual county limitation.
2. Weld County deficits in child care be covered second with a TANF transfer, up to
the 30% individual county limitation.
3. Weld County child welfare deficits not covered in Item 1 above be covered under
the 10% state-wide TANF transfer limitation. This is a new State interpretation as
permitting the 10% limitation of the Federal funds in the Colorado Works or
TANF allocation to Title XX (Child Welfare) be on a state-wide basis, rather than
an individual county basis.
4. Cover any remaining Weld County deficits in child care be covered by a TANF
transfer limitation of 30% state-wide, rather than an individual county basis. This
is a new State interpretation as permitting the 30% limitation of the Federal funds
in the Colorado Works or TANF allocation to Child Care be on a state-wide basis,
rather than an individual county basis.

The Surplus Distribution Process will be utilized to cover Core Services, Expedited
Permanency Planning, Child Welfare and Child Care deficits realized. TANF Transfers are
limited to the amount of under-expenditures in your Colorado Works allocation. Any amounts
not covered in any allocation through Surplus Distribution or TANF Transfer will become a
County Only expenditure.
Please indicate your county's preference for the progression of the Close-Out process to
cover any remaining deficits not covered by the Surplus Distribution process:
STEP 1
Cover deficits in Core Services and Expedited Permanency Planning with a TANF
Transfer, up to the 10% individual count limitation.
Cover deficits in Core Services and Expedited Permanency Planning by reducing your
Child Welfare Allocation by an amount equal to the needed increase in the Core Services and
EPP allocations.
1 Cover any deficit in Child Welfare with a TANF transfer, up to the 10% individual
county limitation.
2_Cover any deficit in Child Care with a TANF transfer, up to the 30% individual county
limitation.
STEP 2
If it is allowable under statute, cover any remaining deficits in Core Services and
Expedited Permanency Planning with a TANF Transfer, up to the 10% state-wide limitation.
1 If it is allowable under statute, cover any remaining deficits in Child Welfare with a
TANF transfer, up to the 10% state-wide limitation.
2_Cover any remaining deficits in Child Care with a TANF transfer, up to the 30% state-
wide transfer limitation.
STEP 3 is not applicable.
